HomeMy Public PortalAbout09-27-2001PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, THURSDAY, SEPTEMBER 27, 2001 The Common Council of the City of Richmond, Indiana met in special session at 6:30 p.m., Thursday, September 27, 2001, in the Council Chambers in said City. President Karl Sharp presided with the following Councilmembers present: Howard "Jack" Elstro, Etta J. Lundy, Bruce Wissel, Phil Dickman, Bing Welch, Larry Parker, Paul Combs and Sarah "Sally" Hutton. The following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY PRESIDENT SHARP ROLL CALL Nine present. APPROVAL OF MINUTES Minutes not available. PRESENTATION OF REMONSTRANCES, PETITIONS, MEMORIALS, INTRODUCTIONS, MOTIONS AND PUBLIC COMMENTS COMMUNICATION FROM THE MAYOR REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes not available. ORDINANCES ON SECOND READING AND ENGROSSMENT ORDINANCE NO. 64 — 2001 The Clerk read Ordinance No. 64 — 2001 — AN APPRORPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2002 President Sharp declared Ordinance No. 64 — 2001 on public hearing. There being no comments either for or against, Councilmember Welch moved for engrossment, second by Councilmember Dickman and the motion was carried on a voice vote. Councilmember Elstro moved to suspend the rules and advance Ordinance No. 64 — 2001 to third and final reading and read by title only, second by Councilmember Wissel and the motion was carried on a voice vote. The Clerk read Ordinance No. 64 — 2001 on third reading. Ordinance No. 64 — 2001 was adopted on a unanimous roll call vote. AMENDED ORDINANCE NO. 65 — 2001 The Clerk read Ordinance No. 65 — 2001 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2002 SALARY ORDINANCE President Sharp declared Ordinance No. 65 — 2001 on public hearing. Councilmember Hutton moved to remove the positions of Assistant Park Superintendent and Assistant Street Commissioner, second by Councilmember Parker and the motion was carried on a voice vote. Common Council Minutes Cont'd September 27, 2001 Page 2 After further discussion concerning the correction of the salary of the greens keeper to $27,731.47, a motion was made by Councihnember Welch, seconded by Councilmember Parker to amend the ordinance to show the change from $26,684.47, and the motion was carried on a voice vote. There being no further Comments either for or against the ordinance, Councilmember Hutton moved for engrossment, second by Councilmember Welch and the motion was carried on a voice vote. Councilmember Wissel moved to suspend the rules and advance Ordinance No. 65 — 2001 to third and final reading and read by title only, second by Councilmember Welch. The Clerk read Amended Ordinance No. 65 — 2001 on third reading. Amended Ordinance No. 65 — 2001 was adopted on a unanimous roll call vote. ORDINANCE NO. 67 — 2001 The Clerk read Ordinance No. 67 — 2001 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2002 BUDGET President Sharp declared Ordinance No. 67 — 2001 on public hearing. There being no comments either for or against the ordinance, Councilmember Parker moved for engrossment, second by Councilmember Hutton and the motion was carried on a voice vote. Councilmember Lundy moved to suspend the rules and advance Ordinance No. 67 — 2001 to third and final reading and read by title only, second by Councilmember Welch_ and the motion was carried on a voice vote. The Clerk read Ordinance No. 67 — 2001 on third reading. Councilmember Welch commended the administration on presenting a balanced budget. Ordinance No. 67 — 2001 was adopted on a unanimous roll call vote. ORDINANCES ON THIRD READING There were none.
