The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday,
August 21,2000,in the Council Chambers in said City.President Larry Parker presided with the following
Councilmembers present: Howard "Jack" Elstro, Etta J. Lundy, Bruce Wissel, Karl Sharp, Bing Welch,
Paul Combs,Phil Dickman and Sarah"Sally"Hutton.The following business was conducted:

APPROVAL OF MINUTES
The minutes of the July 10, July 17 and August 7, 2000 meetings were approved on a motion by
Councilmember Welch,second by Councilmember Combs and the motion was carried on a voice vote.

Councilmember Elstro moved to suspend the rules and read by title only Ordinances No. 53,56,57,58,59,
60,61 and 62—2000,second by Councilmember Welch and the motion was carried on a voice vote.
ORDINANCE NO.53—2000
The Clerk read Ordinance No. 53 — 2000 — A SPECIAL ORDINANCE VACATING A PORTION OF
NORTH 2ND STREET
President Parker announced that Ordinance No.53—2000 would go to Planning.
ORDINANCE NO.56—2000
The Clerk read Ordinance No. 56 —2000—AN APPROPRIATION ORDINANCE TO BE KNOWN AS
THE 2001 SALARY ORDINANCE
Explaining this ordinance was City Controller Shelley Miller who said it reflects an across the board, cost
of living increase of 3 percent with some positions higher because of increased responsibilities added to the
person's job description.President Parker said this ordinance would be held on second reading.
ORDINANCE NO.57—2000
The Clerk read Ordinance No. 57 — 2000 — AN APPROPRIATION ORDINANCE FIXING THE
ANNUAL COMPENSATION OF ALL ELECTED OFFICERS FOR 2001
Explaining this ordinance,Miller said it is required by state law to advertise this twice, and that will be on
August 22 and again on September 6, adding that it also reflects a 3 percent increase. In answer to a
question by President Parker,Miller said Council would need to hold a special meeting to pass the budget
and has until the end of the year to do that.He added that this ordinance would be held on second reading.

ORDINANCE NO.58—2000
The Clerk read Ordinance No. 58 —2000—AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE CORPORATION
FOR NATIONAL SERVICES
Explaining this ordinance was Vicki Jelly who said the Retired Senior Volunteer Program is requesting
authorization to submit a grant application in an amount up to $33,824 to the Corporation for National
Services for operating expenses for the year 2001.
Councilmember Welch moved to suspend the rules and advance Ordinance No. 58 — 2000 to second
reading and read by title only, second by Councilmember Combs and the motion was carried on a
unanimous voice vote.
The Clerk read Ordinance No.58—2000 on second reading.
President Parker declared the ordinance on public hearing. There being no comments either for or against,
Councilmember Elstro moved for engrossment, second by Councilmember Hutton and the motion was
carried on a voice vote.
Councilmember Lundy moved to suspend the rules and advance Ordinance No.58—2000 to third and final
reading and read by title only, second by Councilmember Elstro and the motion was carried on a voice
vote.

ORDINANCE NO.59—2000
The Clerk read Ordinance No. 59 —2000 - AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL,ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE WAYNE COUNTY
FOUNDATION
Explaining this ordinance was Tony Foster, the City's Grants Administrator, who said it is a request to
submit a grant application for$2,000 to the Wayne County Foundation to develop a program that meets the
needs of senior widowed men.
Councilmember Welch moved to suspend the rules and advance Ordinance No. 59 — 2000 to second
reading and read by title only, second by Councilmember Sharp and the motion was carried on a
unanimous voice vote.
The Clerk read Ordinance No.59—2000 on second reading.
President Parker declared the ordinance on public hearing. There being no comments either for or against,
Councilmember Elstro moved for engrossment, second by Councilmember Welch and the motion was
carried on a voice vote.

reading and read by title only, second by Councilmember Lundy and the motion was carried on a voice
vote.

ORDINANCE NO.60—2000
The Clerk read Ordinance No. 60—2000 - AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL,ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE WAYNE COUNTY
FOUNDATION
Explaining this ordinance was Lt. Paul Phillips of the Richmond Police Department who said the purpose
of the grant is to allow 12 middle school students to attend Space Camp in Huntsville, Ala. He said this
would be as a reward for academic excellence and to help them build leadership skills.
Councilmember Welch moved to suspend the rules and advance Ordinance No. 60 — 2000 to second
reading and read by title only, second by Councilmember Dickman and the motion was carried on a
unanimous voice vote.

vote.

ORDINANCE NO.61—2000
The Clerk read Ordinance No. 61 —2000 - AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE ABSOCOLD
FOUNDATION
Lt.Phillips said this ordinance also deals with a grant for Space Camp, with funds coming from a different
source. He said the combined amounts of up to $3,500 each, is what is expected to be needed in order to
send the 12 students.
Councilmember Elstro moved to suspend the rules and advance Ordinance No. 61—2000 to second reading
and read by title only, second by Councilmember Sharp and the motion was carried on a unanimous voice
vote.

ORDINANCE NO.62-2000
The Clerk read Ordinance No. 62—2000 - AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA
FINANCE AUTHORITY
Explaining this ordinance was Foster again, who said this is a request to submit a grant application to
perform an environmental assessment of the Star-Gennett area in the Whitewater Valley Gorge (the area
located between Main Street and South G Street).He said the grant funding requested is in an amount up to
$19,167.50.
Councilmember Lundy moved to suspend the rules and advance Ordinance No.. 62 — 2000 to second
reading and read by title only, second by Councilmember Elstro and the motion was carried on a
unanimous voice vote.

ORDINANCES ON SECOND READING AND ENGROSSMENT
ORDINANCE NO.12—2000
The Clerk read Ordinance No. 12 — 2000 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR
DEDUCTIONS UNDER I.C.6-1.1-12.1.
Councilmember Elstro moved that this ordinance be stricken, second by Councilmember Hutton and the
motion was carried on a voice vote.
ORDINANCE NO.13—2000
The Clerk read Ordinance No. 13 — 2000 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR
DEDUCTIONS UNDER I.C. 6-1.1-12.1
Councilmember Elstro said that after talking with Purina Mills, he would move that the ordinance be
amended to read$1,416,000 for equipment and nothing on real estate.He asked City Attorney Bob Bever if
an amendment was in order and Bever said that it was.The motion received a second from Councilmember
Welch and was carried on a voice vote.
President Parker said Amended Ordinance No. 13 — 2000 would be brought before Council at its next
meeting.
ORDINANCE NO.28—2000
The Clerk read Ordinance No. 28—2000—A GENERAL ORDINANCE AMENDING SECTION 154.45
TO THE CITY OF RICHMOND CODE REGARDING PLANNED UNIT DEVELOPMENT DISTRICTS
Planning Director Bob Goodwin read the letter accompanying the ordinance addressing the action taken by
the Planning Commission.He pointed out the main changes,stating that they were in italics and bold print.
Councilmember Welch moved to amend Ordinance No. 28 — 2000 reflecting those changes, second by
Councilmember Dickman and the motion was carried on a voice vote.
President Parker declared the ordinance on public hearing. Speaking in support of the ordinance was Doug
Kramer who called attention to keywords within the ordinance. There being no other comments in support
and none against, Councilmember Wissel moved for engrossment, second by Councilmember Welch and
the motion was carried on a voice vote.
Councilmember Welch moved to suspend the rules and advance Ordinance No.28—2000 to third and final
reading and read by title only, second by Councilmember Combs and the motion was carried on a voice
vote.
The Clerk read Ordinance No.28—2000 on third reading.
Ordinance No.28—2000 was adopted on a unanimous roll call vote.
ORDINANCE NO.48—2000
The Clerk read Ordinance No. 48 — 2000 — A SPECIAL ORDINANCE CREATING A PARK
FACILITIES NON-REVERTING CAPITAL FUND
City Controller Miller explained that this ordinance deals with establishing a non-reverting fund to be used
for capital improvement projects in the City parks. She said the new fund, which will be No. 262, is to be
known as the Park Facilities Non-Reverting Capital Fund and that revenue sources shall come from (a)
Transfers from the Park and Recreation Fund; (b) Grants; (c) Interest Income; (d) And any other sources
deemed appropriate.She also stated that Common Council must approve all appropriations from this fund.
As stated in the ordinance, Miller said, expenditures from this fund shall include but not be limited to
construction of and/or improvements to major permanent facilities and structures within the public parks of
the City.
President Parker declared the ordinance on public hearing. There being no comments either for or against,
Councilmember Welch moved for engrossment, second by Councilmember Dickman and the motion was
carried on a voice vote.
Councilmember Welch moved to suspend the rules and advance Ordinance No. 48 -2000 to third and final
reading and read by title only, second by Councilmember Dickman and the motion was carried on a voice
vote.

ORDINANCES ON THIRD READING
111 ORDINANCE NO. 45—2000
The Clerk read Ordinance No. 45 —2000—A GENERAL ORDINANCE AMENDING CHAPTER 33.04
OF THE CITY CODE REGARDING EMPLOYEE COLLECTIVE BARGAINING AND THE
PROCEDURE ASSOCIATED THEREWITH
Councilmember Sharp read his comments from a prepared statement, saying that he would support this
ordinance. Councilmember Combs also had some comments, stating that he would be voting against the
ordinance. Alluding to her letter that was read in her absence at the July 10, 2000 Council meeting,
Councilmember Lundy repeated some of the points made in it, saying that was still her feeling today and
she would be voting against the ordinance. Councilmember Elstro asked Mayor Andrews a couple of
questions to which he gave the same answers as in past statements.
