THE CITY OF RICHMOND,INDIANA,MONDAY,APRIL 3,2000
The Common Council of the City of Richmond,Indiana met in regular session at 7:30 p.m. Monday, April
3, 2000, in the Council Chambers in said City. President Larry Parker presided with the following
Councilmembers present: Howard "Jack"Elstro,Etta J. Lundy, Karl Sharp, Bing Welch and Paul Combs.
Absent were Bruce Wissel, Phil Dickman and Sarah "Sally" Hutton. The following business was
conducted:

Sitting in for Clerk Norma Schroeder was Deputy Clerk Myra Miller.
APPROVAL OF MINUTES
The minutes of the March 20,2000 meeting were approved on a motion by Councilmember Welch,second
by Councilmember Combs and was carried on a voice vote.

MOTIONS AND PUBLIC COMMENTS
COMMUNICATION FROM THE MAYOR
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
President Parker said the minutes of the meetings of March 2, 9 and 16, 2000 were included in their
packets.
REPORTS FROM DEPARTMENT HEADS
Councilmember Welch read a letter written by Mary Walker of the Wayne County Convention and
Tourism Bureau making the general public aware of Operation Clean Sweep 2000 scheduled for Saturday,
April 15.She urged all citizens to participate to help beautify and clean up the corridors of the City.

President Parker turned in a petition signed by residents of Hidden Valley Lane and adjoining South West I
Court,asking for resurfacing of those two areas.He gave it to the Deputy Clerk to give to Bill Smith,Street
Department Manager.
ORDINANCES ON FIRST READING
Councilmember Elstro moved to read Ordinance No. 20—2000 in its entirety and to suspend the rules and
read by title only Ordinance No. 21 -2000, second by Councilmember Welch and the motion was carried
on a voice vote.
ORDINANCE NO. 20—2000
The Deputy Clerk read Ordinance No. 20 — 2000 — A SPECIAL ORDINANCE AUTHORIZING THE
CITY OF RICHMOND TO RECEIVE A DONATION
"WHEREAS, the City of Richmond, Indiana, has the option of accepting or rejecting donations for a
specific purpose;and
"WHEREAS, the acceptance of a donation for a specific purpose constitutes the appropriation of such
property for the intended purpose.
"NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the
following donations for use at the Richmond Senior Center shall be accepted and gratefully acknowledged
by the citizens of Richmond:

"1.Thirty navy plastic stacking chairs from the Richmond Senior Community Center Club.
"2.Five magazine subscriptions from Meijer's Store for two years."
Councilmember Elstro moved to suspend the rules and advance Ordinance No. 20—2000 to second reading
and read by title only, second by Councilmember Welch and the motion was carried on a voice vote. The
Clerk read Ordinance No.20—2000 on second reading.
President Parker declared Ordinance No. 20—2000 on public hearing. There being no comments either for
or against, Councilmember Welch moved for engrossment, second by Councilmember Combs and the
motion was carried on a voice vote.
Councilmember Lundy moved to suspend the rules and advance Ordinance No.20—2000 to third and final
reading and read by title only, second by Councilmember Elstro and the motion was carried on a voice
vote.The Clerk read the ordinance on third and final reading.
Ordinance No.20—2000 was adopted on a unanimous roll call vote.
ORDINANCE NO.21—2000
The Deputy Clerk read Ordinance No. 21 — 2000 — A SPECIAL ORDINANCE AUTHORIZING THE
APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR
DEDUCTIONS UNDER I.C. 6-1.1-12.1
Councilmember Sharp said this ordinance had not been looked into and would be given to the Tax
Abatement Committee for its review. City Attorney Bob Bever then said this is the first ordinance dealing
with Statement of Benefits submitted after the passage at the last meeting changing the City code to read
that it can be adopted for any number of years less than or equal to 10 years. He said he had amended the
ordinance in the preamble, changing the third and fourth paragraphs to reflect that,but before taking final
action he recommended amending the ordinance so it correctly reflects the current City law. He said this
would come back on second reading at the next meeting.
ORDINANCES ON SECOND READING AND ENGROSSMENT
President Parker said all five of the ordinances on second reading deal with Statement of Benefits and
asked the Tax Abatement Committee to speak to them.Councilmember Sharp said he felt the only one they
could work on would be Ordinance No. 16—2000 which is a request made by Richmond Industrial Trucks.
Bever said in looking at the statute this request does not qualify. He added that when this was brought to
the attention of those making the request they realized, also, that this is not applicable and apologized for
not realizing that. President Parker then asked Bever if this ordinance should be stricken and Bever
answered that it should
Councilmember Welch moved to strike Ordinance No. 16—2000,second by Councilmember Sharp and the
motion was carried on a voice vote.
Councilmember Elstro said Ordinances No. 12—and 13—2000 still have to have some work done on them
and asked that they be held until the next meeting. President Parker said Ordinance No. 8 — 2000 would
also be held.
