HomeMy Public PortalAbout11-01-1999 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA,MONDAY,NOVEMBER 1,1999 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday, October 18, 1999,in the Council Chambers in said City.President Bing Welch presided with the following Councilmembers present: Howard"Jack"Elstro,Etta Lundy,Bob Dickman, Sarah"Sally"Hutton,Dennis R.Rice Sr.,Bruce Wissel and Larry Parker. Geneva"Gene"Allen was absent. The following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILMEMBER RICE ROLL CALL Eight present. APPROVAL OF MINUTES No minutes were available,therefore no action was taken. PRESENTATION OF REMONSTRANCES, PETITIONS, MEMORIALS, INTRODUCTIONS, MOTIONS AND PUBLIC COMMENTS COMMUNICATION FROM THE MAYOR There was none. President Welch recognized a young woman who was in the audience, stating that she was a student in the government class at Centerville High School. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY President Welch said the minutes of the meetings of October 7 and 14, 1999 were included in their packets. He said since Councilmembers had not had an opportunity to look them over that any questions they might have should be held over until the next meeting of Council. REPORTS FROM DEPARTMENT HEADS REPORTS FROM STANDING COMMITTEES REPORTS FROM SPECIAL COMMITTEES REPORTS FROM ORGANIZATIONS MISCELLANEOUS BUSINESS ORDINANCES ON FIRST READING There were none. ORDINANCES ON SECOND READING AND ENGROSSMENT ORDINANCE NO. 93-1999 The Clerk read Ordinance No. 93 — 1999 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 Councilmember Parker explained that this is a request made by Holland Colors America Inc. for a tax abatement for new manufacturing equipment for 10 years, for $2,500,000 and for an abatement on real estate for 10 years for $550,000. He said he spoke with Michelle Smith of that company who said this would be their third expansion since they have been in Richmond beginning in 1990. She said they are presently employing 70 people and their new manufacturing equipment and real estate which they are adding to their existing building would create 39 new jobs. Explaining briefly the activities in which the company is involved, Councilmember Parker said it is a custom color house where pigments are mixed for specific colors are then tested in their in-house laboratory. He said their two biggest customers are those in the building trades and the plastics industries manufacturers. He added that one of the main ingredients that the company sells is a green color that is used in all of the 7-Up bottles. He said they are a good paying taxpayer and their tax bill is $80,000 per year.He recommended approval of the company's request. • Common Council Minutes Cont'd November 1, 1999 Page 2 Councilmember Rice said if his figures were correct, the numbers come up to $42,000 in additional taxes being paid by the employees. He added that these are being paid to the community and to the state, and reminded those in the audience that if they look at the whole picture of these tax abatements they would recognize that this community and this Council are doing a good job on these tax abatements. President Welch announced that Ordinance No. 93— 1999 is on public hearing. There being no comments either for or against the ordinance, .Councilmember Hutton moved for engrossment, second by Councilmember Rice and the motion was carried on a unanimous voice vote. Councilmember Wissel moved to suspend the rules and advance Ordinance No. 93— 1999 to third and final reading and read by title only, second by Councilmember Lundy and the motion was carried on a unanimous voice vote. The Clerk read Ordinance No. 93—1999 on third reading. Ordinance no.93—1999 was adopted on the following call of the roll: Ayes:Elstro,Lundy,Dickman,Hutton,Rice,Wissel,Parker and Welch(8) Nays:None. ORDINANCES ON THIRD READING There were none. UNFINISHED BUSINESS CALL FOR ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,the meeting was adjourned.
