President Bob Dickman presided with the following 3 Councilmembers present: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Sarah "Sally" Hutton, Geneva 4 "Gene" Allen, Alan Stamper and Larry Parker. Absent was Bing Welch. The following business was had 5 to-wit: 6 7 PLEDGE OF ALLEGIANCE 8 9 PRAYER BY COUNCILMEMBER HUTTON 10 11 ROLL CALL 12 13 Eight present. 14 15 APPROVAL OF MINUTES OF MARCH 3.1997 16 17 Councilmember Hutton moved to approve the minutes of March 3, 1997, second by Councilmember Wissel 18 and the motion was carried on a unanimous voice vote. 19 -0 COMMUNICATIONS FROM THE MAYOR -1 In the absence of Mayor Andrews, City Controller Shelley Miller announced that Pete Fritz, a representative • of Cole Associates who are in charge of this phase of the uptown renovation, was available to answer any • questions Councilmembers may have about the project.There were no questions. -6 Councilmember Parker said he had been asked to announce by the Citizens for a Better Richmond that • there will be a public hearing on the uptown renovation at 5 p.m.Thursday, March 20, in the Board of Works -8 room. •9 0 PRESENTATIONS OF REMONSTRANCES. ORDINANCES r 4: ORDINANCES ON FIRST READING 55 Councilmember Elstro moved to suspend the rules and read Ordinances No.23,24,25,26 and 27-1997 on 5 first reading by title only, second by Councilmember Hutton and the motion was carried on a unanimous 5' voice vote. 5: 5, ORDINANCE NO.23-1997 5. 5. The Clerk read Ordinance No. 23 - 1997-A GENERAL ORDINANCE AMENDING CHAPTER 119 OF THE 5r CITY OF RICHMOND CODE 5: 5: Assistant City Attorney Steve Rabe explained this ordinance makes minor changes in the Chapter of the City 65 Code regulating taxicabs which was upgraded last fall through another ordinance. He said the changes 6 occur in the shifting of responsibilities in the Police Department and the City Controller's office. In answer to 6' a question by Councilmember Elstro, Rabe said these changes and those made in the fall are still in the 6: process of being done. Rabe said the taxicabs have to be maintained in a safe condition. Councilmember 6, Elstro said one taxicab in town is an old City car. Rabe answered that all of the taxicabs currently in 6. operation on the streets have been inspected by the City. 6 Common Council Minutes Cont'd March 17, 1997 Page 2 1 Councilmember Elstro moved to suspend the rules and advance Ordinance No. 23- 1997 to second reaqing 2 and read by title only, second by Councilmember Wissel and the motion was carried on a unanimous vice 3 vote. 4 5 The Clerk read Ordinance No.23- 1997 on second reading. 6 7 President Dickman declared Ordinance No. 23 - 1997 on public hearing. There being no comments ei.her 8 for or against the ordinance, Councilmember Elstro moved for engrossment, second by Councilmen-ber 9 Wissel and the motion was carried on a unanimous voice vote. 10 11 Councilmember Elstro moved to suspend the rules and advance Ordinance No. 23- 1997 to third and final 12 reading, second by Councilmember Wissel and the motion was carried on a unanimous voice vote. 13 14 The Clerk read Ordinance No.23- 1997 on third reading. 15 16 Ordinance No.23- 1997 was adopted on the following call of the roll: 17 18 Ayes:Elstro, Lundy,Wissel, Hutton,Allen, Stamper, Parker and Dickman (8) 19 Nays:None 20 Absent:Welch 21 22 ORDINANCE NO.24-1997 23 24 The Clerk read Ordinance No. 24 - 1997 - A SPECIAL ORDINANCE VACATING A PUBLIC P CE 25 DESCRIBED AS PART OF LOTS 1, 2 AND 3 OF MADDEN SUBDIVISION AND PART OF VACA ED 26 RANDOLPH STREET AND PART OF 10 FEET OF VACATED ALLEY 27 28 President Dickman said Ordinance No.24-1997 would go to the Planning Commission. 29 30 ORDINANCE NO. 25-1997 31 32 The Clerk read Ordinance No. 25 - 1997-A SPECIAL ORDINANCE VACATING THE EAST/WEST ALLEY 33 RUNNING EAST FROM SOUTHWEST 15TH STREET BETWEEN LOTS 89 AND 90 IN EARLH!M 34 HEIGHTS ADDITION TO THE EAST WHERE IT INTERSECTS WITH A NORTH/SOUTH ALLEY 35 36 President Dickman announced Ordinance No.25- 1997 would go to the Planning Commission. 37 38 ORDINANCE NO.26-1997 39 40 The Clerk read Ordinance No.26- 1997-A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL 0 A 41 STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER C. 42 6-1.1-12.1 43 44 Councilmember Stamper said he did not have any further information about this request tonight. Presid 45 Dickman said this ordinance would be on second reading at Council's meeting April 7, 1997. 46 47 ORDINANCE NO.27-1997 48 49 The Clerk read Ordinance No. 27- 1997-A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL 0 A 50 STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I C. 51 6-1.1-12.1 52 53 Councilmember Stamper said this request for a tax abatement is dealing with the same business as in 54 Ordinance No.26- 1997. President Dickman said this also would be on second reading April 7, 1997. 55 56 ORDINANCES ON SECOND READING 57 58 ORDINANCE NO.21 -1997 59 60 The Clerk read Ordinance No.21 - 1997-A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A 61 STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I C. 62 6-1.1-12.1 63 64 Councilmember Stamper explained this is a request for a 10-year tax abatement made by Mo-ey 65 Manufacturing Company, Inc. He said it will create eight new jobs and retain 298 and the estimated valu: is $1,395,000. He noted this is the third part of this project.
