Our review is limited to engineering issues. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. 1) The only water and sewer concern is the fire flow calculations. The fire flow reports provided from Tybee are around a year and a half old. With the low residual pressures shown and the recent development approved, it is my recommendation that a larger main replace the 2" portion of the water loop out to Butler Avenue. This will require plan revision and additional calculations. 2) Replace the amount of retention in the depressed area in the southeast comer that is eliminated by the filling for the proposed development. Once the necessary revisions are completed and resubmitted, it is my opinion these plans will meet the conditions of the requirements of the Land Development Code of the City of Tybee Island. Our in my previous plan review, this focused on drainage issues and land disturbing activities. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. The following discrepancies were noted: 1) The sanitary sewer layout has changed. It appears a sewer main was extended from the street. To the rear between the two projects. This was not shown on the approved plans. If this is a main serving two properties it needs permitting and appropriate easement provided. If there are two services, they need to be shown. 2) No trees were relocated. Only new trees were provided. Tree and landscape compliance review will be by others. 3) There is no green space on the site. What is not paved or beneath the building has been covered In white rock. 4) Porous pavers need to be field tested for permeability due to the slope of the driveway hindering permeability. 5) The pumping of storm water from the building is causing erosion on the east side of the building. 6) Verification is needed that required storm water storage is provided. The asbuilts should address this. The west side needs a swale as shown on the plans. 7) The water meter locations have changed. The above comments are preliminary. The final inspection with the City departments using the asbuilts provided by the Owner's Engineer may identify other concerns. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. Our in my previous plan review, this focused on drainage issues and land disturbing activities. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. The following discrepancies were noted: 1) The sanitary sewer layout has changed. It appears a sewer main was extended from the street. To the rear between the two projects. This was not shown on the approved plans. If this is a main serving two properties it needs permitting and appropriate easement provided. If there are two services, they need to be shown. 2) No trees were relocated. Only new trees were provided. Tree and landscape compliance review will be by others. 3) There is no green space on the site. What is not paved or beneath the building has been covered in white rock. 4) Porous pavers need to be field tested for permeability due to the slope of the driveway hindering permeability. 5) The pumping of storm water from the building is causing erosion on the east side of the building. 6) Verification is needed that required storm water storage is provided. The asbuilts should address this. The west side needs a swale as shown on the plans. 7) The water meter locations have changed. The above comments are preliminary. The final inspection with the City departments using the asbuilts provided by the Owner's Engineer may identify other concerns. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. It is my understanding that • a previous consideration to connect both projects to the City of Tybee • sanitary sewer system through a common 6" lateral is being debated • again. This is a wasted effort on their part.. • 1) To the best of my knowledge the City of Tybee's permit for these • two projects requires separate service connections from each to the • City's sanitary sewer main. The conditions of the permit do not allow • connection through a common lateral. (C) Trees make life more comfortable on the island by providing shade, cooling both land and air, reducing noise and air pollution, providing scenic amenities, and provide habitat of desirable wildlife. The various sections of this article are adopted for the following purposes: (A) To help control the effects of accelerated water run -off and soil erosion due to clearing, and assist in dune stabilization and mitigation of storm drainage. (B) To preserve and protect trees for buffers where land use and zoning requirements dictate such buffers. (C) To maximize the positive benefits of sitting buildings and parking on land in relationship to mature trees., (D) To ensure that responsible public agencies are made aware in timely fashion of proposed tree removal activities. (E) To help protect the investments of property owners and buyers, and provide mature native island trees for the enjoyment of future generations. Section 7 -030 APPLICATION AND EXCEPTIONS The requirements of this ordinance shall apply to all parcels within the City. Any activity or use that produces a sound in excess of such noise levels for a receiving land use shall be deemed a "noise disturbance" and is in violation of this Ordinance. b. Measurement of sound. The measurement of sound or noise shall be made with a sound level meter meeting the standards prescribed by the American National Standards Institute or its successor body. The instrument shall be maintained in calibration and good working order. Octave band corrections may be employed in meeting the response specification. A calibration check shall be made of the system at the time of any noise measurement. Measurements recorded shall be taken so as to provide a proper representation of the noise source. The microphone used during measurement shall be positioned so as not to create any unnatural enhancement or diminution of the measured noise. A windscreen for the microphone shall be used when required. Traffic, other transportation noise sources and other background noises shall not be considered in taking measurements except where such background noise interferes with the primary noise being measured. It is the intention that this sound to be measured is what is being created by the sound complained of excluding intruding noises from isolated identifiable sources, but including ambient sound level. The measure of all sound levels shall be made as close to the property line of the receiving land use as is practical. Hughes said this is back on the agenda as a result of a motion for reconsideration placed on the minutes at the last meeting. Hughes said that Council directed that those individuals interested be notified so that they would have an opportunity to speak tonight. Hughes said he assumes that was done by way of posting and mail outs. Erik Puljung with Hansen Architects spoke on behalf of the developer of this project. Puljung said there had been several concerns in Downer Davis' s letter at the last meeting. He said one them was the retention area and they have converted that area to a bio- retention area, which means they have added more trees. He said they have added cedar trees and also have increased the retention area. He said the one large driveway has been divided into two driveways. He said he understands that this would conform to the driveway requirements. Puljung said the water pressure was an issue and they have found that there was a leak and that has also been addressed. Sessions asked about the driveway and asked if it conformed to residential requirements. Puljung said they have conformed to the C -1 requirements and have split the wide driveway and allowed for a ten ft. space. He said theydo have a 20 ft. setback, which allows for safer entrance and exit. Sessions said that since they had followed the setback requirement for residential, why didn' t they follow the other requirements for residential. Puljung said if they had done that, they would not have been able to satisfy the parking requirements. Sessions asked if they had reduced the number of units from twelve to eight or nine, would that have made a difference. Puljung said that would have reduced the parking requirements but any developer would want to build out as much as they could. Buelterman asked if there was any way that the requirements in C -1 could be changed to require residential compliance. Hughes said that an ordinance had been drafted and given to Anderson for the Planning Commission' s review for the driveway requirements. Hughes said notices were mailed and if anyone wishes to speak, they may. Kathryn Williams said that we have a Master Plan and Council Members are charged with following that plan. Williams said it is a legal document and will stand up in court. She said Council can require that the plan be followed regarding density. Williams said she urged Council to stay true to the Master Plan. Youmans said he thought the Master Plan was a guide to go by and we didn' t have to do everything that is in it. Hughes said the Master Plan is a plan that reflects the land use map and lays out what the goals are. Hughes said the ordinances should be consistent with the Master Plan in order to accomplish those goals. He said the argument is that the ordinances are not consistent because they do not control density adequately. Youmans motioned for approval, Buelterman seconded for discussion. The fire flow reports provided from Tybee are around a year and a half old. With the low residual pressures shown and the recent development approved, it is my recommendation that a larger main replace the 2" portion of the water loop out to Butler Avenue. This will require plan revision and additional calculations. 2) Replace the amount of retention in the depressed area in the southeast comer that is eliminated by the filling for the proposed development. Once the necessary revisions are completed and resubmitted, it is my opinion these plans will meet the conditions of the requirements of the Land Development Code of the City of Tybee Island. The proposed project will consist of construction of a new 4,800 sf, twelve unit condominium. The new project will also have paving, parking, water, sewer and retention. The total site is 0.23 acres with the estimated disturbed area being 0.11 acres. The soils in this area have been classified by the Chatham County Soil Survey Map as being Cue (Chipley -Urban Land Complex). The soils on this site have not been field verified. ANALYSIS METHOD The Rational method was utilized for the analysis of the pre - development and post - development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention.
