IANA-M The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday,January 6, 1997, in the Council Chambers in said City. President Bob Dickman presided with the following Councilmembers present: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Sarah "Sally" Hutton, Geneva "Gene"Allen, Alan Stamper, Bing Welch and Larry Parker. The following business was had to-wit: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILMEMBER WISSEL 11 ROLL CALL 1 1' Nine present. 1: 1 President Dickman recognized students from a Centerville High School government class in the audience. 1 1. APPROVAL OF MINUTES OF DECEMBER 16.1996 1 ' 1: Councilmember Parker moved to approve the minutes of December 16, 1996, second by Councilmember 1° Welch and the motion was carried on a unanimous voice vote. 20 2 COMMUNICATIONS FROM THE MAYOR 2 2 Mayor Dennis Andrews stated that he had distributed copies of the administrative team minutes to the 2• Councilmembers. He also stated that he had appointed Dr. Karen Montgomery to the Richmond Parks & 2 Recreation Board and Amy Dillon to the Richmond Sanitary Board. He also informed Council of the 20 appointment of Debbie Jenkins to the Economic Development Corp. Councilmember Hutton moved to affirm 2 the appointment,second by Councilmember Wissel and the motion was carried on a unanimous voice vote. 2: 2° PRESENTATIONS OF REMONSTRANCES.PETITIONS. He also stated that Ivy Tech requested a letter of support per its request to have additional building funds from the State Legislature and there were several new and existing projects updated. 4: 4 MISCELLANEOUS BUSINESS 4: 4^ ORDINANCES 5. 51 ORDINANCES ON FIRST READING 5 5 Councilmember Elstro moved to suspend the rules and read Ordinances No. w, w and 5 - 1997 on first 5, reading by title only, second by Councilmember Lundy and the motion was carried on a unanimous voice 5- vote. 5: 5 ORDINANCE NO. 1 -1997 5: 5• The Clerk read Ordinance No. 1 - 1997-A SPECIAL ORDINANCE AMENDING THE ZONING MAP IN THE 6. 4700 BLOCK OF NATIONAL ROAD WEST 61 6- In answer to a question by Councilmember Elstro, Bob Goodwin, director of Planning and Redevelopment, 6 said that it is a one-acre parcel on the west side of the old Natco building. President Dickman announced 6,1 this ordinance will go to the Plan Commission. 6- . 98. Common Council Minutes Cont'd January 6, 1997 Page 2 1 ORDINANCE NO. 2-1997 2 3 The Clerk read Ordinance No. 2 - 1997 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR 4 REAL ESTATE AT 2020 EAST MAIN STREET 5 6 Goodwin explained this is the location of the old Mendenhall business and is up for sale. President Dickm n 7 announced that Ordinance No.2-1997 would go to the Plan Commission. 8 9 ORDINANCE NO. 5-1997 10 11 The Clerk read Ordinance No. 5 - 1997 - AN APPROPRIATION ORDINANCE AMENDING THE 1996 12 BUDGET 13 14 City Controller Shelley Miller announced she had distributed copies of a"Revised"Ordinance No.5 - 19 7, 15 stating a change in the title which reads "1997 Budget." Councilmember Lundy moved to amend the 16 ordinance to read "1997 Budget," second by Councilmember Wissel and the motion was carried o a 17 unanimous voice vote. 18 19 Miller explained this ordinance takes care of a deletion of $462,408 from the Public Fire Service accoun in 20 the Fire Department -General Fund. She said that amount had been approved after the budget had go e 21 before the State Board of Accounts and she noted that the original $500,000 had been reduced by the ti e 22 of the final billing for 1996. 23 24 Councilmember Allen moved to suspend the rules and advance Ordinance No. 5 - 1997 to second readi g 25 and read by title only, second by Councilmember Wissel and the motion was carried on a unanimous vo ce 26 vote. 27 28 The Clerk read Ordinance No.5- 1997 on second reading. 29 30 President Dickman declared Ordinance No. 5- 1997 on public hearing. There being no comments either or 31 or against the ordinance, Councilmember Elstro moved for engrossment, second by Councilmember Huttin 32 and the motion was carried on a unanimous voice vote. 33 34 Councilmember Lundy moved to suspend the rules and advance Ordinance No. 5 - 1997 to third and fi al 35 reading and read by number only, second by Councilmember Elstro and the motion was carried on a 36 unanimous voice vote. 37 38 The Clerk read Ordinance No. 5- 1997 on third reading by number only. 39 40 Ordinance No.5- 1997 was adopted on the following call of the roll: 41 42 Ayes:Elstro, Lundy, Wissel, Hutton,Allen, Stamper,Welch, Parker and Dickman (9) 43 Nays:None 44 45 ORDINANCES ON SECOND READING 46 47 ORDINANCE NO. 116-1996 48 49 The Clerk read Ordinance No. 116 - 1996 -AN ORDINANCE ADOPTING A NEW SCHEDULE OF RAT S 50 AND CHARGES FOR SERVICES RENDERED BY THE CITY OF RICHMOND'S MUNICIPAL ELECTR C 51 UTILITY, RICHMOND POWER& LIGHT 52 53 President Dickman said the rate case has not been settled which means the rates will be approved at a la r 54 time and this ordinance will be held on second reading. 55 56 57 ORDINANCE NO-131 -1996 58 59 The Clerk read Ordinance No. 131 - 1996-A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL F 60 A STATEMENT OF BENEFIT FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I. . 61 6-1.1-12.1 62 63 Councilmember Stamper explained this ordinance is for Purina Mills to provide a special product which is a 64 uniform feed for animals undergoing testing. 65 29-9 Common Council Minutes Cont'd January 6, 1997 Rage-3 1 President Dickman declared Ordinance No. 131 - 1996 on public hearing. There being no comments either 2 for or against the ordinance, Councilmember Wissel moved for engrossment, second by Councilmember 3 Allen and the motion was carried on a unanimous voice vote. 4 5 Councilmember Allen moved to suspend the rules and advance Ordinance No. 131 - 1996 to third and final 6 reading and read by title only, second by Councilmember Welch and the motion was carried on a unanimous 7 voice vote. 8 9 The Clerk read Ordinance No. 131 - 1996 on third reading. 0 1 Ordinance No. 131 -1996 was adopted on the following call of the roll: 2 3 Ayes:Elstro, Lundy,Wissel, Hutton,Allen, Stamper, Parker and Dickman (9) 4 Nays: None. 5 6 ORDINANCES ON THIRD READING 7 18 There were none. 19 -0 UNFINISHED BUSINESS -1 -2 President Dickman presented an engraved gavel to outgoing President Allen in appreciation of her -3 leadership during 1996. -4 5 Councilmember Allen stated that Council had received a letter about its appointment to the Human Rights -6 Commission which needs to be made by January 31, 1997.
