HomeMy Public PortalAbout07-01-1996 197 • The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday,July 1, 1996, in the Council Chambers in said City. President Geneva "Gene" Allen presided with the following Councilmembers present: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Sarah "Sally" Hutton, Robert Dickman,Alan Stamper, Bing Welch and Larry Parker. The following business was had to-wit: PLEDGE OF ALLEGIANCE PRAYER BY PRESIDENT ALLEN 1 I ROLL CALF - 1� 1' APPROVAL OF MINUTES OF JUNE 17.1996 1: 1 Councilmember Hutton moved to approve the minutes of June 17, 1996, second by Councilmember Wissel 1, and the motion was carried on a unanimous voice vote. 1• 1' PRESENTATIONS.MEMORIALS.REMONSTRANCES.INTRODUCTIONS.MOTIONS.RESOLUTIONS 1 1^ COMMUNICATIONS FROM THE MAYOR 20 2 Mayor Dennis Andrews presented the plan for the downtown redevelopment noting that the public portion 2' involves criteria for easy access and convenient parking. He noted that obviously there is no single way to 2 do this, adding the most compelling arguments are for two-way traffic and parallel parking. The 2 requirements, Mayor Andrews stated, are the opening of the Promenade, short-term parking, trees and 2 landscaping throughout, marketing of off-street parking for Main Street, enhancements to the parking 2� garage, two-way traffic between North A and South A Streets on Sixth and Seventh Streets as well as 2, relocating the items on the Promenade and establishing a new memorial location. 2« 2 The Mayor said the next step is to establish a request for proposals for the City to select a project design 30 and architectural firm and that will occur immediately following project approval by the Board of Works and 3 after presentation to this Council it will go to the Plan Commission and the Parks and Recreation Board. He 3 said the City's public works and engineering department estimates the cost for this portion to be about $2 3 million and to be completed in less than a year. He said City Engineer Bob Wiwi will coordinate the request 3, for proposals process and work with the firm as principal contact and project director. He added that a base 3 design will be provided to the firm. 3. 3' Mayor Andrews also reported that the state has recently agreed to speed up the Main Street bridge project, 3« stating that he had provided Councilmembers the minutes from the last meeting he had with INDOT which 3' he said reflects the language about the potential phasing of the bridge. 40 4 The Mayor said the downtown project does not include dollars to construct or rehabilitate private buildings 4: but Main Street Inc. and the Richmond/Wayne County Chamber of Commerce are expected to take the lead in raising private dollars and working with property owners. He added that the project does not include new and higher taxes and there will be no bonding. The finance plan, he pointed out, illustrates agressive grant 4• applications. (The plan in its entirety is on file in the Clerk's office). 4; 4 Councilmember Parker requested of the Mayor that he make sure the funding is in order prior to proceeding 4: with the project. The Mayor answered that he could rest assured that the project will not be started until the 4' City has funds to see it through, adding that any shortfall which would be experienced would result in 5( pursuing the state revolving loan fund or other borrowing to be sure the City has other resources to proceed 5 with the project. 5- 5 REPORTS FROM DEPARTMENT HEADS 5, 5- None. 5: 5 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 5: 5' The minutes of the regular meetings of June 7 and June 14, 1996, as well as the special meeting June 10, 60 1996,were in the Council packets. 61 6• REPORTS FROM STANDING COMMITTEES 6 6, None. 6- 19 Common Council Minutes Cont'd July 1, 1996 Page 2 • 1 REPORTS FROM SPECIAL COMMITTEES ' 2 -- 3 Councilmember Stamper reported the Tax Abatement Committee had received a recommendation from t{{e 4 Mayor to begin charging a $100 one-time application fee for statement of benefits in association with the 111 5 filing of the tax abatement. He further stated that it was recommended that the fee be required along with t e 6 original application. In addition, he said,the Mayor has suggested, and the committee agreed,to the idea f 7 establishing and continuing to have a request for donation for companies that receive an abatement. He s id 8 the donation requested each year would be in the amount equal to 10 percent of the amount of the t 9 abatements and would be directed to the City's Revolving Loan Fund the same as it has in the pa t. 10 Councilmember Stamper said this should be done in a written form so corporations could get recognition f r 11 the donations made back to that fund. He asked City Attorney Bob Bever to put that recommendation in a 12 form so Councilmembers may vote on it at their next meeting. 13 14 REPORTS FROM ORGANIZATIONS 15 16 Councilmember Wissel reported on the Economic Development Corporation which met earlier in t e 17 evening, noting they received updates on three separate prospective automotive parts manufacturers wi h 18 jobs ranging from 150 to 350. He said they also received updates on two prospective retail businesses a d 19 were made aware of a new prospect that would serve as a distribution facility for a high tech firm that cou d 20 employ up to 800 people. They also discussed, he said, the possible expansion of two current industries n 21 the community. One would add 40 employees and another could go to 80 and 90 employees. In oth r 22 business he said they reported prospecting is down for the second quarter, passed a revised strategic pl n 23 and received an update on the northwest industrial park and the ongoing discussions with Mayor Andrews. 24 25 MISCELLANEOUS BUSINESS 26 27 Mike Shultz, representing the Ohio Transmission Co. which had presented a sealed bid to the RP & L 28 Board, asked to be recognized. He said he wanted to clarify the bid. Councilmember Dickman interrupt:d 29 him,stating that he should contact RP& L, explaining they will go through an evaluation process to compa e 30 the two bids received. He assured Shultz that he would have the opportunity to explain the bid further. 31 32 ORDINANCES 33 34 ORDINANCES ON FIRST READING 35 36 Councilmember Elstro moved to suspend the rules and read Ordinances No.46,47,48,49,50,51 and 5-- 37 1996 by title only,second by Councilmember Parker and the motion was carried on a unanimous voice vot:. 38 39 ORDINANCE NO.46-1996 40 41 The Clerk read Ordinance No. 46 - 1996 - AN APPROPRIATION ORDINANCE AMENDING THE 19.6 42 BUDGET 43 44 City Controller Shelley Miller stated that she was speaking for Jan Hibner, director of Human Resource„ 45 noting that the ordinance will make possible the deletion of$1,500 from temporary help and add $1,500 'o 46 computer equipment to make possible the purchase of an additional printer and modum. 47 . 48 Councilmember Hutton moved to suspend the rules and advance Ordinance No. 46 - 1996 to seco d 49 reading and read by title only, second by Councilmember Elstro and the motion was carried on a unanimo s 50 voice vote. . 51 52 The Clerk read Ordinance No.45-1996 on second reading. 53 54 President Allen declared Ordinance No.45 - 1996 on public hearing.There being no comments either for r 55 against the ordinance, Councilmember Dicman moved for engrossment,second by Councilmember Hutto 56 and the motion was carried on a unanimous voice vote. 57 58 Roy Combes, 448 South 16th Street, speaking from the audience, submitted to the Councilmembers th 59 suggestion that they not go through all three readings in one evening,that they take more time to look at the 60 ordinances. He said that procedure is to protect the voters. He said Elder Davis, Inc. has requested an inventory tax credit for the State of Indiana for its inventory 3 which was moved to the Deutz facility from another Richmond location. Wanda McCutcheon of Brady,Ware&Shoenfeld,came forth to explain that in 1994 Elder Davis entered into 4• an agreement to purchase the Deutz building and has increased its business. She said the company has to 4r file on an annual basis with the County Auditor and with the state. Bever said Elder Davis is the only tenant 4: who moved their inventory from another Richmond location into what has been designated as a "dinosaur" 4' building. He said the Deutz building was too large and too outdated to encompass new manufacturing 51 facilities needed in this area and the Indiana Chamber of Commerce applied the designation. After a brief 5 discussion about the issue, Councilmember Hutton commented that she felt it would be wise to hold this 5' ordinance until Councilmembers could get more information. President Allen announced that Ordinance No. 5: 52-1996 will return to Council on second reading on July 15 at which time it will be on public hearing. 5, 5. ORDINANCES ON SECOND READING 5. 5, ORDINANCE NO.44-1996 5: 5= The Clerk read Ordinance No. 44 - 1996 - A SPECIAL ORDINANCE VACATING THE ALLEY BETWEEN 6. NORTH 3RD STREET AND NORTH 4TH STREET IN THE RECTANGULAR BLOCK BOUNDED BY 6 6 NORTH A STREET AND NORTH C STREET 6• Councilmember Wissel reported on the Planning Commission meeting June 25 where four citizens appeared 6, before the Commission to speak in opposition. He said the vote was 10-0 for the vacation of the alley. 6 202 • Common Council Minutes Cont'd July-1-1-99G Raz o6 • • 1 President Allen announced that Ordinance No.44-1996 was on public hearing. 2 3 Speaking in favor of the ordinance was Joe Gleason who stated that he is the potential tenant of that ste 4 and was the spokesman for Rhett Baumgartner. He said there will be a good amount of truck traffic and the 5 alley would probably be closed off on a repetitive basis. 6 7 Speaking against the ordinance was Charles Inderstrodt, 204 North 4th Street, who said he had lived there 8 67 years and he knows what the traffic is today. He said making a left turn will be difficult if the alley is 9 closed, adding that it is a good route to get over to North 3rd Street down to North D Street. 10 11 Carolyn Steele, 220 North 4th Street, who identified herself as Inderstrodt's daughter, said there is about ix 12 families who use that alley and she estimated 45 to 50 cars a day come and go through that alley. 13 14 David Inderstrodt, 203 North 4th Street,who is the son of Charles Inderstrodt, said he backed up his fathe 's 15 comments, stating that he is the one who shovels all the snow and it is even more difficult to get arou d 16 when the area is covered with heavy snow. Councilmember Parker asked him if all the parking is done in 17 front and David Inderstrodt answered that is true and there are no garages. 18 19 Councilmember Lundy said she went to look at the area and was confused as to the exact site in questi n. 20 She moved to hold the ordinance on second reading, second by Councilmember Elstro and the motion w s 21 carried on a unanimous voice vote. Councilmember Elstro said the issue of snow removal brings up a g d 22 point. 23 24 ORDINANCE NO.45-1996 25 26 The Clerk read Ordinance No. 45 - 1996 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP T 27 639 SOUTH FIFTH STREET, RICHMOND, INDIANA 28 29 President Allen announced this ordinance is on public hearing. 30 31 Speaking in favor of the ordinance was Robert O'Maley, who noted that the site in question is the triangul r 32 shaped parcel occupied by a package liquor store and used car sales. He said the rezoning from M1 to 4 33 gets this location closer to the master plan.
