1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday, May 20,
2 1996, in the Council Chambers in said City. President Geneva "Gene" Allen presided with the following
3 Councilmembers present: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Sarah "Sally" Hutton, Robert
4 Dickman, Alan Stamper, Bing Welch and Larry Parker. The following business was had to-wit:

16 Councilmember Hutton moved to approve the minutes of May 6, 1996, second by Councilmember Wissel
17 and the motion was carried on a unanimous voice vote.

25 President Allen said this would be referred to Planning.Councilmember Hutton asked Bob Goodwin,director
26 of planning and redevelopment,what will happen in Planning to this petition.Goodwin said the way it reads
27 in the ordinance is that the petition goes to Council, is referred to the Planning Commission and a public
28 hearing is conducted by the Planning Commission.Goodwin read from the Richmond Code book the
29 Development Unit Project Section 154.45 which noted the procedures. Roy Combes,448 South 16th Street,
30 said he was not against development but the petition requires a zone change from R-2 to R-3 with a special
31 use permit and then the planned unit development on top of that. He said the notification sent to the property
32 owners adjacent to the property says nothing about a zone change and the advertisement in the newspaper
33 said nothing about a zone change and he is concerned that proper notification has not been given.

35 Goodwin said Council had a copy of the petition and it does not ask for a zoning change, but added that it
36 may be that in the final plan a zoning change will be necessary and if so, at that point the petition would
37 come back, along with the ordinance and the final plan to Council. He added that it has to be advertised
38 before the Planning Commission then goes back to Council. Councilmember Wissel asked if, at that point
39 they decide a zoning change will be necessary,will letters be sent to property owners.Goodwin answered
40 that would be true. He said it will come back to Council as a first reading and looking at the June Planning
41 Commission meeting that would put it the first week in July to Council and the June meeting would be open
42 to public discussion. Councilmember Stamper invited public input from both sides on this issue.

44 COMMUNICATIONS FROM THE MAYOR

46 Mayor Andrews stated that the reorganization correspondence had been mailed to Councilmembers but the
47 ordinance had not yet been prepared. He stated that the ordinance would move money from one place to the
48 other and he was ready to do that so he brought the subject up for discussion and invited any questions. He
49 said he would do that again when the salary ordinance is to be presented to Council. He added that the
50 administration team meeting minutes of last week's meeting had also been distributed among the
51 Councilmembers.

55 City Conroller Shelley Miller stated that she had given the Councilmembers the monthly statements for April,
56 noting that the City is back on track with its reveneues and is in a better financial state altogether.

3 Councilmember Stamper moved to adopt the $20 fee for the filing of a tax abatement and President Alle
4 said she felt that should be in the form of a resolution or an ordinance and asked if Councilmember Stamp r
5 could see to that. Mayor Andrews said Clay Miller in the Finance Department is checking with the State
6 Board of Accounts and other second class cities to see what they are doing. Councilmember Stamper sail
7 he would wait until Miller had the results of his inquiries. Councilmember Hutton asked the Mayor to look into
8 doing something for the homeowners of the rehab houses that have been gouged with the recert
9 assessments. She added that the City needs to encourge individuals to put properties back on the tax role
10 but if they have to pay exorbitant fees they are going to quit doing it.

12 Councilmember Lundy said the houses on North 13th Street are practically completed and she has receive.
13 several calls from persons interested in purchasing them. She said there will be something in the newspaper
14 about them. She invited all those listening and attending the Council meeting to go see the houses.

18 Councilmember Dickman said the Aviation Board met last week and the engineer for the runway proje•t
19 thought there would be at least two bids, but there was only one and it was opened at the meeting. He sai•
20 the bid came in under the engineer's estimates of the cost and added that the project is looking good.

24 Councilmember Parker said he distributed copies of amended Ordinance No. 8 - 1994 on visu-1
25 enhancement and noted that it is self explanatory containing guidelines for the visual enhancement. He sai.

OF RICHMOND TO RECEIVE A DONATION
"WHEREAS, the City of Richmond, Indiana, has the option of accepting or rejecting donations for a specific
purpose and
• "WHEREAS, the acceptance of a donation for a specific purpose constitutes the appropriation of such
1 I property for the intended purpose,

1. "NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that
1 donations to be used for K-9 units for the City of Richmond Police Department, will be accepted during the
1 fiscal year of 1996 and are hereby gratefully acknowledged by the citizens of Richmond."

1: President Allen commented that she understood this ordinance takes care of all the donations for the year.A
1 donation of$20 from Elton L and Dorothy E. Brown accompanied the ordinance. Councilmember Parker said
1: although the ordinance is adopted and in place, anyone who gives a donation should be recognized.

51 President Allen declared Ordinance No. 36 - 1996 on public hearing. Mayor Andrews said Debra Berry
5. oversees this and is the executive coordinator of the budget for the Mayor's office, Human Rights and
5 Community Partnerships. He also stated that this is an opportunity for the 1,000 complaintants she has
5,1 helped since he took office January 1 of this year to see her.

5: Berry explained the request is merely for the movement of existing money to enable the budget to be
5 administered in accordance with the new administration's operations. She noted that it shifts existing dollars
5: to where the present need is. The ordinance, she said, deletes $3,100 from Printing and adds $1,500 to
5• Travel, $1,000 to Training, $500 to Telephone and Fax and $100 to Contractual Printing. Councilmember
6' Lundy commented that she talked with the director of the Human Rights Commission about this and he said
61 he could live with it and he is not concerned about being able to do things they want to do. Councilmember

16 Councilmember Stamper explained this is a request made by the Woodshop on North West I Street for a
17 10-inch power table saw which has been added to the business and the owner will be retaining the four job
18 he has now. He said it has been properly advertised and has gone through the proper process.

21 the proof of publication, second by Councilmember Lundy and the motion was carried on a unanimous voic
22 vote. There being no comments either for or against the ordinance, Councilmember Parker moved fo

44 Bureau's report, noting that it is voluminous and interesting. She added that she would be willing to pass i
45 on to another Councilmember.
