1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday, May 6,
2 1996, in the Council Chambers in said City. President Geneva "Gene" Allen presided with the following
3 Councilmembers present: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Sarah "Sally" Hutton, Robert
4 Dickman,Alan Stamper, Bing Welch and Larry Parker. The following business was had to-wit:

25 COMMUNICATIONS FROM THE MAYOR

27 Mayor Andrews stated that this week is the Wayne County Convention & Tourism Bureau's formal opening
28 at its new location on National.Road East which has been aptly named the Old National Road Welcome
29 Center. He said the ribbon cutting festivities will be at 4 p.m. Wednesday and the official opening will be from
30 4 to 6 p.m. Friday,with Lt.Governor Frank O'Bannon speaking at 4:30 p.m.

32 The Mayor said Councilmembers will receive in the mail information about the final phase of the
33 reogranizational proposal that affects the administration which will include code inforcement, human
34 resources and law. He added that he would be in touch with each of the Councilmembers to discuss the
35 contents of that correspondence before the salary ordinance is prepared.

37 REPORTS FROM DEPARTMENT HEADS

39 There were no reports from the department heads but President Allen commented about the cash flow
40 projections the Councilmembers received from City Controller Shelley Miller. She noted that she found them
41 useful and said she appreciated receiving them through the end of June before starting another 18-month
42 cycle.

44 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY

46 The minutes of the April 4,April 11 and April 18, 1996, meetings were in the Council packets.

48 REPORTS FROM STANDING COMMITTEES

50 Councilmember Welch announced that the Parks& Recreation Board had three special meetings in April in
51 addition to its regular meeting. He said bids for McBride Stadium were discussed in the regular meeting,
52 noting that the bids for the completion of the locker rooms and concession areas that were opened earlier
53 were rejected because of lack of funds. He said part of the renovation which is scheduled to take place
54 includes additional seating, new dugouts and walls along the third and first base sides. He said the two bids
55 which were rejected totaled almost $600,000 and there was not that much left in the grant fund.
56 Councilmember Welch also noted that the Parks Department participated with the Street Tree Commission
57 in planting trees on Arbor Day and the weekend following. He said about 100 trees were planted and the
58 Park Department also planted their own trees in the Middlefork area, at the Middlefork Reservoir and Berry
59 Field.The tree planting volunteers were from the Neighborhood Associations, Boys Scouts and Cub Scouts.

63 Councilmember Stamper reported on the Tax Abatement Evaluation Committee meeting where there was
64 discussion about starting the payment of a$20 application fee along with the request for each statement of
65 benefits. He noted that the money would be used for the filing of the file system and follow up on requests.

1 In response to Councilmember Stamper's request for discussion, Mayor Andrews said this is one of th
2 areas he and the City Controller had looked at and it is being done in many other jurisdictions. He said tha
3 fee may be established by this Council as a percentage of the amount of taxes that are abated
4 Councilmember Welch asked the Mayor what those fees are in other localities and a breakdown of th
5 percentages and the Mayor said that information was not in that form yet. He said they were looking at it a
6 a revenue source. Councilmember Wissel suggested that the decision be postponed until the administratio
7 could suggest an appropriate fee. Councilmember Stamper said the committee is looking into having a fe
8 to give a source of funds to adequately do the job that needs to be done and to make those applying fo
9 statements of benefits realize that everytime an ordinance is written it costs the City money in that they hav
10 to pay the City Attorney to do those ordinances. He added that the committee feels that a business shoul
11 be encouraged to lump all its requests into one so one ordinance could take care of it. Councilmembe
12 Wissel moved to postpone a decision on the issue until Council could review the upcoming information fro
13 the Mayor, second by Councilmember Welch and the motion was carried on a voice vote.

15 REPORTS FROM ORGANIZATIONS

17 Councilmember Wissel reported on the meeting of the Economic Development Commission held toda
18 noting that action included updating the long range plan. He also stated that Ben Ross, the director, wil
19 attend a meeting in Japan as a guest of the Indiana Department of Commerce. He said Joan McCarty wa
20 welcomed as the new director of retention and explansion and members voted to donate $3,000 along wit
21 several other organizations to support the bringing of jobs to Richmond. He added that the Richmond Stat-
22 Hospital grounds are still under the feasability study and the three Mayoral appointments to the Board will b-
23 meeting with the administration to finalize some plans with them or reopening discussions.

25 Councilmember Hutton reminded Councilmembers of the annual meeting of Main Street Inc. at 6 p.m
26 Monday at the Clarion-Leland Hotel. She added that S.P.U.R. is having its annual river cleanup May 18 an.
27 its annual meeting is set for Thursday, May 9, at the Earlham School of Religion.

54 Councilmember Stamper explained that Richmond plays a major part in the next three-to five-year plan fo
55 expansion of Holland Colors America Inc. for they are creating a new division which will cover both Nort
56 and South America. The plan is to see that Richmond is the headquarters for that division. He said th
57 company is adding 20,000 square feet behind its current 15,000 square-foot facility on Progress Drive. H=
58 said the second step is to have another $1.5 million worth of equipment to be installed. He said their goa
59 over the next five years is to double their presence in Richmond which means investing a total of nearly $
60 million over that period to time.

49 Councilmember Stamper commented that he would like to see the City try to combine these donations rather
50 than write a separate ordinance for each. He added that Council appreciates the money, but in accepting a
51 $10.00 donation it probably costs more than that to accept it.

5 City Attorney Bob Bever said the State Board of Accounts takes the position that any time you have a
5• donation it is the same as an appropriation and Council has to approve to accept it so the money can go into
55 the books. He said he is trying to find out if the donations can be accumulated but he does not want to
56 discourage any donations. However, he added, there is a need to find a better way of doing this than it has
5 been done in the past. Mayor Andrews said the question is whether or not multiple donations can be
58 compiled into one ordinance.

16 Fire Chief Mike Allen explained that the project was recommended by Assistant Fire Chief Jerry Purcell an
17 noted that it is similar to the portraints of the past Mayors on the walls of the hallway on the second floor of
18 the Muncipal Building. He said he is in the process of gathering the photographs of 21 former Fire Chief•
19 and one acting administrator who have served during the 166 years of the Fire Department's existence. H•
20 noted that he had sent out letters of information to the news media informing them that the missint
21 photographs are Henry Downing 1968, J.F. Meyer 1870, W.W. Alexander 1881 and William F. Thoma-
22 1885-1886. In searching for the photos, Chief Allen said he sent letters to former chiefs and, in return, ha-
23 received a$100 check from Larry Bosell who challenged all former chiefs to do the same. As of today, Chi:f
24 Allen said, he has received two additional $100 checks. He said he will hold the checks and bring them fort
25 in an additional ordinance. He also commented that a local photographer has consented to do the project f•r
26 a minimal amount of pay. If the four photographs are not found, Chief Allen said, the empty frames will b
27 placed on the wall with a notation as to who belongs there.

52 Councilmember Stamper explained this is a request for the Woodshop on North West I Street for a 10-inc
53 power table saw which has been added to the business and the owner will be retaining the four jobs he ha
54 now. Bever explained that this is a case where the statement of benefits has been filed after the machine
55 was purchased and Council will not be able to waive the second or third reading but needs to place a notic-
56 in the newspaper which is a 10-day notice for a public hearing for the waiver. This could be taken up at th-
57 next meeting now that it has been on first reading, Bever said.

Councilmember Stamper explained that this company is owned by Kim Wuertemberger who deals in contract
. industrial tooling. He said he has developed a patented process to make shipping containers for sending
small to intermediate sized parts without the shifting of the cargo and has some substantial contracts. In
• order to do that he is creating an 18,000 square foot facility and parking lot and in doing so is expanding his
facility to more than twice its size.
