Snow, Mayor Karen Chasteen, Clerk From: Emily Palmer, Controller Re: 2022 Budget Ordinances Attached for your review are several ordinances relating to the 2022 Budget. Below is a summary of each ordinance: 38-2021 An Appropriation Ordinance to be known as the 2022 Budget Ordinance 38-2021 is the 2022 Budget Ordinance. The 2022 Budget will be advertised on Gateway as required by the Department of Local Government Finance on September 8. It must be published at least ten (10) days prior to the Public Hearing, which will be held on September 21. 39-2021 An Appropriation Ordinance Fixing the Annual Compensation of All Elected City Officers for 2022 Ordinance 39-2021 is a Salary Ordinance, setting the salary for all elected officials. The proposed salaries include compensation for the Mayor and City Clerk based on the City’s salary survey, and a 2% cost of living increase for City Council members which is reflected in the 2022 Budget. 40-2021 An Appropriation Ordinance to be known as the 2022 Salary Ordinance Ordinance 40-2021 is a Salary Ordinance setting the salaries for civilian employees. This ordinance includes both union and non-union employees. All union position salaries are set at levels agreed upon in the applicable collective bargaining agreements. Salaries for non-union positions are shown as a range. Each salary range was determined according to the parameters of the City’s salary survey. For 2022, each non union employee whose salary was below the minimum of the range was moved to that minimum. Additionally, non union employees were moved within that range .5% times years of service. The allocations in the 2022 budget reflect salary levels of all current employees and open positions. 41-2021 An Ordinance Authorizing the Annual Compensation and Benefits of Richmond Police Officers CITY OF RICHMOND 50 NORTH 5TH STREET RICHMOND, INDIANA 47374 David M. Snow, Mayor Department of Finance Emily Palmer, Controller Ordinance 41-2021 sets the base salary for ranks within the Richmond Police Department. The proposed base salaries include a 5% increase which was agreed upon in the 2021 collective bargaining agreement. 2022 is the 2nd year of this 3 year agreement. 42-2021 An Appropriation Ordinance to be known as the Sanitary District 2022 Salary Ordinance Ordinance 42-2019 is a Salary Ordinance for the Richmond Sanitary District. This ordinance includes both union and non-union employees. The proposed salaries have been determined using the same method as those in Ordinance 40-2021. 43-2021 An Ordinance Authorizing the Annual Compensation and Benefits of Richmond Firefighters Ordinance 43-2021 sets the base salary for ranks within the Richmond Fire Department. The proposed base salaries were agreed upon in the 2020 collective bargaining agreement at a 5% increase for 2022. 2022 is the 3rd and final year of that agreement.
