1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday,October
2 17, 1994, in the Council Chambers in said City. President Larry Parker presided with the following
3 Councilmembers present: Howard "Jack" Elstro, Etta Lundy, Jane Brookbank, Mary Ellen Donat, Don
4 McBride,Gene Allen, Bob Dickman and Sally Hutton.The following business was had to-wit:

25 Councilmember Hutton asked for a report from E.D.I.T. or asking Ben Ross, director of the Economic
26 Development Corp. of Wayne County, giving an explanation of what is happening there. President Parker
27 said he would make the contact.

29 President Parker recognized members of Boy ScoutTroop 95 sponsored by the Latter Day Saints Church in
30 the audience and asked each one to come forward and introduce himself. He noted that the members were
111 31 working on their Telecommunications Badges.

35 Councilmember McBride stated that a position on the Police Merit Commission was being vacated and
36 moved to reappoint Ernie Heighway, who is currently a member, as Council's representative on the
37 Commission,second by Councilmember Hutton and the motion was carried on a unanimous voice vote.

53 Carol Brady, director of Human Services, gave an overview of Human Services at the request of Council.
54 She touched on the Compass process, noting that housing, information and referral, discrimination,
55 education, support for youth and family, transportation and health are being addressed in the Human
56 Services Division of the City.She noted that the department of Human Services included the Information and
57 Referral Service and the Human Services Coordinator. She added that the information and referral
58 telephone number which is 966-2255 should become as well known as 9-1-1.

60 She said the Information and Referral was established in 1984 and is staffed by one person who answers
61 the I & R telephone, works on the annual directory which is used by all local agencies and educational
62 insitutions to find the services available and administers the Senior Disabled Taxi Program. She also is a
63 board member on a variety of human service organizations. Some of the short term projects for which that
64 person is responsible have been the fan project, leaf removal and the Heat's On which deals with getting
65 furnaces properly inspected in the fall.

2 The Human Services Division, Brady said, provided the support to establish the local AIDS Task Force ar d
3 the Habitat for Humanity as well as providing photo identification.The federally funded VISTA program also
4 operates out of that office with eight full time workers at no cost to the City. Their work is to help low incorr e
5 people become self supporting and Brady said their time spent figured at only a minimum wage made tf e
6 monetary contribution of the VISTA works total $70,000 and that figure is not included in the City's budget.
7 She said this is the fifth and final year of the VISTA project but it has been extended until April.

9 She said Mayor Cornett has encouraged her to apply for a new VISTA project and she added that the co t
10 to local taxpayers for VISTA is limited only to office supplies and staff supervision. She said as Hum.n
11 Services coordinator she serves as the City's representative for all major human services in the Ci y
12 including participation in the United Way, Community Services Council, Disability Awareness Council, Ar-a
13 9 on Aging and Aged, Impact Council, FIMA, RSVP, GRPC, Birth to Five and keeps up to date on all human
14 services agencies doing direct service. She also supervises the Information and Referral in the office a d
15 publishes a monthly newsletter in cooperation with the Community Services Council.

20 President Parker introduced the students of Robert Zinkan's Richmond High School government class a d
21 asked them to stand to be recognized.

38 installation of a craft shop. He announced it would go to the Planning Commission.

58 equipment that will be abated for a 10-year period. Councilmember Donat said she went through t e
59 petitions and found they met the requirements. She noted the presence of a representative of Cinram Inc. n

President Parker announced Ordinance No. 81 -1994 on public hearing, explaining that ordinance pertains to
new manufacturing equipment that will be abated fora 10 year period for the Alumninm Co. of America,
Benchmark Graphics, Cinram Inc. and Gold Star Coating.
• Hearing no comments either for or against the ordinance, Councilmember McBride moved for engrossment,
second by Councilmember Hutton and the motion was carried on a unanimous voice vote.

2 Councilmember Elstro suggested there be no more tax abatements until a committee can be set up and
2/ organized. President Parker suggested that the old committee be reinstated. Councilmember Allen said the
2 ordinance is not needed and she feels it is not necessary to hold anything up. She added that this ordinance
24 proves there is wonderful investment into our community.

3 Robert Goodwin, director of planning and redeveopment, said a grant had been put together with two
3 elements of the Chamber which is Main Street and Small Business Development Center. He noted that
3, Renee Oldham and Doug Peters were in the audience to answer any questions Council might have.
3 Goodwin said he will be the individual ultimately resonsible for the performance of the grant, noting that the
3• request is for $150,000 and the program will be administrered through Oldham and Peters. He said the
3 program can lend up to $25,000 to any individual requesting a loan, adding that it is to assist individuals
3: engaged personally in starting an economic enterprise. In answer to a question by Councilmember Lundy,
3° Goodwin said the money will be used to provide low income job opportunities for individuals who want to go
4o into businesses for themselves. President Parker stated that no local matching funds would be required.
