1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday, May 16,
2 1994, in the Council Chambers in said City. President Larry Parker presided with the following
3 Councilmembers present: Etta Lundy, Jane Brookbank, Mary Ellen Donat, Don McBride, Gene Allen, Bob
4 Dickman and Sally Hutton.The following business was had to-wit:

32 Councilmember Donat reported on the Redevelopment Commission meeting held Monday afternoon, noting
33 that two proposals had been received from firms for a convention center feasability study. However, she
34 added, the Commission would like to see more proposals and will be contacting another firm which should
35 delay action for another month. Also, she said, because of the resignation of Bob Fix,there is an opening on
36 the commission and she encouraged Councilmembers to give those names of people they wished to be
37 considered to either Mayor Roger Cornett or Ray Crim,the commission president.

39 Councilmember Hutton reminded Councilmembers of the Committee of the Whole meeting at 7 p.m.
40 Wednesday at the Sanitary District.

42 Councilmember Brookbank said she had met with the Aviation Board last week and learned a few things
43 about the fuel farm which she felt she should share with her fellow Councilmembers. She said the old tanks
44 had been removed from the ground but there was contamination caused by kerosene and gasoline. She said
45 IDEM has been working with the airport staff to help the situation, adding that Earnest Jarvis, director of the
46 Public Works & Safety, under whose jurisdiction the airport comes, asked the Sanitary Department to bring
47 in its machines. She said they have been working on the entire contaminated area, digging deeper to get to
48 the good dirt and placing hard plastic in the trench areas. She said the process entails turning the dirt a lot
49 and relying on evaporation which will probably take the next three years.

55 President Parker welcomed Boy Scouts in the audience who are attending because they are working on
56 their Community Citizen Leadership badge.

62 Councilmember Lundy said Council needs to appoint someone to the Police Merit Commission.
