HomeMy Public PortalAbout01-19-1993 203 PROCEEDINGS OF THE COMMON COUNCIL OF THE CI-T-Y-OF-RICHMOND;-INDIANA;T-UESDAY.JANUARY 19-1993 1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m.Tuesday,January 2 19, 1993, in the Council Chambers in said City. President Lundy presided with the following 3 Councilmembers present: Elstro, Brookbank, Donat, McBride, Parker, Allen, Dickman and Hutton. The 4 following business was had to-wit: 5 6 PLEDGE OF ALLEGIANCE 7 8 DEVOTIONS BY COUNCILMEMBER ELSTRO 9 10 ROLL CALL 11 12 Nine present. 13 14 APPROVAL OF MINUTES OFJANUARY 4.1993 15 16 Councilmember McBride moved to approve the minutes of the previous meeting as prepared,seconded by 17 Councilmember Allen and by unanimous voice vote the motion was carried. 18 19 PRESENTATIONS OF REMONSTRANCES.PETITIONS AND MEMORIALS 20 21 None presented. 22 23 COMMUNICATIO NS FROM THE MAYOR 24 25 Hearing no comments from Mayor Cornett, President Lundy shared her feelings about accepting the 26 nomination as president of the 1993 Council. She commented that she accepted the position with mixed 27 feelings, noting that she feels it will be a crucial year for the City. She reminded those present that the 28 Mayor had said in his state of the city address at the January 4, 1993 meeting, that 1992 was spent 29 planning, adjusting and laying the foundation. She said this is the year we must implement some of those • 30 plans and it will take everyone working together. 31 32 Directing her comments to her fellow Councilmembers, Lundy said: "This is our City. I ask that we put our 33 City first, and yes, our district second, and forget about ourselves completely. We must learn to disagree 34 without being disagreeable and to know that there is truth in the statement, 'United we stand, divided we 35 fall.'" She told them that when any of them find themselves in the minority vote they must join in with the 36 majority to try to make some programs work for the City and maybe next time it will be their turn.Concluding, 37 she said Council must ask for God's guidance but must go one step further and ask for the wisdom to know 38 what he's asking them to do and to be willing to be led. She ended with: "I know that we can. I only hope 39 that we shall in 1993." President Lundy also alluded to the importance of the City's celebration of Martin 40 Luther King Jr. Day in which she participated Monday,January 18, 1993. 41 42 Councilmember Brookbank also commented on the celebration,noting that it was beautiful and moving. 43 44 Councilmember McBride complimented City Controller Dennis Grimes and his staff on the report 45 Councilmembers received on the City's financial condition, adding that it was the most complete report they 46 had ever received. 47 48 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 49 50 Minutes of the December 31, 1992 and January 7, 1993 meeting in the Council packets. 51 52 REPORTS FROM SPECIAL COMMITTEES 53 54 Councilmember McBride reminded fellow Councilmembers of the Committee of the Whole meeting at 7 p.m. 55 Thursday in the Council chambers. Discussion will include the historical ordinance and the proposed master 56 plan. It,is actually an extension of Garwood Road to the north and 2, the area is in between the fire station and the railroad track.Jarvis pointed out that in a recent survey by the 2 City engineers, it was discovered that the city limits extend 600 feet north of the railroad track. The Traffic 2•. Safety Division has also just completed a traffic count. 2' 2: ORDINANCE NO.7-1993 2° 3o The Clerk read Ordinance No. 7 - 1993 - AN APPROPRIATION ORDINANCE AMENDING THE 1993 3 BUDGET 3' ' 3 City Attorney Thomas Milligan explained that the purpose of this ordinance is to move funds from the 3- contractual services to capital requirements in the Planning & Redevelopment Department. It is simply 3. moving funds from one category to another within that departmental budget.The money is to be used to 3. purchase a computer system to operate a previously acquired scanner. 3' . . 3: Councilmember Brookbank made.a motion to suspend the rules and advance Ordinance No: 7 - 1993 to 3: second reading and read by title only,second by Councilmember McBride and carried by a unanimous voice 4+ vote. 41 4' The Clerk read Ordinance No.7- 1993 on second reading. President Lundy announced Ordinance No. 7 - 1993 was on public.hearing. There being no comments either for or against the ordinance, Councilmember Dickman moved for engrossment, second by 4. Councilmember Allen and carried by a unanimous voice vote. 4r 4: Councilmember Brookbank moved to suspend the rules and advance Ordinance No. 7 - 1993 to third 4: reading and read by title only,second by Councilmember McBride and carried by a unanimous voice vote. 51 5 The Clerk read Ordinance No.7-1993 on third reading. 5' 5: Ordinance No.7-1993 was adopted by the following call of the roll: 5, 5. Nays:None 5r 5: ORDINANCE NO.8- 1993 . 5: 6' The Clerk read Ordinance No. 8 - 1993 - AN APPROPRIATION ORDINANCE.AMENDING ORDINANCE 6 NO.44-1992,COMMONLY REFERRED TO AS THE 1993 SALARY ORDINANCE 6' 6: Milligan explained that this ordinance represents additions to the salary ordinance, placing four crew 6- supervisors under the'salary ordinance who were previously considered hourly employees but were later 6. determined to be salaried and able to earn overtime.The salaries are listed in bi-weekly amounts. 205 • Common Council Minutes Cont'd JanuaryI9, 1993 t'age, • 1 Councilmember Dickman moved to suspend the rules and advance Ordinance No. 8 - 1993 to second 2 reading and read by title only,second by Councilmember Brookbank and carried by a unanimous voice vote. 3 4 President Lundy announced Ordinance No. 8-1993 was on public hearing.There being no comments either 5 for or against, Councilmember McBride moved for engrossment, second by Councilmember Brookbank and 6 carried by a unanimous voice vote. 7 8 Councilmember Brookbank moved to advance Ordinance No. 8- 1993 to third and final reading and read by 9 title only,second by Councilmember McBride and carried by a unanimous voice vote. 10 11 The Clerk read Ordinance No.8-1993 on third reading. 12 13 Ordinance No.8-1993 was adopted by the following call of the roll: 14 15 Ayes:Elstro, Brookbank, Donat, McBride,Parker,Allen, Dickman, Hutton and Lundy(9) 16 Nays:None 17 18 ORDINANCE NO.9-1993 19 20 The Clerk read Ordinance No. 9 - 1993 - AN APPROPRIATION ORDINANCE AMENDING ORDINANCE 21 NO.36-1992 22 23 Milligan explained that the purpose of the ordinance was to make the elected officials'ordinance consistent 24 with the other salary ordinances in stating salaries in bi-weekly salary amounts instead of annually.He added 25 that this move, being done in a number of other cities, was required for the smooth function in salary 26 administration in the controller's office. 27 28 Councilmember Dickman moved to suspend the rules and read Ordinance No. 9 - 1993 on second reading 29 and read by title only,second by Councilmember McBride and carried by a unanimous voice vote. 30 31 The Clerk read Ordinance No.9-1993 on second reading. 32 33 President Lundy announced Ordinance No. 9- 1993 on public hearing. There being no comments either for 34 or against the ordinance Councilmember McBride moved for engrossment, second by Councilmember 35 Hutton and carried by a unanimous voice vote. 36 37 Councilmember Allen moved to suspend the rules and advance Ordinance No. 9 - 1993 to third and final 38 reading and read by title only,second by Councilmember McBride and carried by a unanimous voice vote. 39 40 The Clerk read Ordinance No.9- 1993 on third reading. 41 42 Ordinance No.9-1993 was adopted by the following call of the roll: 43 44 Ayes:Elstro, Brookbank, Donat, McBride,Parker,Allen, Dickman, Hutton and Elstro (9) 45 Nays:None 46 47 ORDINANCES ON SECOND READING 48 49 ORDINANCE NO.73-1992 50 51 A GENERAL ORDINANCE AMENDING SECTION 155.05 OF THE RICHMOND CODE COMMONLY 52 KNOWN AS THE 1992 COMPREHENSIVE PLAN FOR THE CITY OF RICHMOND, INDIANA 53 54 President Lundy announced that this ordinance willl be discussed in the Committee of the Whole meeting 55 set for Thursday. 56 57 ORDINANCE NO.1 -1993 58 59 AN APPROPRIATION ORDINANCE AMENDING THE 1993 BUDGET 60 61 Milligan explained that this ordinance is an additional appropriation ordinance which was required to be 62 advertised and requires Council passage as well as subsequent approval by the State Board of Tax 63 Commissioners. It was advertised in the January 8, 1993, edition of the Palladium-Item and tonight added on 64 the Second Reading Amendment adding $22,000 for the balance of the contract for the engineering services 65 for the 20th Century Bride,a project that is to get underway this year. 206 - • • Common Council Minutes Cont'd • JanuaryT 4, 1993 • Cage 4 . • Councilmember Brookbank moved to accept the proof of publication, second by.Councilmember McBride and carried by a unanimous voice vote. . . Enterprise Board, second by 2° Councilmember Donat, with Councilmember Dickman moving to close the nominations, second by 30 Councilmember Allen and carried by a unanimous voice vote. 3 3 President Lundy directed Councilmembers to add the name of Councilmember Hutton to the Audit 3. Committee.
