The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5:00 P.M., ,2021,
in the Hutton Community Room at the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Matt Evans. Absent was Emily Palmer.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk;
John Lackey, Bill Henry and Sherry Richey, Code Enforcement; Beth Fields, Director of
Infrastructure and Development; Suzanne Bias, Office Coordinator for the Mayor; Denise Retz,
Park Superintendent; Derek Hill, Director of Code Enforcement; Tom Broyles, Firefighter; and,
Media via Zoom.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of August 19, 2021, supported by Ms. Robinson. Upon
a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for August 27, 2021 in the amount of Two
Hundred Seventy Thousand Seven Hundred Thirty Six Dollars and thirty nine cents($270,736.39),
supported by Ms. Robinson. Upon a vote viva voce, the motion carried.

CONTRACTS

• CONTRACT NO. 106-2021 —B&B CONSTRUCTION OF RICHMOND,INC
They will perform services in connection with the demolition of a garage and back porch
located at 2526 NW 15th Street that shall include demolition, removal of debris and
restoration of the site.
Not to exceed$ $5,000.00
Mr. Evans moved to approve supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 107-2021 - S&M HOME SOLUTIONS,LLC
They will provide services in connection with the sealing, boarding up, and securing of a
property located at 512 and 514 South"D" Street.
Not to exceed $2,228.73
Mr. Evans moved to approve supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 108-2021 —S&M HOME SOLUTIONS,LLC
They will provide services in connection with the sealing, boarding up, cleanup of broken
glass from the ground, and securing of a property located at 20 Richmond Avenue.
Not to exceed$1,616.79
Mr. Evans moved to approve supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 109-2021—B&B CONSTRUCTION OF RICHMOND,INC
They will perform services in connection with the demolition of properties previously
deemed by the Richmond Unsafe Building Commission to be unsafe properties. These '
services shall include demolition, removal of debris, and restoration of the site. The
properties are as follows:
51 South 15th Street(House and Garage) - $13,000.00
415 North 18th Street, also known as 1807 North "E" Street (House and Detached
Garage/Boat House Structures) - $ 11,000.00
Not to exceed$24,000.00

• CONTRACT NO. 110-2021—TRC ENVIRONMENTAL CORPORATION

They will provide technical assistance for the US EPA Brownfields Assessment grant
implementation in connection with the former My Way Trading site, the former Warfield
Oil Site, and the former Hagerstown Plastics site. This work is part of an EPA funded
Brownfields grant.
Not to exceed $230,688.00
Mr. Evans moved to approve supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
CHANGE ORDERS -None
ADDENDUMS
• ADDENDUM NO. 7 TO CONTRACT NO. 4-2021—DYLAN SHIRKEY
This is to extend the contract to continue certain training a project implementation and
coordination services for the Information and Technology Department. This addendum
will increase the current contract by an additional $10,000.00 due to additional hours
needed for the project.
Mr. Evans moved to approve supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
RESOLUTIONS
• RESOLUTION NO. 8-2021 -DELEGATING CERTAIN EXECUTIVE AND
ADMINISTRATIVE REVIEW PROCESSES TO THE RICHMOND UNSAFE
BUILDING COMMISSION
The Mayor and the Board of Public Works and Safety with this resolution that any reviews
and/or appeals timely requested in connection with Exterior Maintenance, Weeds,or Litter
determined by state law are delegated to the Unsafe Building Commission with a
preliminary review by the Law Department for due process compliance and for review of
the timeliness of any request for appeal or review when warranted.
Mr. Evans moved to approve supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

MISCELLANEOUS
• THE PLACEMENT OF SCULPTURES ALONG THE LOOP
A total of 5 sculptures will be placed along 7th Street between Main and North"A" Street.
They will be made of steel and bolted to the cement, and accompanied with information

placards. The sculptures are a part of a community-led privately-funded initiative to
tourism along the loop. The initiative, deemed the "Midwest Music and Heritage Trail,"
will celebrate Richmond's music and cultural history through art pieces along the Loop.
These initial sculptures represent the first of a series of sculptures that will line the Loop
in its entirety.
Mr. Evans moved to approve supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
