The Common Council of the City of Richmond,Indiana met in a Regular Meeting
August 16, 2021 in the Hutton Community Room in said City.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present were Councilors Doug Goss,Lucinda Wright, Bill Engle,Jeff Cappa, Jeff Locke,
Gary Turner, Jane Bumbalough,Ron Oler, and Larry Parker.
Also in attendance were A.J. Sickmann, Corporate Council; Karen Chasteen, City Clerk;
Traci McGinnis, Deputy Controller; ,Beth Fields, Director of Infrastructure and
Development; Fire Chief Jerry Purcell;Ian Vanness, City Planner; and,Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of July 19,2021 and August 16,2021
meetings, supported by Councilor Bumbalough.Upon a vote viva voce,the motion
carried.
PRESENTATION OF PETITIONS,MEMORIALS,OR COMPLAINTS AND
INTRODUCTIONS,MOTIONS,AND RESOLUTIONS. (These requests to speak
must be in writing and submitted to the Clerk's office before noon on the Wednesday
prior to the meeting.)
A. RESOLUTION NO. 7-2021—A RESOLUTION SUPPORTING
PARTICIPATION IN THE INDIANA REGIONAL ECONOMIC
ACCELERATION AND DEVELOPMENT INITIATIVE
The Finance Committee recommended-approval.
Councilor Cappa moved for approval, supported by Councilor Oler. Upon a vote
viva voce,the motion carried 8-1. Dissenting was Councilor Wright.

• President Parker requested nominations for a new member for the Economic
Development Corporation
• HUMAN RESOURCES — Imam Murphy, Director, reviewed the responsibilities
and activities of the Department
ORDINANCES ON FIRST READING-None
ORDINANCES ON SECOND READING
ORDINANCE NO.33-2021 —A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM LIMITED COMMERCIAL DISTRICT TO
ED-MED-TECH PARK DISTRICT(1100 National Road West)
Councilor Oler moved to strike Ordinance No. 33-2021, supported by Councilor Cappa.
Upon a vote viva voce,the motion carried.
ORDINANCE NO.37-2021—A GENERAL ORDINANCE AMENDING CHAPTER
150.05: PERMIT REQUIRED
The Clerk read Ordinance No. 37-2021 on second reading by title only.
The Finance Committee recommended approval.
There being no comments for or against, Councilor Goss moved for engrossment,
supported by Councilor Engle. Upon a vote viva voce,the motion carried.
Councilor Goss called for the question.
Ordinance No. 37-2021 was adopted with a 9-0 roll call vote
CALL FOR ADJOURNMENT
There being no further business,on a motion duly made, seconded and passed,the meeting
was adjourned.
