RESOLUTION NO. 2016-067
A RESOLUTION OF SUPPORT FOR THE CITY OF TIFFIN'S 2016 IOWA CLEAN AIR
ATTAINMENT PROGRAM (ICAAP) APPLICATION
Whereas, traffic congestion problems occur in various locations within the City of Tiffin that
could be improved with roadway projects that improve traffic flow and reduce vehicle emissions;
and,
Whereas, the traffic on Highway 6 could benefit by passing through a roundabout at the
intersection of Highway 6 and Park Road which would reduce congestion and vehicle emissions
while also reducing the number and severity of accidents; and,
Whereas, the Iowa Department of Transportation administers the Federal Iowa Clean Air
Attainment Program (ICAAP), the purpose of which is to fund improvements which reduce
vehicle emissions; and
Whereas, the City of Tiffin is submitting an application to said program for the construction of a
single-lane roundabout; and,
Whereas, the City of Tiffin will commit the necessary local matching funding for the project
implementation and will be responsible for adequately maintaining and operating the project for
public use during the project's useful life;
Now, therefore be it resolved by the City Council of the City of Tiffin, Iowa, authorizes the
ICAAP application to the Iowa Department of Transportation for funds for the Highway 6/Park
Road single-lane roundabout project.
On the 15th day of November, 2016, at a regular meeting of the Tiffin City Council, Tiffin, Iowa,
Councilperson Havens introduced RESOLUTION NO. 2016-067, A RESOLUTION OF
SUPPORT FOR THE CITY OF TIFFIN'S 2016 IOWA CLEAN AIR ATTAINMENT PROGRAM
(ICAAP) APPLICATION and made a motion for approval. Motion seconded by Councilperson
Kahler.
Ayes: Upton, Bartels, Havens, Kahler.
Nays: None.
Absent: Ryan.
Whereupon Four Council members were present and voted approval and Mayor Berner
declared that RESOLUTION NO. 2016-067, A RESOLUTION OF SUPPORT FOR THE CITY
OF TIFFIN'S 2016 IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP) APPLICATION to
be adopted and signified his approval of the same by affixing his signature thereto.
Passed by the City Council on the 15th day of November, 2016.
