President Elstro presided with the following 3 Councilmembers present: Lundy, Brookbank, Donat, McBride, Parker, Allen, Dickman and Hutton. The 4 following business was had to-wit: 5 6 PLEDGE OF ALLEGIANCE 7 . 8 DEVOTIONS BY COUNCILMEMBER DICKMAN 9 10 ROLL CALL 11 12 Nine present. 13 14 APPROVAL OF MINUTES OF AUGUST 3.1992 15 16 Councilmember McBride moved to approve the minutes of the previous meeting as prepared, seconded by 17 Councilmember Hutton and by unanimous voice vote the motion was carried. 18 19 PRESENTATIONS OF REMONSTRANCES. PETITIONS AND MEMORIALS 20 21 None presented. 22 23 COMMUNICATIO NS FROM THE MAYOR 24 25 Noting that he had been chastized by a Councilmember prior to the meeting for not making a report on a 26 regular basis, Mayor Cornett called attention to the changes being made to the lawn of the City Building. He 27 commended the Park Department employees for their hard work in getting that work done. 28 29 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 30 31 Minutes of the July 30 and August 6 meetings were included in Council packets. 32 33 Councilmember Hutton questioned City Attorney Milligan about the petition signed by residents in the 700 34 block of South West First Street which the Board of Works denied at its August 6 meeting. Milligan explained, 35 that prior to the passing of the ordinance that block was studied and surveyed by the Traffic Division with 36 residents indicating at that time there was no problem. He added that he would like to give the new parking 37 district within that area an opportunity to function and discuss with school officials how to better utilize the 38 parking lot which is owned by the City. He said the Board of Works had no plans to expand the area until 39 next spring when it would check to see how the present districting is working. 40 41 REPORTS FROM SPECIAL COMMITTEES 42 43 Councilmember Lundy announced two work sessions on the budget: They are scheduled for 7 p.m. 44 Thursday, August 27, and 7 p.m. Monday, August 31. She also announced there would be a brief meeting 45 after the Council meeting tonight. 46 47 REPORTS FROM STANDING COMMITTEES 48 49 Councilmember Brookbank commented on the article in the Palladium-Item about Pat Stirn leaving the Small 50 Business Development Center with the Richmond/Wayne County Chamber of Commerce to be in charge of 51 physician recruitment at Reid. By adopting this ordinance it more accurately 20 explains the use of the money, according to Milligan, who said it was a much more accurate way to present 21 it. 22 23 In last year's salary ordinance it showed the deputy clerk's salary which included the amount paid to the 24 deputy clerk for her role as assistant manager of off-street parking. However, the amount paid to the City 25 Clerk as manager of off-street parking, was not reflected in her base pay. In the ordinance showing the 26 salaries for 1992,the City Clerk's salary was reflected in four different places making it necessary to check all 27 of those places to determine the total salary paid. 28 29 City Controller Dennis Grimes said the ordinance will ensure a more accurate way of accounting. He said 30 after review of the different funds this is exactly what he would like to see to establish and maintain an audit 31 trail. He added that in the future it will enable anyone to look at the salary ordinance and see that same 32 salary figure. 33 34 Councilmember McBride moved to suspend the rules and advance Ordinance No. 51 - 1992 to second 35 reading and read by title only,second by Councilmember Parker and carried by unanimous voice vote. 36 37 The Clerk read Ordinance No.51 -1992 on second reading. 38 39 President Elstro announced the ordinance on public hearing. Councilmember Dickman commented that the vehicle was a fine asset to the fire 5 department and he personally expressed his appreciation to Wellings. 5• 5t President Elstro announced the ordinance was on public hearing. Mayor Cornett commented on his observations 21 during a tour at the airport that afternoon. He said he was impressed with the painting that has been done 22 and invited everyone to go see for themselves, adding that the furniture does need replacing. He said he 23 took a ride on the newly painted taxi way and it is getting rave reviews from the pilots resulting in some 24 excellent feedback. He said there is still work to be done but he is pleased with the terrific progress that's 25 been made. The position was filled by transfer from another 24 position within the office where eight people are employed. Asked about the savings, City Controller Dennis 2 Grimes pointed out that the senior accountanct drew $30,000 and the junior accountant position pays 2 $21,064. He added that there will be a restructuring of job responsibilities so that everyone will become 2 more efficient through cross training. 2 . 2• Grimes said head count in the office will not increase and the restructuring will bring about a co-office 3 manager type of function where two individuals will be able to fulfill all of the controller's duties. 3 3 Commenting on the City Controller's salary being paid, in part, by RP & L, Grimes said that those City 31 employees being paid by-RP & L all receive separate checks. By the end of December he said the paving would be right on schedule with two 2 and one half more years to go. He said he is happy that his department has been able to achieve the goal of 26 having the City's streets in good shape. 2 2 Councilmember Donat asked for an agenda to show when and where streets will be paved to assure 2 residents the project was on schedule and Smith said he would submit a tentative schedule. 27 2 Mayor Cornett added his praise of Smith's department and the terrific job its done in staying on schedule as 2 well as getting the special day-to-day requests done without lodging any complaints. 3 3 Councilmember McBride said he felt that one of the primary goals of the City administration should be to 3 bring Smith's salary up with the other department heads and unless that is done he will not give a positive 3 vote. 3 i I 3 In response to Councilmember Donat's request to tell about the five-year plan, Smith said that streets had 34 got into a bad condition and he sat down with the Council and the Mayor with a plan that would take five 37 years to get the streets up above the average of any other city this size in the state. He said that plan is staying on schedule and added that the present City administration is behind the program 100 percent and 3 continues to support the original plan. 4 4 Although grateful for the personal accolades, Smith said it is his whole department which deserves the 4 s xedit,-adding that nothing gets done just by him and his workers. It has to start in the Mayor's office, goes to 4 , -t o Council and ends up with him.
