PROCEEDINGS OF THE COMMON COUNCIL OF THE C-ITfFOF-RICHMOND-4NDIAN UL-Y-20: 99- 1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday,July 20, 2 1992, in the Council Chambers in said City. President Elstro presided with the following Councilmembers 3 present: Lundy, Donat, Brookbank, McBride, Parker, Allen and Hutton. Absent: Dickman. The following 4 business was had to-wit: 5 6 PLEDGE OF ALLEGIANCE 7 8 PRAYER-COUNCILMEMBER PARKER 9 10 APPROVAL OF MINUTES OFJULY 6.1992 11 12 Councilmember McBride made a motion to approve the minutes of the previous meeting, second by 13 Councilmember Brookbank and carried on a unanimous voice vote. 14 15 PRESENTATIONS OF REMONSTRANCES. PETITIONS AND MEMORIALS 16 17 None were presented. 18 19 COMMUNICATIONFROM THE MAYOR 20 21 None was presented. 22 23 REPORT FROM CITY DEPARTMENTS 24 25 None were presented. 26 27 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 28 29 City Attorney Thomas Milligan noted that the Board of Public Works and Safety is in the process of platting 30 the Etta Lundy Subdivision which is the Inf ill Housing Project and a significant step to a program which was 31 started through a grant received in 1990. He said the Board paid the Urban Enterprise Association $25,000 32 which was their cost of acquiring the land. The project goes before the Plan Commission for subdivision 33 approval and comments from the public Tuesday, July 28. He added that the Plan Commission is in a 34 position to give final approval that night and it will not be coming back to the Council. 35 36 Councilmember Parker complimented the head of the Department of Public Works, Earnest Jarvis, and 37 manager of the Street Division, Bill Smith, for all the work being done in paving the streets and putting in 38 sidewalks and curbs. He added that he only wished the City had more money for materials so that even 39 more work could be done. 40 41 Councilmember Donat said she had talked with Bill Smith several times about complaints from her 42 constituents about some of the streets in her area. She said Smith had explained about the pavement 43 program and she thought it was interesting and well thought out. She added that after talking with him she 44 had tried to tell her constituents what she had learned but she felt that perhaps a press release to the local 45 newspaper telling about the pavement program might be most helpful. McBride commented that the 46 projected work schedule had been published and Elstro reminded his fellow Councilmembers that Council 47 has to furnish the money for it and is going to come up short.Jarvis said Smith has a five-year plan and that 48 perhaps this might be a good time to reprint it and suggested Smith have it at the August 3 meeting when 49 the press could pick it up again. 50 51 Councilmember Donat said she thought it is most appropriate that the new subdivision bear Etta Lundy's 52 name because of her dedication and hard work on the project. Elstro said he would like to see the houses 53 scattered rather than placed all together in one area. McBride reminded him that would be more costly. 54 55 REPORTS FROM STANDING COMMITTEES 56 57 None were presented. 58 59 REPORTS FROM SPECIAL COMMITTEES 60 61 None were presented. 62 63 REPORTS FROM OTHER COUNCIL COMMITTEES 64 65 President Elstro asked Councilmember Lundy to set up a Committee of the Whole meeting with the Department of Law within the next two to three weeks. 1.30; Common Council Minutes Cont'd July 20, 1992 Page-2 ORDINANCES 4 ORDINANCES ON FIRST READING ¢ Councilmember Brookbank moved to suspend the rules and read on first reading by title only Ordinances No. 42 - 1992 and 43 - 1992, second by Councilmember Parker and on unanimous voice vote the motion was carried. 1 ORDINANCE NO.42-1992 1 12 The Clerk read Ordinance No. 42 - 1992- AN APPROPRIATION ORDINANCE AMENDING ORDINANCE 1 NO.2-1992 TO CORRECT AN ERROR 14 15 Milligan said it was the intention to provide for an increase in pay after a probation period but that was not 16 done,thus the need for the ordinance. 1 1 Councilmember Brookbank moved to suspend the rules and advance Ordinance No. 42 - 1992 to second 1 reading and read by title only,second by Councilmember Parker and carried on a unanimous voice vote. 29 2 The Clerk read Ordinance No.42- 1992 on second reading. 2 2 President Elstro announced the Ordinance was on public hearing. 24 25 Upon hearing no comment either for or against, Councilmember McBride moved for engrossment, second 26 by Councilmember Brookbank and carried on a unanimous voice vote.I2 2 Councilmember Lundy moved to suspend the rules and advance Ordinance No. 42- 1992 to third and final 2 reading and read by title only,second by Councilmember McBride and carried on a unanimous voice vote. 3 31 The Clerk read Ordinance No.42- 1992 on third reading. 3 3 President Elstro asked Milligan if the individual's pay appeared any other place in the budget. Milligan 34 answered that the ordinance corrected the salary of the airport manager, Jeff Lamberson. He assured him 13 that in preparation of the 1993 budget when an individual's pay is shown that is the pay he or she will be 3 receiving in total.There will be no duplicate sources. 3 3 Ordinance No.42- 1992 was adopted on the following call of the roll: 3 4 Ayes:Lundy, Brookbank, Donat, McBride, Parker,Allen, Hutton and Elstro (8) 4 Nays:None 4 Absent: Dickman 4 4 ORDINANCE NO.43-1992 14• 4 The Clerk read Ordinance No. 43 - 1992 - AN APPROPRIATION ORDINANCE AMENDING THE 1992 BUDGET 4 44 Milligan noted that this particular item is moving from the Board of Words budget and was appropriated for 5 the Telecommunications Council and the possible continuation of legal expense in resolving the TCI 551 contract. The money was not needed because the situtation was resolved, Milligan said, adding that the Street Division needed two dump trucks so the necessary money is being moved to supplement the Mayor's 53 budget for equipment. He said the trucks are much needed and are vital in the repaving operations. He said 54 the Board of Works has already accepted the bid for the trucks. Councilmember Parker asked about the 55 remaining balance and City Controller Dennis Grimes, responding to the question,said it is$15,000. 5 5 Councilmember Brookbank moved to suspend the rules and advance Ordinance No. 43 - 1992 to second 5 reading and read by title only,second by McBride and carried on a unanimous voice vote. 5 6 The Clerk read Ordinance No.43-1992. 661 President Elstro declared the Ordinance on public hearing. There being no comments either for or against, 6 Councilmember Mc Bride moved for engrossment, second by Councilmember Brookbank and carried on a 64 unanimous voice vote. 65 31.
