HomeMy Public PortalAbout04-06-1992 I01 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 6, 1992 1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday, April 6, 2 1992, in the Council Chambers in said City. President Elstro presided with the following Councilmembers 3 present: Lundy, Donat, Parker, Allen, Dickman and Hutton. Absent: Brookbank and McBride. The following 4 business was had to-wit: 5 6 PLEDGE OF ALLEGIANCE 7 8 SILENT DEVOTIONS 9 10 APPROVAL OF MINUTES OF MARCH 16.1992 11 12 Councilmember Hutton made a motion to approve the minutes of the March 16, 1992 meeting as prepared, 13 seconded by Councilmember Lundy and carried on a unanimous voice vote. 14 15 PRESENTATIONS OF REMONSTRANCES. PETITIONS AND MEMORIALS 16 17 None were presented. 18 19 COMMUNICATION FROM THE MAYOR 20 21 None was presented. 22 23 REPORT FROM CITY DEPARTMENTS 24 25 Director of Public Works, Ernie Jarvis, presented proposed schedules for concrete and asphalt projects for 26 1992 as submitted by W.A. Smith, street division manager. The lest was extensive and included streets, 27 curbs and sidewalks. Jarvis noted that funding is certainly a restriction. He invited comments from 28 Councilmembers on other areas not listed. Estimated cost of the work to be done by contractors was 29 $278,000 and approximately$95,000 worth of work to be done by the City's own street division. 30 31 Councilmember Hutton questioned Jarvis about North West Fifth Street. He said the big drawback there is 32 the bridge and the City is looking into the possibility of getting a grant to get that work done. Councilmember 33 Lundy noted the poor condition of the corner of North 10th and F Streets and Jarvis said he would take a 34 look at it. 35 36 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 37 38 City Attorney Tom Milligan reported that the City has settled the remaining case on Dana Parkway and is in 39 a position to get underway on schedule. He added that City Engineer Robert Wiwi will be giving notice to 40 proceed on that project, being funded by the Redevelopment Authority bond issue closed last August so all 41 the acquisition of the right of way has been completed. 42 43 In answer to the question posed by Councilmember Parker as to the exact location, Milligan said it is the 44 relocation of Dana Parkway so that Industries Road, where it comes into Williamsburg Pike,will be a straight 45 cross intersection. He added that the developer has put up a$100,000 deposit and the money for the actual 46 construction is comding from the Redevelopment Authority bond issue. 47 48 REPORTS FROM STANDING COMMITTEES 49 50 Councilmember Donat reported that Cable TV Channel 16 is presenting public service announcements 51 involving the arts and the Civic Hall renovation. She urged all Councilmembers to support the project. 52 53 President Elstro asked for names from Councilmembers of those they would like to see appointed to the 54 Redevelopment Commission. 55 56 REPORTS FROM SPECIAL COMMITTEES 57 58 None were presented. 59 60 61 REPORTS FROM OTHER COUNCIL COMMITTEES 62 63 None were presented 64 65 102 Common Council Minutes Cont'd Ap_riL6-1992 h age_2 ORDINANCES ORDINANCES ON FIRST READING Councilmember Hutton moved to suspend the rules and read on first reading by title only Ordinances No. 15, 16, 17, 18 and 19, requesting that No. 15 be read in its entirety, seconded by Councilmember Parker and on unanimous voice vote the motion was carried. ORDINANCE NO. 15-1992 10 1 The Clerk read in its entirety Ordinance No. 15 - 1992 - A SPECIAL ORDINANCE RECOGNIZING THE 1 ' 1992 BOYS BASKETBALL STATE CHAMPIONS AND DESIGNATING APRIL 18, 1992, AS RED AND 1 WHITE DAY. 14 1 - WHEREAS Richmond High School and its predecessor, Morton High School, have competed in the Indiana 1. High School Athletic Association's Annual Boys Baketball Tournament for 82 years, and 1 1: WHEREAS Richmond Red Devil teams played hard and honorably throughout the first 81 years of this 1° tournament but never cut down the nets after the final game, and 20 2 WHEREAS the State of Indiana is recognized throughout the United States of America as the Best 2 Basketball State due to this particular tournament and its long and illustrious tradition, and 2 2 WHEREAS Head Coach George Griffith; Assistant Coaches Jeff Williams, Corey Van Skyock, Carl Harris 25 and David Fairchild; players Chad Austin, Jackie Bledsoe, Brent Hampton, Jerrad Powers, Damon Lewis, 2 Greg Lynch, Alan Rule, Robert Sanders, Dedric Thompson, Chris Warfel, Billy Wright and Rob Zinkan; 2 student managers Rick Winters, Jason Davis, Kevin Shearer and Jamie Manthey, and trainer Kim Kelly 2 have done something no Red Devil boys basketball team has ever done before, 2 3 Now,therefore, be it ordained by the Common Council of the City of Richmond, Indiana,that: 3 3 1. April 18, 1992, is hereby officially designated as Red and White Day; 3 3 2. All Richmond citizens and Red Devil fans throughout the world wear Red and White on said day; 3• 3 3. The Richmond Fire Department provide transportation for the Richmond Red Devil coaches, 3 players,student managers and trainer on a parade throughout the City; 3 3 4. The Richmond Police Department escort and herald the parade throughout the City with blaring 4' sirens and flashing lights; 4 4 5. The Mayor, Clerk, and executive departments do those things that are appropriate and suitable 4 to honor this memorable feat; 44 4. 6. The citizens have one grand and glorious celebration on the evening of April 18, 1992, in due 4 recognition of this honorable achievement; 4 4 7. The City ring with Congratulations and Best Wishes to all those persons who ever raised a 4' cheer,waved a pompon or shouted support for Richmond Red Devil Basketball, and 5 5 8. The year 1992 be remembered as the STATE CHAMPIONSHIP YEAR IN BOYS BASKETBALL 5 on signs at entrances to the City. 5 54 Mayor Roger Cornett commented on the ordinance, noting his pride in the boys basketball team, adding that 5 he felt that for one day the citizens of Richmond ought to be able to show a little enthusiasm. He said the 5 celebration would take the kids to the people instead of asking the people to go to the kids. He said he 5 wanted to personally and publicly thank Coach Giff, the kids and everybody association with this team for 5 giving him so many thrills he could hardly stand it. 5 6 Fire Chief Jim Sticco and Police Chief Dennis Rice outlined the parade route, beginning at Richmond High 6 School. They explained that they had developed the route to go into various parts of the community., 6 6 Councilmember Hutton moved to suspend the rules and advance Ordinance No. 15 - 1992 to second 6i reading and read by title only, seconded by Councilmember Parker and on unanimous voice vote the motion 65 was carried. 10f Common Council Minutes Cont'd April6 ,1992 Y--age-3 1 The Clerk read Ordinance No. 15-1992 on second reading. 2 3 President Elstro announced the ordinance was on public hearing. 4 5 Upon hearing no comment either for or against, Councilmember Parker moved for engrossment, seconded 6 by Councilmember Hutton and on unanimous voice vote the motion was carried. 7 8 Councilmember Lundy moved to suspend the rules and move Ordinance No. 15 - 1992 to third and final 9 reading and read by title only, seconded by Councilmember Hutton and on unanimous voce vote the motion 10 was carried. 11 12 The Clerk read the ordinance on third and final reading by title only. 13 14 Councilmember Hutton requested that once the ordinance was passed that all the players and coaches be 15 given copies as prepared by the Clerk. 16 17 Ordinance No. 15 -1992 was adopted on the following call of the roll: 18 19 Ayes: Lundy, Donat, Parker, Allen, Dickman, Hutton and Elstro (7) 20 Nays: None 21 Absent: Brookbank and McBride 22 23 ORDINANCE NO. 16-1992 24 25 The Clerk read Ordinance No 16 - 1992 - A SPECIAL ORDINANCE AMENDING CHAPTER 154 OF THE 26 RICHMOND CODE COMMONLY KNOWN AS THE ZONING ORDINANCE 27 28 President Elstro announced the Ordinance would go to the Planning Commission 29 30 ORDINANCE NO. 17-1992 31 32 The Clerk read Ordinance No. 17 - 1992 - A SPECIAL ORDINANCE AMENDING CHAPTER 154 OF THE 33 RICHMOND CODE COMMONLY KNOWN AS THE ZONING ORDINANCE 34 35 President Elstro announced the Ordinance would go to the Planning Commission 36 37 ORDINANCE NO.18-1992 38 39 The Clerk read Ordinance No. 18 - 1992 - A SPECIAL ORDINANCE AMENDING CHAPTER 154 OF THE 40 RICHMOND CODE COMMONLY KNOWN AS THE ZONING ORDINANCE 41 42 President Elstro announced the Ordinance would go to the Planning Commission 43 44 ORDINANCE NO 19 -1992 45 46 The Clerk read Ordinance No. 19 - 1992 - AN APPROPRIATION ORDINANCE AMENDING ORDINANCE 47 NO.32 - 1991 SETTING THE SALARIES AND COMPENSATION FOR EMPLOYEES OF THE RICHMOND 48 SANITARY DISTRICT FOR 1992 49 50 President Elstro asked for comments and received some from Jerry Judge of the Sanitary District, who 51 explained that it was basically a reorganization which would save the city $15, 594 by eliminating one 52 position. 53 54 Councilmember Hutton moved to suspend the rules and advance Ordinance No. 19- 1992 to second reading 55 and read by title only, seconded by Councilmember Parker and on unanimous voice vote the motion was 56 carried. 57 58 The Clerk read Ordinance No. 19- 1992 on second reading. 59 60 President Elstro announced the ordinance was on public hearing. 111 61 62 Councilmember Hutton moved for engrossment, seconded by Councilmember Parker and on unanimous 63 voice vote the motion was carried. 64 65 -104 Common Council Minutes Cont'd April-F-1-992 Page-4— - Councilmember Lundy moved to suspend the rules and move Ordinance No. 19 - 1992 to third and final reading and read by title only, seconded by Councilmember Hutton and on unanimous voice vote the motion was carried. I The Clerk read the ordinance on third and final reading by title only. 7 Ordinance No. 19- 1992 was adopted on the following call of the roll: Ayes:Lundy, Donat, Parker,Allen, Dickman, Hutton and Elstro (7) 1 ' Nays: None 1 Absent: Brookbank and McBride 1 4ORDI1 NANCES ON SECOND READING 1 � 1 ORDINANCE NO. 13-1992 1 1 The Clerk read on second reading, Ordinance No. 13-1992-A GENERAL ORDINANCE PROVIDING FOR 18 PERSONAL PROPERTY TAX DEDUCTIONS IN ECONOMIC REVITALIZATION AREAS OF THE CITY OF 1 RICHMOND, INDIANA 2' 2 Upon a request from President Elstro, City Attorney Milligan explained that the ordinance had been 2 discussed by Councilmembers in the Committee of the Whole and the proposed amendment was a result of 2 that discussion. 2 21 President Elstro declared the ordinance open to public hearing. 2• 2 Councilmember Dickman moved for engrossment, seconded by Councilmember Hutton and on unanimous 2 voice vote the motion was carried. 2' 3 Councilmember Lundy moved to suspend the rules and move Ordinance No. 13 - 1992 to third and final 3 reading and read by title only, seconded by Councilmember Parker and on unanimous voice vote the motion 3 was carried. 3 34 The Clerk read the ordinance on third and final reading. 3• 3 Ordinance No. 13-1992 was adopted on the following call of the roll: 3i 3 Ayes: Lundy, Donat, Parker,Allen, Dickman, Hutton and Elstro (7) 3 Nays: None 4 Absent: Brookbank and McBride 4 4, 4 ADJOURNMENT 4, 4 There being no further business,on a motion duly made,seconded and passed, the meeting was adjourned. 4• 441 4 5' Howard J.
