1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday, March
2 16, 1992, in the Council Chambers in said City. President Elstro presided with the following Councilmembers
3 present:Lundy, Brookbank, Donat, McBride, Parker, Allen, Dickman and Hutton. The following business had

2 IN THE CONVERSION OF THE ATLAS UNDERWEAR FACTORY INTO APARTMENTS FOR ELDERLY

2 Councilmember Hutton moved to suspend the rules and move Ordinance No. 14-1992 to second reading,
2� seconded by Councilmember Brookbank and on unanimous voice vote the motion was carried.

31 President Elstro announced the Ordinance was on public hearing.

3i Those speaking in favor of the Ordinance included Bill Foston, Casey Foley, Charles Robinson, Ronald
3 Stirn, Hazel Cox, Joni Martin, Robert Fix, Marvin Elstro and Matt Stegall. Foston, chairman of the Urban
3 Enterprise Association, noted that senior citizens residing in the apartments will be charged only $317. He
3 said the project will enhance the entire neighborhood and community as a whole. He noted, however, that
3' for the project to be successful the other buildings, namely the two taverns, have to go. He asked Council
3 members to judge the project on its own unique merits, noting that it makes sense in terms of business and
3 allows residents to live in the manner they so desire.

4 Foley, director of the Enterprise Zone, gave a detailed explanation of the history of the Atlas Underwear
4 Building and answered questions posed by Council members. He noted that 41 places and on-street parking
413 is already available. What the project requires to make it successful is either a change in character of
44 existing local business or relocation of those businesses. He said that would enhance the marketability of
4. the apartments. The prime objective is to stimulate investment in the private sector and involve all people in
4 the project.

4 Stegall told Council members that Lujon's had been operating as a restaurant and was not serving alcohol,
4 noting that the business was no longer the type of threat it had been in the past. He added that properly
5 developed he felt that Lujon's could be an asset to the area. He said he felt that the bad times in the area
51 are nearly over and said the project would be good for the whole community.

5: Robinson, secretary-treasurer of the Enterprise Zone Asociation, said the project can be good for the city
5 and area and urged Council members to give favorable consideration to the Ordinance.

56 Speaking against the Ordinance, but not necessarily against the project, she said, was Eleanor Van
57 Middlesworth. She noted the project would benefit her immensely since she owns several apartments in the
5 area, but she was concerned about the way the project was going to be financed. She said she thinks if an
5 investor puts his or her own money into a project it's more apt to benefit the neighborhood rather than
6 depend on federal funds.

6 Councilmember Hutton moved for engrossment, seconded by Councilmember Brookbank and on
66 unanimous voice vote the motion was carried.

2 reading and read by title only, seconded by Councilmember Hutton and on unanimous voice vote the motion
3 was carried.

7 Prior to the roll call vote Councilmember Lundy asked and received the reassurance from President Elstro
8 that in voting for the Ordinance they were voting approval for the application of the $200,000 grant and
9 nothing more.

11 Ordinance No. 14-1992 was adopted on the following call of the roll:

18 Councilmember Brookbank made the motion to re-appoint Olin Moore to another four-year term on the
19 Human Rights Commission,a second by Councilmember Hutton and carried on a unanimous voice vote.
