PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, MONDAY,JANUARY 6, 1992
1 The Common Council of the City of Richmond, Indiana met in regular session at 7:30 p.m. Monday,January
2 6, 1992, in the Council Chambers in said City. President Elstro presided with the following Councilmembers
3 present: Lundy, Brookbank, Donat, McBride, Parker, Allen, Dickman and Hutton. Absent: None.
4 Representatives of the media in attendance: Channel 16, WKBV and the Palladium-Item. The following
5 business had to-wit:

11 APPROVAL OF MINUTES OF DECEMBER 16.1991

13 Councilmember Brookbank moved to approve the minutes of the previous meeting as prepared, seconded
14 by Councilmember McBride and on unanimous voice vote the motion was carried.

16 COMMUNICATIONS FROM THE NEW CHAIRMAN

18 President Elstro informed the Councilmembers that they could use first names when addressing each other
19 if they wished. He encouraged cooperation with the new Mayor. He said if Councilmembers have differences
20 of opinions he would ask that they be settled in the regular meetings.

44 Councilmember Brookbank expressed concern about the litter, much of which, she said, is paper from the
45 fast food places. She encouraged all home owners to go beyond their personal real estate and pick up the
46 papers they see in an effort to keep the litter under control.

48 President Elstro noted that he had observed areas where street sweepers had to swing out around parked
49 cars, leaving the debris on the street. He would like to figure out a way to clean those areas.

55 The Clerk read the Ordinance but since it had not been advertised Councilmembers could not act on it.
56 President Elstro asked that the new Councilmembers receive a copy of the Ordinance and that it be properly
57 advertised.
