CITY OF RICHMOND. INDIANA. OCTOBER 21. 1991
1 The Common Council of the City of Richmond, Indiana met in regular session on October 21, 1991 at the
2 hour of 7:30 P.M. in the Council Chambers in said City. President Hutton presided with the following
3 Councilmembers present: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris and Paust.
4 Absent: None. Representatives of the following media were in attendance: WCTV CABLE 16,
5 WKBV/WFMG,WHON/WOLK and Palladium Item. The following business was had to-wit:

11 APPROVAL OF MINUTES OF OCTOBER 7. 1991

13 Councilmember Brookbank moved to approve the minutes of the previous meeting as prepared, seconded
14 by Councilmember Hankinson and on unanimous voice vote the motion was carried.

16 COMMUNICATIONS FROM THE MAYOR,

18 Mayor Frank Waltermann congratulated the Richmond High School Football team on their North Central
19 Conference championship.

21 Mayor Waltermann commented on the new leaf loaders and the excellent job they were doing. He did
22 express his disappointment on the large number of men needed per machine because they were having to
23 rank the leaves away from the curbs and hoped with a better trained crew it would take fewer men. Mayor
24 Waltermann said the City would wait until the end of the leaf season to make a determination on the
25 effectiveness of the equipment.

27 Councilmember Elstro said he had seen the equipment and that it was doing a good job in areas without
28 cars parked on the streets, but felt there would be problems with cars in other areas.

30 Mayor Waltermann said they might address that problem by going to an odd and even day pick up in certain
31 areas to allow parking on one side of the street.

33 Councilmember Elstro said the media might assist by telling the public how to rake their leaves onto the
34 street for proper pick up and Mayor Waltermann agreed it might help if the leaves were pulled out further
35 from the curb.

37 Mayor Waltermann reminded the Council of Operation Safe Crossing to promote railroad safety. He said the
38 luncheon would be held at the Depot at 11 AM on October 23rd and a train ride to Muncie would follow.

42 President Hutton welcomed the students from Mr.Zinkens classes at Richmond High School and asked that
43 it be noted in the record that Mr. Kirby Laughlin was late.

59 Councilmember Parker asked that the Board of Works use the news article on traffic conditions on National
60 Road West and resubmit our Resolution and requests to the State to investigate the problems.

5 Councilmember Brookbank reported on the Humanity in Medicine Award and the honoree being Dr.
6 Clarkson.

14 Merit Commission

16 President Hutton announced that the Council needed to make an appointment to the Police Merit
17 Commission at the next meeting and the person would represent the professional community and needs to
18 be Republican by political affiliation.

20 Update on Birth to Five Process
21
22 Ms. Maureen Gareis, Director of Birth to Five, announced to the Council that the program has been funded
23 through May of 1992 by the State Department of Education. She said there were 236 families involved with
24 the Parents as Teachers Program with 32%of those being at risk children and 10%minority.

26 Ms. Gareis stated that the Parents as Teachers Program only worked with children ages birth to three and
27 plans were currently being made with the Parenting and Guidance Center to service children ages 4 and 5.

29 Councilmember McBride asked if the program was meeting the expectations as first designed by Marshall
30 Moore and Ms. Gareis said the program has not yet met all the ideas, such as the program still only
31 addressing families in the Richmond Community Schools, but they are in the process of expanding to better
32 need the original ideas.

36 Councilmember Brookbank moved to suspend the rules and read Resolutions No. 22 and 23-1991 by title
37 only, seconded by Councilmember Elstro and on unanimous voice vote the motion was carried.

46 Councilmember Parker reported that the committee had met and determined that Colorbox had met all
47 requirements for abatement on equipment.

49 There being no questions or comments, Councilmember Morris moved for adoption, seconded by
50 Councilmember McBride and on unanimous voice vote the motion was carried.

54 The Clerk read by title only Resolution No. 23-1991 - A RESOLUTION DENYING THE STATEMENT OF
55 BENEFITS APPLICATION OF CERTAIN FIRMS INSTALLING NEW MANUFACTURING EQUIPMENT

59 Councilmember Parker reported that the committee had met and determined that Manville would not meet
60 the guidelines and recommended denial.

62 Councilmember. Morris asked why the denial was recommended and Councilmember Parker explained that
63 job retention was a basis for approval and Manville would not be able to meet their commitment for job
64 retention.

1 There being no further questions or comments, Councilmember Morris moved for adoption of Resolution No.
2 23-1991 denying the statement of benefits application for Manville Corporation, seconded by
3 Councilmember Brookbank and on unanimous voice vote the motion was carried.

9 Councilmember Morris moved to suspend the rules and read on first reading by title only Ordinances No.

25 REZONING OF PROPERTY GENERALLY BOUND BY INTERSTATE 70, SALISBURY ROAD, GAAR
26 JACKSON ROAD AND ROUND BARN ROAD NORTH, FROM A-1 AGRICULTURAL DISTRICT TO M-2

29 President Hutton assigned the Ordinance to the Plan Commission for public hearing and recommendation.

33 The Clerk read on first reading by title only Ordinance No. 63-1991 - AN ORDINANCE AMENDING
34 CHAPTER 91 OF THE RICHMOND CITY CODE CONCERNING THE REGISTRATION AND CONTROL OF
35 ANIMALS.

37 President Hutton announced the ordinance would be assigned to the Committee of the Whole and later
38 advertised for public hearing.

40 Councilmember Lundy said she would set a date for a Committee of the Whole and make proper notification.

44 APPROPRIATION ORDINANCE NO.60-1991

46 The Clerk read on second reading Ordinance No. 60-1991 -AN ORDINANCE TO APPROPRIATE WITHIN
47 THE CUMULATIVE CAPITAL DEVELOPMENT FUND.

49 The Proof of Publication was presented and found to be in order. Councilmember Morris moved to accept
50 and file the Proof of Publication, seconded by Councilmember McBride and on unanimous voice vote the
51 motion was carried.

53 President Hutton announced the ordinance was on public hearing.

55 Mayor Waltermann explained to the Council the appropriation was to fund the central garage complex and
56 for an automobile for the Mayor's Office.

58 Councilmember Elstro asked about the time schedule for central garage and Mayor Waltermann said they
59 are now doing the site work for drainage and pads for two buildings including the bus storage building and
60 police and motor pool areas. He said designs are being done for the Street Garage, bay area and work
61 rack area.

63 Councilmember Morris asked to what level this would deplete the Cumulative Capital Development Fund
64 and Mayor Waltermann said the fund would have a zero balance, but the City would receive 320,000.00 into
65 the fund in 1992 and all of these funds will not be spent at once.

1 Councilmember Brookbank asked if the 1992 CCDF funds were earmarked for the central garage and Mayor
2 Waltermann said funds were put into the capital account in 1992 for any amenities needed and the funds for
3 the garage are already in place this year. He stressed that there will be a need to replace equipment in
4 1992.

6 There being no further comment, Councilmember Elstro moved for engrossment, seconded by
7 Councilmember Brookbank and on unanimous voice vote the motion was carried.

9 Councilmember Elstro moved to suspend the rules and move Ordinance No. 60-1991 to third and final
10 reading and read by title only, seconded by Councilmember Brookbank and on unanimous voice vote the
11 motion was carried.

13 The Clerk read the ordinance on third and final reading by title only.

15 Appropriation Ordinance No. 60-1991 was adopted on the following call of the roll:
