PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND. INDIANA. FEBRUARY 19, 1991
1 The Common Council of the City of Richmond, Indiana met in regular session on February 19, 1991 at the
2 hour of 7:30 P.M. in the Council Chambers in said City. President Hutton presided with the following
3 Councilmembers present: Elstro, Lundy, Brookbank, McBride, Parker, Morris and Paust. Absent:
4 Hankinson. Representatives of the following media were in attendance: WKBV/WFMG, WHON/WQLK and
5 Palladium Item. The following business was had to-wit:

13 President Hutton welcomed Boy Scout Troop 100 from St. Mary's Church.

15 APPROVAL OF MINUTES OF FEBRUARY 4, 1991

17 Councilmember McBride moved to approve the minutes of the previous meeting as prepared, seconded by
18 Councilmember Brookbank and on unanimous voice vote the motion was carried.

20 COMMUNICATIONS FROM THE MAYOR

22 Mayor Waltermann commented to the Council on the Legislative Conference sponsored by Indiana Cities
23 and Towns. He said there are over 300 bills introduced that affect cities and towns. Mayor Waltermann
24 informed Council that the bill proposed for fees for IDEM had not come out of committee, but cities still need
25 to be cautious since it could show up as an amendment to another bill.

27 Mayor Waltermann said that the House Bill regarding the alcohol gallonage tax being taken away from cities
28 was also no longer under consideration and the 10%decrease in Motor Vehicle Highway funds to cities was
29 also amended out.

31 Mayor Waltermann congratulated the group from Richmond making a presentation to the Senate for Build
32 Indiana Funds for the Gorge. He told Council that Garrett Boone made the presentation and was backed up
33 by Shirley Rodgers, Mary Walker, Ann Hanes, Jim Kinnett and Mark Gasche. He said it was a good
34 presentation and showed the local support for the project.

36 Mayor Waltermann spoke about a recent Mayor's Round Table and the concerns expressed there over
37 proposed legislation. He commented that the people at the local level will eventually be funding the people
38 at the state level. Mayor Waltermann said an eye must also be kept on the federal budget and how it will
39 affect cities and towns.

53 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY

55 Ms. Hauptstueck was available for questions from the Council.

57 Councilmember Parker asked if the City had received a reply to the letter regarding Toschlog and National
58 Road West and Ms. Hauptstueck said they had not, but Mr. Wiwi will let the Council know as soon as he
59 receives comment.

61 Councilmember Elstro asked about the South L Street railroad and commented that there had been cold
62 patch put on the crossing to help with problem.

64 Mr. Metzger informed Council that he had sent a letter to the railroad allowing thirty (30) days to correct the
65 problem of the city could repair and recoup the expenses. He said it would probably cost 40,000. to repair
66 and the City is putting on the heat to get repairs made.

3 Committee of the Whole

5 Councilmember Lundy announced two Committee of the Whole meetings. She said the Council would be
6 meeting with the Urban Enterprise Association on February 28, 1991 at 7PM and with the Street Department
7 and Sanitary on February 21, 1991 at the Street Garage at 7PM.

9 President Hutton noted that the Urban Enterprise Association would accept questions prior to the meeting in
10 order to have answers.

18 Redevelopment Commission

20 Councilmember Elstro reported on a meeting held regarding TIF financing and that most bills for the Hill's
21 project have now been paid leaving just the interest on the loans. He said they are now out of funds in the
22 TIF account and he will have an item on the agenda at the RP&L meeting regarding this issue.

32 Councilmember Parker moved to suspend the rules and bring Resolution No. 1-1991 from the table for
33 action,seconded by Councilmember Brookbank and on unanimous voice vote the motion was carried.

35 Councilmember Brookbank moved to suspend the rules and read Resolution No. 1-1991 by title only,
36 seconded by Councilmember Elstro and on unanimous voice vote the motion was carried.

40 The Clerk read by title only Resolution No. 1-1991 - A RESOLUTION APPROVING THE STATEMENT OF
41 BENEFITS APPLICATION OF CERTAIN FIRMS INSTALLING NEW MANUFACTURING EQUIPMENT
42 AND/OR CONSTRUCTION IMPROVEMENTS ON REAL ESTATE IN ECONOMIC REVITALIZATION
43 AREAS IN THE CITY OF RICHMOND, INDIANA.

45 Councilmember Parker informed Council the Tax Abatement Committee had met and all four companies
46 involved meet the requirements of law and the committee recommends approval. Councilmember Parker
47 said the requests total a five million dollar investment in equipment.

49 There being no presentations or comments, Councilmember Morris moved for adoption, seconded by
50 Councilmember Paust and on unanimous voice vote the motion was carried.
