PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND. INDIANA. FEBRUARY 4. 1991
1 The Common Council of the City of Richmond, Indiana met in regular session on February 4, 1991 at the
2 hour of 7:30 P.M. in the Council Chambers in said City. President Hutton presided with the following
3 Councilmembers present: Elstro, Lundy, Brookbank, McBride, Parker, Morris and Paust. Absent:
4 I Hankinson. Representatives of the following media were in attendance: WKBV/WFMG, WHON/WQLK and
5 Palladium Item. The following business was had to-wit:

13 Councilmember Brookbank moved to approve the minutes of the previous meeting as prepared, seconded
14 by Councilmember McBride and on unanimous voice vote the motion was carried.

16 ' COMMUNICATIONS FROM THE MAYOR

18 Mayor Waltermann commented to the Council on the march and ceremony held in support of our troops in
19 Saudi Arabia on February 2, 1991. He congratulated Post 65 and VFW 1108 for their efforts in organizing
20 the function and commended the citizens of Richmond for the support. Mayor Waltermann said the
21 ceremony certainly sent a message of support and peace.

23 Mayor Waltermann addressed President Bush's State of the Nation speech and even though he spoke of no
24 new taxes and cutting strings on funds to be returned to states, but he was concerned that funds to the
25 states would also be cut.

27 Mayor Waltermann gave the Council a legislative update on legislation proposed in the Indiana General
28 Assembly. He said much of the proposed legislation will strip city budgets to pay for state programs and the
29 cities will still have to provide services without the funding. Mayor Waltermann told Council the state might
30 ! give cities the option to raise a local tax and he asked Council members to keep up to date and contact their
31 legislators about issues affecting cities and towns.

33 Councilmember Brookbank asked what the City was doing for members of reserves units being activated if
34 they were employed by the City and Mayor Waltermann told Council that currently the City can contribute up
35 to fifteen days the difference in pay. He added that this issue would be discussed at a staff meeting
36 scheduled for the following day.

50 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY

52 Councilmember Elstro asked about the proposed renovation of the Board of Works Room for additional
53 office space and who that was for and Mayor Waltermann told the Council the plans called for office space to
54 be put where the judge's bench and jury box were located and would allow the Urban Enterprise Association
55 to use some of the space thereby freeing up space needed in the Planning Office. He said other space
56 would be available for offices needing it.

58 Councilmember Elstro said he hated to see the City spend money on that project and felt the Urban
59 Enterprise Association could locate elsewhere.

61 Mayor Waltermann told Council the renovation would be paid by the Urban Enterprise Association.

63 Mayor Waltermann reported to the Council that Ms. Hauptstueck had notified him that the State had
64 completed their study of of Toschlog and National Roads and would be forwarding the written document
65 soon. He said she also wanted Council to be aware the State was unable to locate the Resolution regarding
66 National Road West and US 27 North traffic conditions and duplicates would be sent.

1 Councilmember Brookbank reported on the GIS meeting and that Don Craig and Bob Wiwi were requested to
2 get together and develop a time frame and cost and how the cost would be divided and they will be meeting
3 again on February 22, 1991.

21 President Hutton asked Mayor Waltermann to look into the landfill only accepting building materials on
22 weekdays from 7:30 AM to 3:30 PM.

26 Councilmember Brookbank moved to suspend the rules and table Resolution No. 1-1991 and read
27 Resolution No. 2-1991 by title only, seconded by Councilmember Parker and on unanimous voice vote the
28 motion was carried.

26 President Hutton announced the Ordinance was on public hearing.

28 Mr. Dan Dooley, Planning Director,told Council the legal description in the ordinance needed to be changed
29 and asked Council to amend the ordinance to reflect the proper legal description.

31 Councilmember Lundy asked what was proposed for this site and Mr. Dooley said they were not certain of
32 what was proposed and had asked for a commercial zoning to increase the value of the property. Mr.
33 Dooley said without distinct plans, the Planning Commission felt this zoning would be a negative impact for
34 the area and recommended it be denied.

36 Councilmember Morris reminded Council that a C-4 zoning is very permissive and could include an outside
37 display.

39 Councilmember Parker moved to amend Ordinance No. 97-1990 to reflect the proper legal description,
40 seconded by Councilmember Morris and on unanimous voice vote the motion was carried.

42 There being no further discussion, Councilmember Brookbank moved for engrossment, seconded by
43 Councilmember Lundy and on unanimous voice vote the motion was carried.

45 Councilmember Morris moved to suspend the rules and move Amended Ordinance No. 97-1990 to third and
46 final reading and ready by title only, seconded by Councilmember Parker and on unanimous voice vote the
47 motion was carried.

1 President Hutton announced the Ordinance was on public hearing.

3 Councilmember Elstro asked who would enforce the permit fees for street cuts and Mayor Waltermann said
4 the Street Department would and they are currently notify utilities of any street improvements in advance in
5 order to coordinate work. He added that the fees needed to be increased.

7 There being no further comments, Councilmember Morris moved for engrossment, seconded by
8 Councilmember Paust and on unanimous voice vote the motion was carried.

10 Councilmember Brookbank moved to suspend the rules and move Ordinance No. 5-1991 to third and final
11 reading and read by title only, seconded by Councilmember Parker and on unanimous voice vote the motion
12 was carried.
