PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND. INDIANA.JANUARY 22. 1991
1 The Common Council of the City of Richmond, Indiana met in regular session on January 22, 1991 at the
2 hour of 7:30 P.M. in the Council Chambers in said City. President Hutton presided with the following
3 Councilmembers present: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris and Paust.
4 Absent: None. Representatives of the following media were in attendance: WKBV/WFMG, WHON/WQLK
5 and Palladium Item. The following business was had to-wit:

13 Councilmember Brookbank moved to approve the minutes of the previous meeting as prepared, seconded
14 by Councilmember McBride and on unanimous voice vote the motion was carried.

16 COMMUNICATIONS FROM THE MAYOR

18 Mayor Waltermann commented to the Council on the ceremony in honor of Dr. Martin Luther King at the
19 Townsend Community Center. Mayor Waltermann commended Mr. Gene Spicer as Director of Townsend
20 and Mr. Dennis Bronston as Master of Ceremonies. He expressed his pleasure that the youth in attendance
21 outnumbered the adults and that the speaker, Mr.Toby Malichi, addressed the youth in his remarks.

23 Mayor Waltermann notified the Council that the annual Legislative Conference sponsored by the Indiana
24 Cities and Towns would be February 13, 1991 and he encouraged all members of Council to attend. He
25 said many issues will be coming before the General Assembly that will effect cities and towns such as
26 suspension of payment to cities and towns from the alcohol tax, reduced use of lottery money for cities and
27 towns and a proposed 10% cut in the Motor Vehicle Highway distribution to cities and towns. The Mayor
28 indicated this would reduce the City of Richmond's revenues by 87,000.00. Mayor Waltermann asked those

members of Council who would be unable to attend the legislative conference to please stay in touch with
their senator and representative and let them know their feelings on these and other issues affecting cities
31 and towns.

33 Mayor Waltermann continued to stress the importance of making contact with our legislators with the state
34 budget deficit and the need to keep funds at the local level.

36 Councilmember Elstro asked Mayor Waltermann where funding had come from for Planning to get
37 computers to connect with the County and Mayor Waltermann explained this was part of funding the
38 Engineer had held and was approved prior for this expenditure. He said the Engineer determined the best
39 use was to put the funds toward the GIS system. -

41 Councilmember Elstro said he thought the Council would have input into the GIS system and asked how
42 much time Planning would put into the system.

44 Mayor Waltermann said most of the time would be in the Engineer's Office, but Planning would be able to
45 communicate with the County for such reasons as deeds and title information. He said the most costly part
46 of the system will be the County portion and to complete the system it will take about a five year period.

48 President Hutton announced there would be a meeting this Friday on the GIS with Mr. Wiwi and Mr. Dooley
49 and Councilmember Brookbank would be in attendance to represent the Council.

51 Councilmember Elstro commented on the recent tour of possible central garage facilities and that he felt it
52 was good. He asked Mayor Waltermann to keep the Council updated.

54 Mayor Waltermann stated the City needed information on one other piece of property and then he would get
55 an overall information packet to the Council.

57 Councilmember Elstro informed Mayor Waltermann he would be discussing one possible site at the January
58 Executive Board meeting of Richmond Power& Light.

60 Councilmember Morris asked if the Council needed to approve the attendance of members at the Legislative
61 Conference in order for fees to be paid and, with an affirmative response, so moved to approve the
62 attendance of any members of Common Council at the 1991 IACT Legislative Conference and the
63 appropriate fees to be paid from the Council budget, seconded by Councilmember Lundy and on unanimous
64 voice vote the motion was carried.

15 Councilmember Elstro asked that the Board follow up on the railroad crossing on South L Street and Mayor
16 Waltermann said the City has sent correspondence and will follow up.

22 Councilmember Lundy announced a meeting of the Committee of the Whole with the Board of Sanitary
23 Commissioners on January 23, 1991 at 7:00 PM in the Board of Works Room.

10 Councilmember Paust reported that he had spoken with Mr. Willis regarding the fee for trash containers for
11 businesses and that the Sanitary District may not be authorized to charge that fee. He said they are working
12 on an ordinance allowing fees, but that question needs to be cleaned up.

14 Mr. Bruce Metzger stated he has that ordinance in rough draft form.

16 Councilmember Parker said he had comments or questions on members of Council serving on committee
17 without voting rights. He asked what could be done to change that and allow members of Council to vote on
18 the various committees.

20 Mr. Metzger said in some cases those Board or Committees were set up by statute and they would need to
21 go to the legislature for any changes. He said certain Boards that were established by ordinance could be
22 looked into.

24 Councilmember Morris reminded Council they could initiate legislation to change state law through Indiana
25 Cities and Towns.

27 Birth to Five Presentation -Maureen Gareis

Ms. Maureen Gareis, Director of the Birth to Five Process, spoke with the Council regarding the status of the
programs now underway. Ms. Gareis said the main component now operational was the Parents as
31 Teachers Program. Ms. Gareis explained that they have hired eleven Parent Educators and two alternates
32 which are assigned to work within the eleven elementary school districts within the City. She gave the
33 Council a breakdown on the responsibilities of the Parent Educators including personal home visits, group
34 meetings, screening process to assure parents their children are developing as they should and referrals to
35 other agencies within the community when needed. Ms. Gareis also presented a financial report to date.

37 Councilmember Paust stated that he was very interested in the program and like being kept up to date. He
38 said his main concern was future funding and he would appreciate at least quarterly reporting on the process
39 including budgeting and future funding. He added that many programs get started with grants and then no
40 funds are available to continue the programs.

42 Ms.Gareis told the Council that funding is being researched outside of state education funds particularly with
43 the current budget crunch. She said a group had spoken with Gov. Bayh and Dr. DeMao is currently writing
44 grants for the continued state funding and other funds are being actively sought.

46 Councilmember Morris suggested Council lobby the state legislators for continued funding of this program.

48 Richmond Rose Garden Committee Presentation

50 Dr. Don Royer, representing the Richmond Rose Garden Committee, addressed the Council regarding their
51 support of a Rose City Partnership with Zweibrucken, Germany. He gave a background on the relationship
52 between Richmond and Zweibrucken and the visits to Zweibrucken to get ideas for Richmond for a rose
53 garden and ways to attract tourists.

55 Dr. Royer told Council that Mayor Von Blon of Zweibrucken had suggested in 1988 that we develop a Rose
56 City Partnership and in December of 1990, Mayor Waltermann had received the correspondence that they
57 were ready to proceed with the partnership arrangements. Dr. Royer read the certificate received from
58 Zweibrucken and encouraged Council to give their blessings in this endeavor.

60 Dr. Royer further explained that the Rose Garden Committee was looking into ideas for the informal
61 relationship and that possibly a portion of our existing Rose Garden would be dedicated to Zweibrucken or a
62 new garden developed and delegations would be exchanged for each other Rose Festivals.

64 President Hutton commended Dr. Royer and the Committee's work on the Richmond Rose Garden.

1 Councilmember Brookbank moved to give full support of the Richmond Common Council for a Rose City
2 Partnership between Richmond and Zweibrucken, seconded by Councilmember Parker and on unanimous
3 voice vote the motion was carried.

5 President Hutton commented that the Council could have a formal resolution by the next Council meeting.

9 Councilmember Brookbank moved to appoint Councilmember McBride to the Plan Commission,
10 Councilmember Elstro and Jeanetta Nelms to the Redevelopment Commission, Councilmember Hutton to
11 the Urban Enterprise Association, Hope Farber to the Human Rights Commission, Councilmember
12 Hankinson to the Economic Growth and Development Board, and Councilmember Paust to the Economic
13 Growth and Development Loan Fund Board, seconded by Councilmember Hankinson and on unanimous
14 voice vote the motion was carried.

24 Councilmember Elstro moved to suspend the rules and read Ordinance No. 5-1991 on first reading by title
25 only, seconded by Councilmember McBride and on unanimous voice vote the motion was carried.

41 The Proof of Publication was presented and found to be in order. Councilmember Brookbank moved to
42 accept and file the Proof of Publication, seconded by Councilmember Hankinson and on unanimous voice
43 vote the motion was carried.

45 President Hutton announced the Ordinance was on public hearing.

47 Councilmember Parker asked about Section 4 (A) and the reference to no person stringing wires in the
48 parks.

50 Mr. Metzger explained this ordinance was to update the old ordinance and this was reference in the old
51 ordinance and he felt it was to control signage.

53 There being no further comments, Councilmember Parker moved for engrossment, seconded by
54 Councilmember Elstro and on unanimous voice vote the motion was carried.

56 Councilmember Elstro moved to suspend the rules and move Ordinance No.3-1991 to third and final reading
57 and read by title only, seconded by Councilmember Brookbank and on unanimous voice vote the motion was
58 carried.
