REGULAR MEETING
September 11, 2012
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah.
Mayor David L. Sakrison called a Joint City Council/Planning Commission
Workshop to order at 6:01 PM. In attendance were Councilmembers
Kyle Bailey, Doug McElhaney, Kirstin Peterson, Jeffrey Davis and Gregg
Stucki; City Planner Jeff Reinhart, City Manager Donna Metzler,
Administrative Analyst/Economic Development Coordinator Kenneth F.
Davey and City Recorder/Assistant City Manager Rachel Stenta.
In attendance from Moab City Planning Commission were Members
Laura Uhle, Joe Downard and Kelly Thornton.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM. Also in attendance were City Treasurer Jennie Ross, City Engineer
Rebecca Andrus and Public Works Director Jeff Foster. Ten (10)
members of the audience and media were present.
Councilmember Stucki moved to approve the Regular City Council
Minutes of July 31, 2012 and the Special City Council Minutes of
September 7, 2012. Councilmember McElhaney seconded the motion.
The motion carried 5-0 aye.
There were no Citizens to Be Heard.
A Community Development Department Update was not given.
An Engineering Department Update was not given
A Planning Department Update was not given.
A Police Department Update was not given.
A Public Works Department Update was not given.
A status update regarding the Utah State University Moab Campus
Project was given by Steve Hawks, Executive Director of USU Moab
Regional Campus.
Mayor Sakrison opened a public hearing on Public Input on a Petition to
Vacate, Alter or Amend a Subdivision Plat in the Mulberry Grove Planned
Unit Development at 7:14 PM.
No public comment was given.
Mayor Sakrison closed the public hearing at 7:15 PM.
Councilmember Bailey moved to Approve Proposed Resolution #13-2013
— A Resolution Amending the Fiscal Year 2012-2013 Annual Budget as
Corrected. Councilmember Peterson seconded the motion. The motion
carried 5-0 aye by a roll -call -vote.

Councilmember Davis moved to Approve a Request by Ali Lingel for an
Amplified Music Event at Old City Park on September 29, 2012.
Councilmember Bailey seconded the motion. The motion carried 5-0
aye.
Councilmember Bailey moved to Approve a Special Event License for
Christy Williams to Conduct the Women's Congress for Future
Generations on September 30, 2012 at Swanny City Park and a Special
Use of Swanny City Park for Women's Congress for Future Generations
on September 30, 2012. Councilmember Peterson seconded the motion.
The motion carried 5-0 aye.
Councilmember Davis moved to Approve a Special Business Event
License for Moab Folk Festival to Conduct a Music Event on November 1
through 4, 2012 at Various Locations, a Class IV Special Event Beer
License for Eric Jones to Conduct the Moab Folk Festival on November 1
through 4, 2012 at the Center Street Ballfield, a Special Use of Center
Street Ballfield for the Moab Folk Festival on November 1 through 4,
2012, a Conditional Approval of a Park Alcohol Permit for the Moab Folk
Festival at the Center Street Ballfield November 1 through 4, 2012 and
a Local Consent for a Temporary Special Event Beer Permit for Friends of
the Moab Folk Festival to Conduct a Music Festival November 1 to 4,
2012 at the Center Street Ballfield. Councilmember McElhaney
seconded the motion. The motion carried 5-0 aye.
Councilmember Peterson moved to Approve a Contract by and between
the City of Moab and the State of Utah for the Business Expansion and
Retention (BEAR) Program. Councilmember Bailey seconded the motion.
The motion carried 5-0 aye.
Under Reading of Correspondence, Mayor Sakrison read an e-mailed
letter from Rocky Mountain Power regarding Green Power Community
Status.
Under Administrative Report, City Manager Metzler stated that there
were big sewer projects ahead for the City and that she had been
working with the Moab Trails Alliance on the Bike Park Project.
A Report on City/County Cooperation was not given.
Under Mayor and Council Reports, Councilmember Peterson stated
that she had attended her first Canyonlands Health Care Special Service
District meeting and that it was a very interesting group.
Councilmember Peterson stated that there would be a lot of challenges
and also a lot to learn.
Mayor Sakrison stated that he had attended an Airport Board Meeting
and that the project had come in over bid and had been tabled.
Councilmember Stucki stated that the Grand County Solid Waste
Special Service District Meetings had been moved to the second
Thursday of the month.
Councilmember McElhaney moved to pay the bills against the City of
Moab in the amount of $239,733.12. Councilmember Stucki seconded
the motion. The motion carried 5-0 aye by a roll -call -vote.
