HomeMy Public PortalAbout09-02-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 2,2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., September 2,2021,in the Hutton Community Room at the Municipal Building,50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Dakota Collins was there as an alternate. During the protest hearing Ms. Palmer was in her capacity as the City Controller. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Donnie Benedict; Greg Stiens, Director of Board of Public Works and Engineering; Lieutenant Andrew Jury; Captain James Doll; Kara Messier Noe, Purchasing via Zoom; Ryan Mart, Donna and Paul Pardo, Pardo's Service, Inc. and, Media via Zoom. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of August 26, 2021, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the claims for payment for September 3, 2021 in the amount of Eighty Eight Thousand Seven Hundred Seventy Six Dollars and fifty six cents ($88,776.56), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for August 27,2021 in the amount of Seven Hundred Forty Seven Thousand Four Hundred Twenty Dollars and sixteen cents($747,420.16),supported by Ms. Palmer. Upon a vote viva voce, the motion carried PAYROLL CLAIMS FOR PAYMENT FOR PENSION Mr. Evans moved to approve the Payroll Claims for Payment for Pension for August 31, 2021 in the amount of Two Hundred Sixty Three Thousand Three Hundred Seven Dollars and nineteen cents ($263,307.19), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Board of Works Minutes September 2,2021 REQUESTS • HANDICAP SIGN RENEWAL 617 NW 1st Street 303 Randolph Street 73 NW"G" Street 1400 South 8th Street 4 - 380 Hub Etchison Pkwy 721 South 7th Street 327 North 14th Street 226 Kinsey Street Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. • STREET CLOSURES Richmond High School Homecoming Parade On September 15, 2021 starting at 6:00 PM, with SW 13th Street closed by 4:00 PM for parade preparations. We would also like to schedule a rain date of September 16, 2021 at the same times. The route would be the traditional parade route from the Cordell Municipal Pool parking lot down West Main Street,turning right on Southwest 1st Street and crossing US 40 to finish in front of the football field at Richmond High School. This event was cancelled. 4th Street Fair On October 2, and October 3, 2021 the request is to close the following streets from 6:00 AM to 6:00 PM for vendor set up and tear down. 1st Block (A to B) the road is cut down the center with cones or barricades starting at #120. Drivers will be forced right(west side) so they may drop off any people then be forced to turn right(head west) on`B" Street. The East side of`B" Street is blocked on the west side of the alley next to Olde Richmond Inn. This allows for residents and the Inn to use the alley. The west side of"C" Street is blocked on the east side so the alley is accessible. The east side of"C" Street is blocked on the west side so the alley is accessible. Board of Works Minutes September 2,2021 The east side of"D" Street is blocked on the west side so the alley is accessible. 4th block(D to E)the road is cut down the center with cones or barricades starting at #418 and concluding at the east side walk of D Street. Drivers will be forced left(west side) so they will turn on D St and proceed to 3rd Street. (3rd is one way south to north, so no traffic will come that way.) These closing could be adjusted depending on the amount of vendors. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Jus 1 More Bar & Grill Customer Appreciation Day On Saturday, September 25, 2021 they are holding an event in their parking lot. A band is scheduled from 6:00 PM to midnight and they are requesting a noise variance for that event and also requesting to close the sidewalk from the front door of the business on South"H" Street up to the alley. This would only be the sidewalk on the North side of "H" Street. Ms. Palmer moved to approve the Noise Variance, supported by Mr. Evans. Upon a vote viva voce, the motion carried. Ms. Palmer moved to approve the sidewalk closure, supported by Mr. Evans. Upon a vote viva voce, the motion carried. BID OPENINGS -None BID AWARDS -None CONTRACTS -None CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 155-2018 —INDOT—COORDINATION AGREEMENT Additional Preliminary Engineering work is required to be completed by Clark Dietz, Design Engineer for the Complete Street Loop Project. INDOT has agreed to fund 80% of the cost of these additional services. Not to exceed $50,255.00. Mr. Evans moved to approve, supported by Mr. Evans. Upon a vote viva voce, the motion carried. Board of Works Minutes September 2,2021 RESOLUTIONS • RESOLUTION NO.9-2021—TO APPROVE THE TRANSFER OF A PERMANENT RIGHT-OF—WAY UTILITY EASEMENT Indiana American Water has requested that a permanent utility easement be granted to them for the purpose of installing a proposed water main and associated infrastructure. The property is located just south of the "G" Street Bridge on the west side of the Whitewater Gorge. In the exchange for the easement the City will receive $200.00 in compensation. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • UTILITY EASEMENT This is the easement agreement that is explained in Resolution No. 9-2021. • OFFER LETTER This is a letter from Indiana American Water that shows that the City further agrees that the fully executed Utility Agreement Indiana Sales Disclosure form, and W-9 form will be returned to them. They will restore the area disturbed to as good or better condition as existed before construction. Payment will be sent to the City within 45 days of the return of easement documents. Mr. Evans moved to approve contingent to striking the return date of August 31, 2021, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Mr. Evans moved to allow Vicki Robinson as Board President to sign the letter, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. PETITIONS -None MISCELLANEOUS • PROTEST OF CONTRACT DETERMINATION BY TOWING ROTATION VENDOR PER RICHMOND CITY CODE 41.23 After a short recess the Board reconvened to address the protest of the Towing Rotation contract by one of the vendors. There was testimony presented by police officers and the vendor involved. After several questions and discussion from the Board it was decided to take the matter under advisement and make a determination at the next meeting. Mr. Evans moved to take the matter under advisement, supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
