The two side swales have been constructed in such a way as to direct water off of the lot over the driveway rather than the curb. This was a field change that I can accept. Our review is limited to drainage issues and land disturbing activities. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. Within the scope of our design review, to the best of my knowledge and belief, it is my opinion that this drainage plan meets the requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. I offer the following concern. I am unsure if the 10' drainage easement on the west side of the lot has been recorded. This easement is for the double 12" PVC drainage line from the detention area to north (rear). These pipes appear to be within a foot of the proposed foundation of the proposed building on this lot. My concurrence for this plan is offered because I find the issue of the double pipes location an issue I will address during the closeout for the project to the north should it ever be closed out. NET HYDROLOGY REPORT For Lot Number 7 Eleventh Street Tybee Island, Georgia PRE AND POST DEVELOPMENT SITE CONDITIONS The existing site is natural and the ground is generally flat with slopes between 0 percent and 2 percent with few trees. The proposed project is to be cleared of trees and stumps required for construction of a new residential structure. The total site is 0.11 acres with the new structure being approximately 2,400 sf (envelope) and the disturbed acreage being approximately 0.08 acres. The soils in this area have been classified by the Chatham County Soil Survey Map as being Cuc (Chipley -Urban Land Complex). The soils on this site have not been field verified. ANALYSIS METHOD The Rational method was utilized for the analysis of the pre - development and post - development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. Any work performed for the purpose of alleviating or resolving an emergency. h. Impulsive sound. Sound of short duration, usually less than one second, with an abrupt onset and rapid decay. Any activity or use that produces a sound in excess of such noise levels for a receiving land use shall be deemed a "noise disturbance" and is in violation of this Ordinance. b. Measurement of sound. The measurement of sound or noise shall be made with a sound level meter meeting the standards prescribed by the American National Standards Institute or its successor body. The instrument shall be maintained in calibration and good working order. Octave band corrections may be employed in meeting the response specification. A calibration check shall be made of the system at the time of any noise measurement. Measurements recorded shall be taken so as to provide a proper representation of the noise source. The microphone used during measurement shall be positioned so as not to create any unnatural enhancement or diminution of the measured noise. A windscreen for the microphone shall be used when required. Traffic, other transportation noise sources and other background noises shall not be considered in taking measurements except where such background noise interferes with the primary noise being measured. It is the intention that this sound to be measured is what is being created by the sound complained of excluding intruding noises from isolated identifiable sources, but including ambient sound level. The measure of all sound levels shall be made as close to the property line of the receiving land use as is practical. Activities which should be conducted under conditions of exceptional quiet including, but not limited to, operation of schools, libraries open to the public, churches, hospitals, and nursing homes. p. Noise sensitive area. Any area designated for the purpose of ensuring exceptional quiet and clearly posted with "Noise Sensitive Area" signs, because of the noise sensitive activities conducted therein. q. Person. Any individual, partnership, firm, association, joint venture, public or private corporation, trust, estate, commission, board, public or private institution, utility, operative, state agency, municipality or other political subdivisions of this state, any interstate body, or any other legal entity. r. Powered model vehicle. Any self - propelled airborne, waterborne, or landborne model place, vessel, or vehicle, which is not designed to carry persons, including, but not limited to any model airplane, boat, car or rocket. s. Public right -of -way. Any street, avenue, boulevard, highway, sidewalk, lane or similar place which is owned or controlled by a governmental entity. t. Public space. Any real property, including any structure thereon, which is owned or controlled by a governmental entity. u. Pure tone. Any sound which can be distinctly heard as a single pitch or a set of single pitches. v. Real property boundary. An imaginary line along the ground surface, and its vertical extension, which separates the real property owned by one person from that owned by another person, but not including intra - building real property divisions. w.Receiving land use. A logarithmic and dimensionless unit of measure used in describing the relative loudness of level of sound. e. Demolition. Any dismantling, intentional destruction or removal of structures, utilities, public or private right -of -way surfaces, or similar property. f Emergency. Any occurrence or set of circumstances involving actual or imminent physical or psychological trauma or property damage which demands immediate action. g. Emergency work. Any work performed for the purpose of alleviating or resolving an emergency. h. Impulsive sound. Sound of short duration, usually less than one second, with an abrupt onset and rapid decay. Examples of sources of impulsive sound include explosions, drop forge impacts, and the discharge of firearms. If the frequency weighting employed is not indicated, the A- weighting shall apply. (2) Sound level meter. An instrument which includes a microphone, amplifier, RMS detector, integrator or time average, output or display meter, and weighting networks used to measure sound pressure levels, which complies with American National Standards Institute Standard 1.4- 1971 as revised.
