construction on Eleventh Street here on Tybee Island. You will need to have a licensed surveyor or engineer
certify the height of the building from the average elevation of 9.8 feet above msl that we allowed as your
starting elevation. If the structure is determined to over the 35 foot height limit then it will have to be modified.

After visiting Howard Reeve's site on 11th Street this morning, I am comfortable that the drainage is acceptable;
however, the site has not been satisfactorily stabilized.
The two side swales have been constructed in such a way as to direct water off of the lot over the driveway rather
than the curb. This was a field change that I can accept.
Once the site has been stabilized I will close -out this project unless I hear otherwise from you or Downer.

Prior to today's visit Joe and t reviewed this lot after a meeting on Howard Reeve's 10th Place pmjmct to tlr north. At that time we advised that the drainage established did not match
that on the approved drainage plan by Boswell.

Dear Ms. Allen:
We have reviewed the plan for by Boswell Design Services on the above referenced site received by
the City on Friday, 09- 21 -07. Our review is limited to drainage issues and land disturbing activities.
We have not attempted to duplicate the work of the Planning Commission or City staff with regard to
setbacks, density or other zoning or subdivision regulation issues.
Within the scope of our design review, to the best of my knowledge and belief, it is my opinion that this
drainage plan meets the requirements of the Land Development Code of the City of Tybee Island. Any
recommendations do not relieve the project of the requirement to obtain any other required permits,
approvals, etc... by any other governmental body or authority having jurisdiction over any portion of
this project.
I offer the following concern. I am unsure if the 10' drainage easement on the west side of the lot has
been recorded. This easement is for the double 12" PVC drainage line from the detention area to
north (rear). These pipes appear to be within a foot of the proposed foundation of the proposed
building on this lot.
My concurrence for this plan is offered because I find the issue of the double pipes location an issue I
will address during the closeout for the project to the north should it ever be closed out.
Please advise if you have any questions on this review.

PRE AND POST DEVELOPMENT SITE CONDITIONS
The existing site is natural and the ground is generally flat with slopes between 0 percent and 2
percent with few trees. The proposed project is to be cleared of trees and stumps required for
construction of a new residential structure. The total site is 0.11 acres with the new structure
being approximately 2,400 sf (envelope) and the disturbed acreage being approximately 0.08
acres.
The soils in this area have been classified by the Chatham County Soil Survey Map as being
Cuc (Chipley -Urban Land Complex). The soils on this site have not been field verified.
ANALYSIS METHOD
The Rational method was utilized for the analysis of the pre - development and post - development
runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and
for the purpose of sizing pipes, inlets, ditches and detention. The analysis was performed
utilizing the following data:

After talking with Jeff Goodman in reference to Design Pressures he assures me that the
windows on the above referenced project will meet or exceed a DP50 rating. The
windows are tested for three different things. Which are Water, Air, and Structural
performance and they will perform at a DP60 on structural. You will see on the sticker
that it notes that the window exceeds C.B.C. Air infiltration standards. If you need more

In addition to specific requirements for the above permits and approvals, applicants must
demonstrate that they are in compliance with the City of Tybee Island Storm Water Management
requirements as outlined in Chapter 5 -4, Code of Ordinances.
Section 5 -4 -9 Prohibition provides, in part, as follows:
(4.) It is unlawful for any person to cause or permit any storm water to flow from their
property onto the property of another person, unless such storm water naturally
flowed thereon prior to any development activity.
(5.) It is unlawful for any person to interrupt the flow of any storm water runoff from
adjacent property onto their property by any development activity.
As part of the City's approval process applicants must illustrate how these storm water
management prohibitions will be met, including a showing of how storm water naturally flowed
on the affected property (prior to any development activity), and what changes in storm water
flow have occurred or are expected to occur, as attachments to this form. The City's approval or
permit does not guarantee that the applicant's plans will result in meeting requirements. The final
product must actually meet the City Ordinance requirements.

Effective January 1, 2002 the State of Georgia will be enforcing the 2000 Standard
Building Code and 2000 CABO One and Two Family Dwelling Code. The 2000
Standard Building Code in Georgia is in reality the 2000 edition of the International
Building Code with the Georgia State Amendments. The 2000 CABO One and Two
Family Dwelling Code is the 2000 edition of the International Residential Code with
State Amendments.
The following design provisions will be effective on January 1, 2002 for construction in
The City of Tybee Island limits.
Please take the time to make yourself familiar with the changes to these codes, since
these are design standards that will be enforced on plans submitted for review and
inspection.

Section 11 -3 -1 TITLE
This ordinance (Section 11 -3 -1 et. Q.) shall be known as the "Noise Control Ordinance for the City of
Tybee Island, Georgia ".

Section 11 -3 -2 DEFINITIONS
The following shall apply in the interpretation and enforcement of this Ordinance; unless otherwise
specifically stated:
1. Definitions of technical terms used which are not herein defined shall be obtained from publications
of acoustical terminology issued by the American National Standards Institute (ANSI) as its successor
body.
a. Ambient sound level. The noise associated with a given environment, exclusive of a particular
noise being tested, being usually a composite of sounds from many sources near and far, exclusive
of intruding noises from isolated identifiable sources.
b. A- weighted sound level. The sound pressure level in decibels as measured on a sound level meter
using the A- weighting network. The level is designated dB(A) or dBA.
c. Construction. Any site preparation, assembly, erection, substantial repair, alteration, or similar
action, for or of public or private rights -of -way, structures, utilities, or similar property.
d. DecibO (d-B). A logarithmic and dimensionless unit of measure used in describing the relative
loudness of level of sound.
e. Demolition. Any dismantling, intentional destruction or removal of structures, utilities, public or
private right -of -way surfaces, or similar property.
f Emergency. Any occurrence or set of circumstances involving actual or imminent physical or
psychological trauma or property damage which demands immediate action.
g. Emergency work. Any work performed for the purpose of alleviating or resolving an emergency.
h. Impulsive sound. Sound of short duration, usually less than one second, with an abrupt onset and
rapid decay. Examples of sources of impulsive sound include explosions, drop forge impacts, and
the discharge of firearms.

x. Recreational vehicle. Any race car, motorcycle, or any other motorized vehicle equipped for use
in racing or other recreational events or uses off of public rights -of -way on public or private
property.
y. Residential. Any property on which is located a building or structure used wholly or partially for
living or sleeping purposes.
z. Sound. An oscillation in pressure, particle displacement, particle velocity or other physical
parameter, in a medium with internal forces that cause compression and rarefaction of that
medium. The description of sound may include any characteristic of such sound, including
duration, intensity and frequency.
(1) Sound level. The weighted sound pressure level obtained by the use of a sound level meter and
frequency weighting network, such as A, B, or C as specified in American National Standards
Institute specifications for sound level meters (ANSI 51.41971, or the latest approved revision
thereof.) If the frequency weighting employed is not indicated, the A- weighting shall apply.
(2) Sound level meter. An instrument which includes a microphone, amplifier, RMS detector,
integrator or time average, output or display meter, and weighting networks used to measure
sound pressure levels, which complies with American National Standards Institute Standard 1.4-
1971 as revised.
(3) Sound pressure. The instantaneous difference between the actual pressure and the average or
barometric pressure at a given point in space, as produced by sound energy.
(4) Used or occu iced. Either word shall be deemed to include the words "intended, designed, or
arranged to be used or occupied."

Section 11 -3 -3 Exceptions
1. The provisions of this Ordinance shall not apply to:
a. The emission of sound for the purpose of alerting persons to the existence of an emergency.
b. The emission of sound in the performance of emergency work.
c. Agricultural activities, exclusive of those involving the ownership or possession of animals or birds.
d. Public mass transportation vehicles.
e. Church or clock carillons, bells, or chimes.
The emission of sound in the discharge of weapons or in fireworks displays for which a permit has
been issued.
