REGULAR MEETING
September 25, 2012
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM. In attendance were Councilmembers
Kyle Bailey, Jeffrey Davis, Kirstin Peterson, Gregg Stucki and Doug
McElhaney; City Treasurer Jennie Ross, Public Works Director Jeff
Foster, Police Chief Mike Navarre, City Planner Jeff Reinhart, City
Manager Donna Metzler and City Recorder/Assistant City Manager
Rachel Stenta.
REGULAR MEETING &
ATTENDANCE
Mayor Sakrison called the Regular City Council Meeting to order at 7:00 REGULAR MEETING CALLED TO
PM. Sixteen (16) members of the audience and media were present. ORDER
Councilmember Peterson moved to approve the Regular City Council
Minutes of August 28, 2012. Councilmember McElhaney seconded the
motion. The motion carried 5-0 aye.
There were no Citizens to Be Heard.
A Community Development Department Update was not given.
An Engineering Department Update was not given
Under Planning Department Update, City Planner Reinhart reviewed the
upcoming Planning Commission Agenda and stated that the General
Plan Update process would resume the following month.
A Police Department Update was not given.
Under Public Works Department Update, Public Works Director Foster
stated that he had looked into a couple of different paints for City
streets, and that he was working with the City Engineer on the Impact
Fee Study. Public Works Director Foster also stated that staff had been
busy working on striping of City streets, tree trimming and the trip
hazard project.
Mayor Sakrison Proclaimed September 28 and 29, 2012 as Moab Pride
Festival Days in Moab, Utah
Jon Haderlie of Larson, Rosenberger and Associates presented the
Annual Audit of the City of Moab for Fiscal Year 2011-2012.
Councilmember Stucki moved to Accept the Annual Audit of the City of
Moab for Fiscal Year 2011-2012. Councilmember Bailey seconded the
motion. The motion carried 5-0 aye.
Councilmember Peterson moved to approve a Petition to Vacate, Alter
or Amend a Subdivision Plat in the Mulberry Grove Planned Unit
Development as Submitted by Susie Harrington. Councilmember Stucki
seconded the motion. The motion carried 5-0 aye.

and Carma McElhaney. Councilmember Stucki seconded the motion.
Councilmember McElhaney recused himself. The motion passed 4-0 aye.
Councilmember McElhaney moved to approve a Special Business Event
License for the Back To School Carnival to be held on September 29,
2012 at Rotary Park. Councilmember Peterson seconded the motion.
The motion carried 5-0 aye.
Councilmember Peterson moved to award the Animal Shelter
Photovoltaic System Bid to Intermountain Wind & Solar in the amount of
$43,500. Councilmember Bailey seconded the motion. The motion
carried 5-0 aye by a roll -call -vote.
Councilmember Bailey moved to approve the Animal Shelter
Photovoltaic System Contract. Councilmember Peterson seconded the
motion. The motion carried 5-0 aye.
Councilmember Stucki moved to approve Proposed Ordinance #2012-06
- An Ordinance Amending the City of Moab Municipal Code, Title
17.09.220, Off -Street Parking and Loading Requirements and Clarifying
the Application of the Exception to the Off -Street Parking Regulations in
Commercial Zones. Councilmember Davis seconded the motion. The
motion carried 5-0 aye.
Roy Barraclough and Mike Bynum made a Presentation Regarding
Canyonlands Special Service Health Care District and Moab Regional
Hospital Financial Situation. Discussion followed.
Under Reading of Correspondence, Mayor Sakrison read an invitation
from Utah State University for an event on October 3, 2012.
Mayor Sakrison also stated that while he was signing up for the Silver
Sneakers Program, he was approached by a representative of the
Special Olympics Committee and Mayor Sakrison encouraged everyone
to donate to the local Special Olympics.
Under Administrative Report, City Manager Metzler stated that she had
been participating on the Utah State University Infrastructure
Committee and had attended the Community Impact Board meeting
with Grand County. City Manager Metzler then stated that staff had
been dealing with quite a few citizens' issues and complaints and had
been approached by the Bike Park Committee regarding using
volunteers to complete the proposed improvements, which will require
revising the previous agreement.
A Report on City/County Cooperation was not given.
Under Mayor and Council Reports, Councilmember Peterson stated
that she had been contacted by a concerned citizen regarding the
removal of benches along the pathway and how it would affect the
homeless population. Councilmember Peterson stated that she had
requested that Public Works Director Foster keep her informed on the
status of replacements and requested better staff communication with
the community.
Mayor Sakrison stated that he and City Manager Metzler and
Administrative Analyst/Economic Development Coordinator Davey had
attended a ribbon cutting ceremony at the Cinema Court project and

that it is a quality facility.
Councilmember McElhaney stated that he had attended the Utah
League of Cities and Towns (ULCT) Convention in Salt Lake City and that
it had been very informative.
Mayor Sakrison encouraged Councilmembers and City Staff to review
the ULCT sessions on growth and planning that have been posted on
the Internet.
Councilmember Peterson stated that she had attended a bike tour as
part of the ULCT convention of bike lanes and alternate transportation.
Councilmember Stucki stated that he had attended a Grand County
Solid Waste Special Service District Meeting and that the agreement for
the City to take over Recycling Services had become a low priority since
the business had sold. Councilmember Stucki stated that the Recycling
Center had taken in 85 tons of recycling during the month of August.
Councilmember McElhaney moved to pay the bills against the City of
Moab in the amount of $666,669.34. Councilmember Bailey seconded
the motion. The motion carried 5-0 aye by a roll -call -vote.
Mayor Sakrison adjourned the Regular Council Meeting at 8:30 PM.
