HomeMy Public PortalAbout12-18-1989 99 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, DECEMBER 18, 1989 1 The Common Council of the City of Richmond, Indiana met in regular session December 18, 1989 at the 2 hour of 7:30 P.M. in the Council Chambers in said City. President Hutton presided with the following 3 Councilmembers present: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris and Paust. 4 Absent: None. Representatives of the following media were in attendance: WKBVIWFMG, WHON/WQLK 5 and Palladium Item. The following business was had to-wit: 6 7 PLEDGE OF ALLEGIANCE 8 9 SILENT DEVOTIONS 10 11 I APPROVAL OF MINUTES OF DECEMBER 4, 1989 12 13 Councilmember Brookbank moved to approve the minutes of the previous meeting as prepared, seconded 14 by Councilmember Hankinson and on unanimous voice vote the motion was carried. 15 16 COMMUNICATIONS FROM THE MAYOR 17 18 Mayor Frank H. Waltermann announced that he and City Controller Marge Sweet would be going to 19 Indianapolis this Thursday for an appeal hearing with the State Board of Tax Commissioners on property tax 20 relief. He said they would be appealing the 314,000.00 budget cut. 21 22 Mayor Waltermann told the Council that a five member delegation of farmers from the USSR would be in 23 Richmond on December 22, 1989 for a one week visit. 24 25 Mayor Waltermann presented the Council a report from the Building Division of Planning, Permits and 26 Inspection showing the increase in new construction. The report showed a 312% increase in new 27 construction fees for 1989 over 1986. He stated that the credit goes to City employees in all departments. 28 29 Mayor Waltermann, speaking for himself and all 450 City employees, wished the members of Council and 30 all the citizens of Richmond a Happy Holidays and peace and prosperity in the new year. 31 32 i Councilmember Hankinson asked the Mayor if the figures on the report adjusted or actual and Mayor 33 Waltermann stated those were actual figures taken from the monthly reports presented to the Board of 34 Public Works and Safety. 35 36 PRESENTATION OF REMONSTRANCES, PETITIONS AND MEMORIALS 37 38 ' None were presented. 39 40 I REPORTS FROM CITY DEPARTMENTS 41 42 None were presented. 43 44 REPORTS FROM OTHER OFFICES 45 46 None were presented. 47 48 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 49 50 I Councilmember Elstro stated that he still had received no feedback on his complaint on the greenhouses on 51 Liberty Pike and asked that it be checked into. 52 53 REPORTS FROM SPECIAL COMMITTEES 54 55 None were presented. 56 57 REPORTS FROM STANDING COMMITTEES 58 59 None were presented. 60 61 REPORTS FROM SPECIAL COUNCIL COMMITTEES 62 63 None were presented. 64 65 MISCELLANEOUS BUSINESS 66 None was presented. � I a � 1 330 . Common Council Minutes Cont'd December 18, 1989 Page 2 1 RESOLUTIONS 2 3 Councilmember Morris moved suspend the rules and read Resolutions No. 23 and 30-1989 by title only, 4 seconded by Councilmember Parker and on unanimous voice vote the motion was carried. 5 6 RESOLUTION NO.23-1989 7 8 The Clerk read by title only Resolution No. 23-1989 - A RESOLUTION OF THE COMMON COUNCIL OF 9 THE CITY OF RICHMOND, INDIANA, APPROVING AN ORDER OF THE RICHMOND CITY PLAN 10 COMMISSION APPROVING A CERTAIN DECLARATORY RESOLUTION AND REDEVELOPMENT PLAN 11 ADOPTED BY THE RICHMOND REDEVELOPMENT COMMISSION. 12 13 Councilmember Parker questioned that if the Resolution is sent back to the Plan Commission for 14 amendments did it come back to the Council in Ordinance form and President Hutton replied that it would 15 return as Resolution No. 23-1989 with the proposed amendments and if adopted by Council be returned to 16 the Redevelopment Commission for final action. 17 18 Councilmember Hankinson moved to approve the proposed amendments to Resolution No. 23-1989 and to 19 forward the Resolution and proposed amendments to the Plan Commission for adoption and return to 20 Common Council, seconded by Councilmember Morris and on unanimous voice vote the motion was 21 carried. 22 23 RESOLUTION NO.30-1989 24 25 The Clerk read by title only Resolution No. 30-1989 -A RESOLUTION APPROVING THE STATEMENT OF 26 BENEFITS APPLICATION OF CERTAIN FIRMS INSTALLING NEW MANUFACTURING EQUIPMENT 27 AND/OR CONSTRUCTION IMPROVEMENTS ON REAL ESTATE IN ECONOMIC REVITALIZATION 28 AREAS IN THE CITY OF RICHMOND, INDIANA. 29 30 Councilmember Parker informed the Council that the Tax Abatement Committee had met and all 31 applications met the guidelines for job retention or new job creation. 32 33 Councilmember Lundy asked what the new machinery for Dana Corporation was and Councilmember 34 Parker stated it was to accommodate additional orders for manufacturing in the local plant. He said since 35 the abatement was for ten years, if the plant moved prior to the ten years, then they could petition for the tax 36 abatement money to be returned. 37 38 Councilmember Parker reminded the Council that this resolution was only a recommendation to the State 39 Board of Accounts,who review and make the final recommendation on the abatement. 40 41 There being no further discussion, Councilmember McBride moved for adoption of Resolution No. 30-1989, 42 seconded by Councilmember Morris and on unanimous voice vote the motion was carried. 43 44 ORDINANCES 45 46 ORDINANCES ON FIRST READING 47 48 Councilmember Morris moved to suspend the rules and read Ordinance No. 83-1989 on first reading by title 49 only, seconded by Councilmember Brookbank and on unanimous voice vote the motion was carried. 50 51 ORDINANCE NO. 83-1989 52 53 The Clerk read on first reading by title only Ordinance No. 83-1989 - AN ORDINANCE GRANTING 54 PRELIMINARY APPROVAL TO A COMMERCIAL DEVELOPMENT UNIT PROJECT IN A R-3 ONE TO 55 EIGHT FAMILY RESIDENCE DISTRICT ON PROPERTY LOCATED ON THE SOUTH SIDE OF EAST 56 MAIN STREET IN THE 2500 BLOCK, PURSUANT TO ARTICLES 45 AND 48 OF CHAPTER 154 OF THE 57 CODE OF ORDINANCES, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF 58 RICHMOND, INDIANA. 59 60 President Hutton announced the ordinance would be assigned to Plan Commission for public hearing. 61 62 Councilmember Morris stated the hearing for the ordinance would be on December 19, 1989 at 7:30 PM. 63 64 Councilmember Hankinson encouraged all interested parties in the area to attend the Plan Commission 65 hearing. 66 331 Common Council December 18, 1989 Page 3 1 MISCELLANEOUS BUSINESS I 2 3 President Hutton extended the wishes of the Council to all for a merry Christmas and reminded people this is 4 the time to remember those in need by sharing. 5 6 Mr. Walt Chidester expressed to the Council that it was notable that the two member of Council representing 7 Purdue University were appropriately dressed in the Hoosier Red. 8 9 ,ORDINANCES ON SECOND READING 10 11 None were presented. 12 13 ORDINANCE ON THIRD READING 14 15 None were presented. 16 17 ADJOURNMENT 18 19 k There being no further business, on a motion duly made,seconded and passed,the meeting was adjourned. 20 21 22 23 24 25 26 Sarah L.
