FEBRUARY 21. 1989 1 The Common Council of the City of Richmond, Indiana met in regular session February 21, 1989 at the hour 2 of 7:30 P.M. in the Council Chambers in said City. President Hutton presided with the following 3 Councilmembers present: Elstro, Lundy, Brookbank, Hankinson, McBride, Parker, Morris and Paust. 4 Absent: None. The following business was had to-wit: 5 6 PLEDGE OF ALLEGIANCE 7 8 SILENT DEVOTIONS 9 10 APPROVAL OF MINUTES OF FEBRUARY 6. 1989 11 12 Councilmember Hankinson moved to approve the minutes of the previous meeting as prepared,seconded 13 by Councilmember Morris and on unanimous voice vote the motion was carried. 14 15 COMMUNICATIONS FROM THE MAYOR 16 17 Mayor Frank H.Waltermann told the Council that since their meeting with the Street Department he had been 18 meeting with Mr. Hillard to work out summer crew scheduling to address complaint calls. He said they would 19 have four full time crews on large projects and have one crew as a floater to address repeated complaints 20 21 Mayor Waltermann updated the Council on some personnel changes. He said that Waggoner, Irvin and 22 Scheele were still working on upgrading the position description for the personnel position. Mayor 23 Waltermann said adjustments need to be made in that position in order that it can become more of an 24 executive assistant assuming some of the day to day activities of the Mayor's Office, allowing Mayor 25 Waltermann more time to lobby for funds, legislation and be able to be out of the office to work directly with 26 the citizens of Richmond. He said he would forward the information on this position to the members of 27 Council as soon as he received it. 28 29 Mayor Waltermann also brought the Council's attention to the annual report of Rose View Transit and that the 30 City's match was only around 17,000.with the increase in ridership and earned revenues. 31 32 REPORTS FROM OTHER OFFICES 33 34 Human Services Office and Human Rights Commission 35 36 Ms. Sandra Suman, Human Rights Coordinator for the City, presented the Council the annual report of the 37 Human Services Office and the Human Rights Commission along with information on the Home Equity 38 Program. 39 40 Ms.Suman said the office had been in existence for three years and the most recent project was convening 41 the Task Force on housing and homeless. She said this Task Force had met one time and will be meeting 42 every other week through May. 43 44 Ms. Suman said that other study committees meeting would include the Transportation Study Committee 45 with Councilmember Hutton chairing and they would be looking at transportation needs in the County for the 46 elderly, poor and disabled citizens. 47 48 Ms. Suman explained that the Human Services Office is providing grant writing expertise for other agencies 49 and also doing grant writing and administration for the RSVP, SWAG Transportation, Assistance to the 50 Homebound, Information and Referral,Home Equity Conversion and Widowed Persons Service. 51 52 Ms. Suman reported on the activities of the Citizens Action Center and the ombudsman's activities being 53 provided by a student through the Earlham School of Religion along with the Information and Referral 54 telephone service which is answered 24 hours a day, seven days a week. She also spoke briefly of the 55 Human Rights Commission activities with the complaints being taken through the l&R service and referred to 56 the Executive Director to determine if probable cause exists and presented to the seven member 57 commission. 58 59 Ms. Suman told the Council they should be proud of the activities of the Human Services Office, since it is 60 i one of only four in the entire State of Indiana. 61 62 Mayor Waltermann asked Ms. Suman to explained the Taxi Ride Program available through the I&R service 63 and Ms. Suman said the program addressed a need identified through the Transportation Study Committee 64 and provided free taxi service evenings and weekends when other service were not available. She said the 65 funds were provided through the Phillips Trust and the program can be used by persons over 60 and income i t 184 Common Council Minutes Cont'd February 21,1989 Page 2 1 eligible by calling the 966-2255 (I&R)to make the arrangements. 2 3 Councilmember Elstro asked how eligibility was determined over the telephone and Ms. Suman explained the 4 customers must hold a senior ID Card and eligibility is determined at that time. 5 6 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 7 8 Mr. Barden stated he had no formal report since the last meeting was cancelled due to the lack of a quorum 9 and the previous meeting handled only routine business. 10 11 REPORTS FROM SPECIAL COMMITTEES 12 13 Committee of the Whole 14 15 Councilmember Brookbank reminded the members of the Committee of the Whole meeting with the Fire 16 Department on February 23, 1989 at 7:00 PM at Fire House No. 1. 17 18 REPORTS FROM STANDING COMMITTEES 19 20 Reid Hospital 21 22 Councilmember Brookbank reported the Board had met on February 20, 1989 and heard a Reid Foundation 23 Report. They also had a presentation on the Social Services Department of the Hospital and some of the 24 activities they provide for patients. 25 26 Housing Authority 27 28 Councilmember Lundy reported that the Housing Authority had decided to paint all apartments in Sycamore 29 Square that had not been painted in the last five years,to wash the windows twice annually and to have the 30 building exterminated. 31 32 REPORTS FROM SPECIAL COUNCIL COMMITTEES 33 34 None. 35 36 MISCELLANEOUS BUSINESS 37 38 None was presented. 39 40 RESOLUTIONS 41 42 None were presented. 43 44 ORDINANCES 45 46 ORDINANCES ON FIRST READING 47 48 Councilmember Elstro moved to suspend the rules and read Ordinances No. 8,9, and 10-1989 on first 49 reading by title only, seconded by Councilmember McBride and on unanimous voice vote the motion was 50 carried. 51 52 ORDINANCE NO. 8-1989 53 54 The Clerk read on first reading by title only Ordinance No. 8-1989 -AN ORDINANCE TO APPROVE USER 55 RATES AND CHARGES, FOR THE DISCHARGE OF LIQUID WASTES IN THE FACILITIES OF THE 56 RICHMOND SANITARY DISTRICT OF THE CITY OF RICHMOND, INDIANA, TO BE IMPOSED BY THE 57 RICHMOND SANITARY DISTRICT OF THE CITY OF RICHMOND, INDIANA. 58 59 President Hutton announced the Ordinance would be advertised for public hearing on March 6, 1989. 60 61 ORDINANCE NO. 9-1989 62 63 The Clerk read on first reading by title only Ordinance No. 9-1989 -AN ORDINANCE TO APPROPRIATE 64 WITHIN THE LOCAL LAW ENFORCEMENT CONTINUING EDUCATION FUND. 65 185 Common Council Minutes Cont'd February 21, 1989 Page 3 1 President Hutton announced the Ordinance would be advertised for public hearing on March 6, 1989. 2 3 ORDINANCE NO. 10-1989 4 5 The Clerk read on first reading by title only Ordinance No. 10-1989 -AN ORDINANCE TO APPROPRIATE 6 WITHIN THE CUMULATIVE CAPITAL DEVELOPMENT FUND. 7 8 President Hutton announced the Ordinance would be advertised for public hearing on March 6, 1989. 9 10 11 Councilmember Parker requested that Mr. Judge have the following information for the public hearing on 12 Ordinance no. 8-1989: 1. Concerns over sprinkling reduction having to be applied for and if it could not be 13 given to everyone as it had in the past. 2.
