A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
THE CONSOLIDATED ANNUAL ACTION PLAN FOR FISCAL YEAR 2013 AND
FUNDING ALLOCATIONS FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) AND HOME INVESTMENT PARTNERSHIP (HOME) GRANT PROGRAMS
WHEREAS, in order to receive Community Development Block Grant (CDBG)
and HOME Program grant funds, the Department of Housing and Urban Development
(HUD) requires cities to submit a Consolidated Annual Action Plan which serves as a
planning document, an application for federal funds, a strategy to be followed in
carrying out CDBG and HOME funded activities and a basis for assessing
performance; and
WHEREAS, the City expects to have $1,240,540 in CDBG funds and $331,404
in HOME funds available for Fiscal Year (FY) 2013, to carry out goals set in the City's
5 -year Consolidated Plan; and
WHEREAS, the City of Lynwood's Community Development Block Grant
Advisory Commission has conducted the required Public Hearings to obtain citizen input
on the draft Consolidated Annual Action Plan for FY 2013; and
WHEREAS, the Lynwood City Council has reviewed the draft Consolidated
Annual Action Plan and taken into consideration public comments /input relating to
Lynwood's community development and housing needs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The Lynwood City Council approves the Consolidated Annual
Action Plan for FY 2013, and any amendments made at the May 7, 2013 City Council
meeting.
Section 2. The Lynwood City Council approves the following allocations and
activities for FY 2013, with the use of CDBG and HOME grant program funds:

Section 3. Due to the fact that the Department of Housing and Urban
Development has not yet released its final grant allocations for FY 2013, the City
Council authorizes the City Manager to make adjustments to CDBG /HOME activity
budgets as deemed necessary, once final grant allocations are released. Only
adjustments that do not increase /decrease the activity more than 25% and /or
increase /decrease by more than $30,000 will be considered. All other adjustments will
be made through the substantial change process.
Section 4. This Resolution authorizes the required submittal of the
Consolidated Annual Action Plan for FY 2013 and CDBG and HOME funding
applications and certifications to the U.S. Department of Housing and Urban
Development (HUD).
Section 5. This Resolution shall become effective immediately upon its
adoption.
