HomeMy Public PortalAbout04-23-15cA Regular Meeting of the Mayor and Council of the Borough of R1Sa7IAR ME= Carteret was called to order by Council President Randy Krum, April 23 2015 Thursday, April 23, 2015, 6:00 P.M., in the Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call Vote the following were noted present: RCLL Q�J-L Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio Randy Krum " Susan Naples " Joseph W. Sitarz Noted Absent was Mayor Daniel J. Reiman. Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Law Director. In the absence of Mayor Daniel J. Reiman the meeting was Clerk's Note conducted by Council President Randy Krum. Silent Prayer/ The meeting was opened with a minute of silent prayer and Plsige of Alleg>anc-e Pledge of Allegiance led by Council President Randy Krum. 1 SLUBIENT OF H= The Clerk stated that on January 5, 2015, the 2015 Annual Notice =E was mailed to the Home News Tribune, The Star Ledger and posted on the Bulletin Board. Notice was published in the Home News Tribune on January 7, 2015 and The Star Ledger on January 8, 2015. Upon MMS &C by Councilmembers Diaz and Bellino and KUUIES FCR APERWAL unanimous affirmative vote of the five (5) Councilmembers present, the Minutes of April 9, 2015, was approved, transcribed and engrossed by the Clerk. ORDINANCES: First Reading ORDJliM #15-11 ORDINANCE #15 -11 was introduced and adopted on First Reading "Fala darY 2015 and the Clerk authorized and directed to advertise same for Public CAP Bank (M' M 40k:4- 45.14) Hearing to be held on May 14, 2015, upon MMS &C by Councilmembers Diaz and Naples. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the Affirmative. BOROUGH OF CARTERET COUNTY OF MIDDLESEX, NEW JERSEY CALENDAR YEAR 2015 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.1.S.A. 40A: 4- 45:14) 2 1 =bat Public Hearing: CRDll� #15-10 thstxiirg 'Lmlormarg The Clerk stated that Ordinance #15 -10 was introduced and Chapter 254, ib tled adopted on First Reading at a meeting of the Borough Council of 'Vducles and Traffic' the Borough of Carteret on March 12, 2015. It was duly published in the Home News Tribune on April 11, 2015 with notice that it will be considered for final passage after Public Hearing to be held on April 23, 2015 at approximately 600 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C by Councilmembers Diaz and Bellino and Public He i unanimous affirmative vote of the full Council present, the Council President declared the Public Hearing to be opened. There were no comments or objections from the public. There being no further comments or objections to the Ordinance Public Hmrirg Closed the Council President declared the Public Hearing to be closed upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the full Council present. Upon MMS &C by Councilmembers Sitarz and Bellino ORDINANCE #15 -10 "AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 254, ENTITLED "VEHICLES AND TRAFFIC" OF THE CODE OF THE BOROUGH OF CARTERET" was finally Adopted. REPORTS: COMMITTEES- COMMITTEES BUILDINGS & GROUNDS: Committee Chairperson Naples reported the department workers are cleaning out the Community Center from April 10` to June Ist, to accommodate the dance classes and 7 APRIL 23, 2015 COMi MIITEES Cont: also are doing preventive maintenance on the fire and sprinkler system. They are doing spring cleaning, routine tasks and setting up for Disabilities Awareness Day. She then reminded everyone that it is this Saturday, at the Community Center from twelve noon until two o'clock. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported Progress. FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported Progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported progress and said he had reported to Attorney Bergen about the Conrail issues, stating they had started up again very bad last night about four (4) o'clock in the morning shaking his house like an earthquake and he is getting phone calls about it. He said he is looking to do an ordinance stipulating quality of life issues and to have them sustain any operations from midnight to six o'clock in the morning and said they would not only be going after Conrail but also the operator because they have to know what they are doing. Attorney Bergen Attorney Bergen asked if we had purchased a decimal meter and if not to check on it and get some prices on it. Council President Council President Krum asked the Municipal Clerk to get some Krum prices. Attorney Bergen Attorney Bergen said before doing a detailed ordinance they would have to get a decimal reading in the houses . POLICE: Committee Chairperson Sitarz reported Progress. PUBLIC WORKS: Committee Chairperson DiMascio reported Progress. E APRIL 23, 2015 BOARD OF EDUCATION: Committee Chairperson Naples reported COIMMITTEES Cont: that the pre- kindergarten/ kindergarten registration will be held April 20 thru May 15` at the Board of Education Office, 599 Roosevelt Avenue, by appointment and said for further information check on the website, Channel 36 or the sign in Banick Park.
