Board of Commissioners Monthly Workshop
Monday, January 27, 2003 -7:30 p.m.
Town Barn
The Hillsborough Town Board held a monthly workshop on January 27, 2003 at 7:30 PM in the
Hillsborough Town Barn. Present for the Board Meeting were Mayor Joe Phelps, and
Commissioners Frances Dancy, Evelyn Lloyd, Kenneth Chavious, Mark Sheridan and Michael
Gering. School Board Members present were Betty Tom Phelps Davidson, Dana Thompson,
Deloris Simpson, Keith Cook, Randy Copeland, Brenda Stephens, and Libbie Hough. Staff
present were Town Manager Eric Peterson, Planning Director Margaret Hauth, Finance Director
Sherry Carter, Assistant Town Manager/Public Works Director Demetric Potts, and Town
Attorney Bob Hornik.
1. Open the Workshop
Mayor Joe Phelps called the meeting to order at 7:30 PM
2. Agenda Changes & Agenda Approval
By consensus, the Board added a Closed Session for the purposes of discussing Economic Development
and moved Item 3 to be heard after Item 4.
4. Discuss the Proposed Adequate Public Facilities Ordinance with the Orange County School Board
School Board members explained key points of the proposed Adequate Public Facilities Ordinance.
3. Updates from the Mayor & Board on Key Committees/Issues
There were no updates.
5. Discuss the Proposed Corbinton Commons (retirement) Development
The Board discussed the proposed development.
6. Other
ADDED ITEM: Closed Session for the purpose of discussing Economic Development

Upon a motion by Commissioner Dancy, seconded by Commissioner Lloyd, the Board moved to go into
Closed Session for the purpose of discussing Economic Development by a vote of 5-0. The motion was
declared passed.
7. Adjourn
After returning to Open Session, and upon a motion by Commissioner Sheridan, seconded by
Commissioner Dancy, the Board moved to adjourn at 9.00 PM by a vote of 5-0. The motion was declared
passed.
