PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND. INDIANA. AUGUST 1, 1988
1 "The Common Council of the City of Richmond, Indiana met in regular session August 1,1988 at the hour of
2 i 7:30 P.M. in the Council Chambers in said City. President Morris presided with the following Councilmembers
3 present: Elstro,Williams, Brookbank, Hankinson, McBride, Parker, Hutton, and Paust. Absent: None. The
4 :following business was had to-wit:

12 Councilmember Brookbank moved to approve the minutes of the previous meeting as prepared, seconded
13 1 by Councilmember McBride and on unanimous voice vote the motion was carried.

15 COMMUNICATIONS FROM THE MAYOR

17 ' Mayor Frank H. Waltermann reported to the Council that the paver in the Street Department was on its last
18 f legs and there were funds available to transfer to purchase another paver to continue the in house paving.
19 He told the Council that paving had been done on North 19th, North 18th and Railroad Street and sidewalks
20 projects were in progress at St. Pauls Episcopal Church and Bethel AME Church.

22 The Mayor told the Council of a press conference for the Hoosier Celebration 88 event to take place in the
23 Gorge in September.

25 9 Mayor Waltermann complimented the Palladium Item for the publication "A Day in the Life", WHON for the
26 scavenger hunt and WKBV for their Wayne County Day and commented that all media was helping to boost
27 community spirit.

29 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY '

31 Mr. Barden reported the Board had held several unsafe building hearings and approved retirements and
32 promotions within the Richmond Fire Department.

34 ! Councilmember Elstro asked about the railroad tracks and Mr. Barden said he had received no response
35 since they had made a commitment to send a representative to inspect the tracks with a local representative.
36 He said he feels they have taken it as far as they are willing to go and the City will probably have to do their own
37 maintenance and bill the railroad company. He said if the railroad show they meet the federal safety
38 guidelines,they could sue the City for substantial damages if the City were to barricade a track. He said the
39 best way to handle the situation was to make the repairs or clean up and bill the railroad companies.

41 Councilmember Elstro also commented on wrecker services doing a bad job of cleaning up after accidents.

43 i Mr. Barden said they had warned the wrecker services earlier and he I pass this on to the Chief and to Ms.
44 Stout. The clean up is in the agreement with the wrecker services.

50 Councilmember Hutton informed the Council there would be a Committee of the Whole meeting on August
51 8, 1988 at 6:45 PM to go over the proposed 1989 budget. She said if the Council had any questions on a
52 particular budget,they should contact the Department Head in advance.

54 Councilmember Elstro asked Mayor Waltermann if the budget was up 1,000,000.00 as reported in a news
55 article and Mayor Waltermann said it was not.

61 Councilmember Brookbank reported that new equipment for sterilization and mameography had been
62 purchased,along with new radiographic equipment and an NCR computer system.

64 'She said they had adopted a long range plan and the revisionof the medical staff had been approved.
65 Councilmember Brookbank also reported that an AID's policy had been adopted and guidelines updated for

1 having a building or part of a building named after someone. She said that discussion was also held on
2 indigent care costs and county support. The month also ended with a positive financial statement.

8 Councilmember Elstro moved to suspend the rules and read Ordinances No. 46, 47, 48, 49, 50, 51, and
9 52-1988 on first reading by title only, seconded by Councilmember Paust and on unanimous voice vote the
10 motion was carried.

14 The Clerk read on first reading by title only Ordinance No. 46-4988-AN ORDINANCE AUTHORIZING THE
15 BOARD OF COMMISSIONERS FOR THE RICHMOND SANITARY DISTRICT TO DECLARE A DROUGHT
16 EMERGENCY AND TO AUTHORIZE ADDITIONAL CREDITS DURING SUCH EMERGENCY.

18 Councilmember Elstro moved to suspend the rules and move Ordinance No. 46-1988 to second reading,
19 seconded by Councilmember Parker and on unanimous voice vote the motion was carried.

23 President Morris announced Ordinance No.46-1988 was on public hearing.

25 Speaking for Ordinance No.46-1988 was Mr.Jerry Geier, President of the Board of Sanitary Commissioners.
26 Mr.Geier explained to the Council that Ordinance No. 9-1984 set up guidelines for sprinkling adjustments in
27 sewer fees and they are currently using the months of April, May and June as an average billing to make
28 adjustments for lawn sprinkling. Mr. Geier said with the drought conditions of this spring,this was not a fair
29 assessment to make adjustments. He said the Sanitary District also only had 200 persons apply for
30 adjustments in 1987 and have already had over 1,500 this year. Mr. Geier said this ordinance will allow the
31 District to develop guidelines for fairer treatment and to also speed up the process with the credits.

33 Councilmember Parker asked if persons still had to request an adjustment and Mr.Geier said they did have to
34 request the adjustment rather than give them to all. He said the practice of allowing credits for all customers
35 was unfair and possibly could cause the fees to have to be raised.

37 Councilmember Parker said he did not feel it was fair to have to request the adjustment and it also tied up an
38 employees time handling the request.

40 Mr.Geier said if they are able to adjust the computer program,there will be no problems with the adjustments,
41 but not all persons have a credit coming.

43 Councilmember Parker asked how the adjustments were requested and Mr. Geier said they need to contact
44 the Sanitary District and request the proper form.

46 Councilmember Hankinson questioned the logic behind making persons request the credit and Mr. Geier
47 explained that all were paying the April, May and June average in July,August and September whether they
48 were sprinkling or not.

50 Councilmember McBride questioned the interest people would be losing on the overcharge and Mr. Ralph
51 Willis said the Council should bear in mind that the Sanitary does not meter the flow out of the house,they go
52 by the flow into the house and that industries and businesses get no credits, but they try to make it fair for
53 residential customers. He said it is impossible to go carte blanc on the credits, when people normally use
54 more water in the home in the summer time. He said the real issue was how to measure the flow and the
55 District has had no fee increase in the past five years.

47 Park Superintendent Dean Bostrom informed the Council that the police vehicle used as a back up for the
48 park ranger had no radio and also other vehicles purchased through the capital equipment fund need radios.
49 Mr. Bostrom said the transfer will also cover the purchase of a trailer to move the ditch witch. He said the
50 funds are not necessarily surplus, but this is a priority need for the Department.

19 Councilmember Elstro moved to accept and file the Proof of Publication, seconded by Councilmember Paust
20 and on unanimous voice vote the motion was carried.

22 President Morris announced that Ordinance No.45-1988 was on public hearing.

24 Mr. Dick Reitenour, Interim Manager of the Airport, explained to the Council that the Ordinance was to
25 appropriate funds for a maintenance hanger at the airport. He said the Airport was self supporting and they
26 are now making their final payment on the row of T hangers. He said at the present time they do not have the
27 funds to build the maintenance hanger within the airport budget, but this has been part of their long range
28 plans. Mr.Reitenour presented the Council a written statement regarding the hanger.

30 Councilmember Elstro asked about the grant the Airport received this spring and Mr. Reitenour explained it
31 was federal funds for the overlay of a runway in the amount of 600,000.

33 Councilmember Elstro commented that local and federal money had been kicked into the airport in the past.

35 j Councilmember McBride asked what the hanger that was recently built was used for and Mr. Reitenour said it
36 was only for storage, since they were unable to heat it. He said the proposed hanger would be for
37 maintenance of airplanes, preheating of airplanes and deicing.

39 President Morris asked if this was a speculative venture and Mr.Reitenour stated they have had contacts from
40 I people wanting to base a maintenance operation at the Airport. He added they have no lease signed, but
41 I have a current contact that is very interested.

43 President Morris stated she felt it was risky and speculative and would like a firm commitment.

45 !Councilmember Hankinson stated that the feeling is this is essential for larger clients with larger planes. He
46 said it is a calculated risk, but we can't attract larger corporations without the proper maintenance facility. He
47 said he considered it an investment in the growth of the Airport and Richmond.

49 Councilmember Elstro said that corporate planes usually land in bigger airports that do more maintenance. He
50 commented on the condition of the city streets and felt more money should be spent on streets and less on
51 !the airport.

53 President Morris asked about marketing the maintenance and if the ILS has improved traffic or gasoline sales.

55 'Mr. Reitenour said the ILS has increased corporate traffic and now the Airport will quality for an additional ILS
56 approach with the increase in traffic.

111 58 1 Councilmember Hutton asked about a commitment from the Airport to repay this appropriation prior to
59 ;passage of the Ordinance and Mr. Reitenour said he had been working on that concept with the Board.

5 Prior to vote,Councilmember McBride asked if these funds were available without draining other departments
6 and Mayor Waltermann stated they were.

8 President Morris stated she felt other capital projects had more priority.

10 Councilmember Williams said he had supported the Airport in the past, but was not comfortable with this
11 request.

13 Councilmember Parker suggested the funds could be appropriated subject to being expended only upon a
14 written commitment for the operations of a maintenance facility.

16 Mr. Barden said the spending could be conditioned, but not the appropriation. He said Council would not be
17 able to set conditions of expenditures.

19 Councilmember Parker said he would like to see it appropriated and not used without a commitment.

21 Councilmember Paust said they should either be committed to speculate on the building or not. He said the
22 Airport is an asset and the maintenance facility is needed. He said commented on the Economic
23 Development promoting the Airport.
