JULY 18. 1988 1 The Common Council of the City of Richmond, Indiana met in regular session July 18,1988 at the hour of 2 7:30 P.M. in the Council Chambers in said City. President Morris presided with the following Councilmembers 3 present: Elstro,Williams, Brookbank, Hankinson, McBride, Parker, Hutton, and Paust. Absent: None. The 4 following business was had to-wit: 5 6 PLEDGE OF ALLEGIANCE 7 8 SILENT DEVOTIONS 9 10 APPROVAL OF MINUTES OF JULY 5 , 1988 11 12 Councilmember Brookbank moved to approve the minutes of the previous meeting as prepared, seconded 13 by Councilmember Hankinson and on unanimous voice vote the motion was carried. 14 15 COMMUNICATIONS FROM THE MAYOR 16 17 Mayor Frank H. Waltermann reported to the Council that the newly appointed Redevelopment Commission 18 had met today and elected officers. Mr. Ray Crim will serve as President, Mr.Terry Whitesell will serve as Vice 19 President and Ms. Mary Davis will serve as Secretary. Mayor Waltermann said the Redevelopment 20 Commission has established a regular meeting date which will be the third Monday of each month ad 4:00 PM 21 in the Community Room in the Municipal Building. 22 23 The Mayor informed Council that the figures have now been received from the State Board of Tax 24 Commissioners for revenue for 1989 and the City can proceed with budget preparations. 25 26 Mayor Waltermann announced that Mr. Jay Mikesell had resigned as Airport Manager and Mr. Richard 27 Reitenour had resigned from the Airport Board and was acting as interim Manager. 28 29 Mayor Waltermann also told the Council that he had requested a traffic study of traffic in the 5th and 6th Street 30 areas to assist with traffic flow into the Old Richmond Court area and to also be used in design of the new 31 Elder Beerman Parking facility and design of that lot will be completed after the stud y is done. 32 33 The Mayor expressed his concerns over the number of calllthrough the Information and Referral Program 34 about problems with heat and homelessness and asked that Mary Merchanthouse make further comment on 35 those issues. 36 37 Mayor Waltermann said that the consultants working on the Performing Arts/Conference Center feasibility 38 study had been in town and spoke with special interest groups and surveyed some possible locations. Mayor 39 Waltermann deferred further statement on this to President Morris. 40 41 President Morris reported that the Consultants had been in Richmond on July 13, and July 14, 1988 and had 42 interviewed about twenty individuals including persons involved with the performing arts. She said they felt 43 ! the interviews were productive and they were impressed with the level of knowledge. She said they will be 44 investigating five potential sites and have already looked at Civic Hall, McGuire Hall and the Centerville High 45 School. 46 47 Mary Merchanthouse, City Clerk, reported to the Council that the Human Service Office, through referrals 48 from the Information and Referral Program had been working with persons to provide fans and had also been 49 working with the Civil Defense and other agencies to investigate the idea of cool shelters. 50 51 Ms. Merchanthouse also reported that the recent heat problems have created other problems including 52 bringing homelessness out as an issue. She said their office have worked with approximately seven families 53 in the past two working days to provide emergency shelter. 54 55 REPORTS FROM CITY DEPARTMENTS 56 57 Street Department 58 59 Mr. William Hillard, Street Commissioner, reported to the Council that 400,000.00 had been allotted in the 60 budget for overall projects for 1988, with 200,000.00 committed to the South L Street project. He said the 61 Department is now doing hot mix, chip and sealand concrete work. Mr. Hillard also said the Department is 62 picking up limbs, assisting with tree planting,traffic painting and sign maintenance. 63 64 Mr. Hillard stated that the ice storm had not only done enormous damage in the community, it had also caused 65 the Street Department to be backed up on other work and to use a major portion of the overtime budget. � I Common Council Minutes Cont'd July 18,1988 Page 2 1 Mr. Hillard said that they have readjusted work schedules to deal with the heat and are running a third shift for 2 painting and starting earlier in the morning to avoid as much heat as possible. 3 4 Councilmember Elstro asked about tree and stump removal and Mr. Hillard said they had been forced to start 5 over with their zone work due to the ice storm, but will continue working on schedule. 6 7 Mr. Hillard encouraged the members of Council to call with any problems. 8 9 Councilmember McBride asked about the information hand out Mr. Hillard presented Council and if that was 10 all the concrete work scheduled. Mr. Hillard said if they are able to complete the scheduled projects before 11 leaf pick up begins,they would add more projects. 12 13 Councilmember McBride asked about spot repairs for concrete and Mr. Hillard asked he be notified of any 14 problems and indicated they have also been using the General Improvement Fund for concrete work. 15 16 Councilmember Elstro commented on South E Street looking bad due to weeds and President Morris 17 expressed her concerns about the South East Parkway and Main Street entrance to Ravinia Park getting 18 worse each year due to roadway conditions and the need for a sidewalk for children in the Charles School 19 area. 20 21 Mr. Hillard said the Department would need between 700,000.00 and 800,000.00 to be able to make any 22 noticeable improvements and that right now they are only doing the repairs they can afford. 23 24 President Morris asked that consideration be given to continuing the Neighborhood Clean Up Projects and 25 Mr. Hillard said there were none currently scheduled, but they were doing spot clean up when the manpower 26 was available. 27 28 Councilmember Williams expressed his concerns about utility companies making cuts in new streets and 29 asked that they be notified of any new streets to be done so they could schedule their projects in connection 30 with that construction. 31 32 Mr. Hillard said they were notified and were usually cooperative in planning maintenance, but leaks and cave 33 in's were unable to be predicted. He said they are currently working on some ideas to help keeping newly 34 paved streets from having immediate utility cuts. 35 36 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 37 38 Due to the absence of Mr. Barden, no report was made from the Board of Public Works and Safety. 39 40 REPORTS FROM STANDING COMMITTEES 41 42 Plan Commission 43 44 President Morris announced that the Plan Commission would not be meeting in July, due to no business to 45 come before the Commission. 46 47 ORDINANCES 48 49 ORDINANCES ON FIRST READING 50 51 Councilmember Elstro moved to suspend the rules and read Ordinance No.45-1988 on first reading by title 52 only,seconded by Councilmember Williams and on unanimous voice vote the motion was carried. 53 54 ORDINANCE NO. 45-1988 55 56 The Clerk read on first reading by title only, Ordinance No.45-1988 -AN ORDINANCE TO APPROPRIATE 57 WITHIN THE CUMULATIVE CAPITAL DEVELOPMENT FUND. 58 59 President Morris announced that Ordinance No.45-1988 would be advertised for public hearing. 60 61 Mayor Waltermann did explain to the Council that the Ordinance was to appropriate funds for a maintenance 62 hanger at the airport. He said there were corporations looking to build hangers at the facility along with air 63 freight companies using the airport and the hanger was needed to attract business and encourage 64 expansion of the airport facility. He said with growth at the Airport, it will continue to be an Enterprise project 65 and not have to be placed on the tax rolls.
