PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND. INDIANA.DECEMBER 7. 1987
1 The Common Council of the City of Richmond, Indiana met in regular session December 7, 1987 at the hour
2 of 7:30 P.M. in the Council Chambers in said City. President Brookbank presided with the following
3 Councilmembers present: Elstro, Williams, Hankinson, Parker, Hutton, Morris and Theobald. Absent:
4 Whitesell. The following business was had to-wit:

12 Councilmember Hankinson moved to approve the minutes of the previous meetings as prepared, seconded
13 by Councilmember Hutton and on unanimous voice vote the motion was carried.

15 COMMUNICATIONS FROM THE MAYOR

17 Mayor Frank H.Waltermann withheld any statements due to the length of the agenda.

19 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY

21 Ms. Silberstein reported to the Council that the Board had ordered an unsafe property at 447 South 7th
22 Street repaired within six months. She said the property at 1109 Parry Street had been repaired and the
23 Board set February 18, 1988 as the date to receive quotes for demolition of 326 North lath Street unless a
24 compliance schedule and performance bond is posted by February 11, 1988 with repairs to be completed
25 within six months.

27 Ms. Silberstein reported that the Board is investigating handicapped parking at the High School and
28 approved the placement of sodium lights on North E Street and set December 31, 1987 to receive bids for
29 the extension of Sheridan Street.

31 Councilmember Elstro commented on the communications to the railroad on the conditions of the south end
32 crossings and added that two engines had derailed on the L Street crossing. Councilmember Elstro also
33 expressed concern regarding the demolition of the property at 326 North 10th Street and felt the property
34 should be saved.

36 Ms. Silberstein explained the Board had labored with that idea uppermost and it had placed the City in an
37 untenable position. Ms. Silberstein stated the Board had allowed sixty days for the tax purchaser to seek
38 other options and outside assistance to prevent the demolition.

44 President Brookbank informed the Council if they wished to send Mr. Ken Spoon cards,she could provide an

49 Appointment to Police Merit Commission

51 Councilmember Parker moved to appoint Mr.Jim Wagers to a one year term on the Police Merit Commission,
52 beginning in December of 1987, seconded by Councilmember Hutton and on unanimous voice vote the
53 motion was carried.

55 Appointments to Wayne County Convention and Tourism Board

57 Councilmember Parker moved to appoint the following persons to the Wayne County Convention and
58 Tourism Board for a two year term beginning January of 1988: Mr. David Runyon representing the Chamber
59 of Commerce, Ms. Linda Von Pein representing the travel industry and Ms. Rose Ann Grimwood representing
60 the lodging industry. The motion was seconded by Councilmember Morris and adopted on unanimous voice
61 vote.

13 Councilmember Parker asked if this was in compliance with what Mr. Barden recommended and
14 Mr. Barden explained that the Rose Garden is a volunteer committee through the Park Board and
15 the Community Development Corporation is a non profit organization which can be included with
16 the City's insurance. This will not cause an increase to the City's premium.

28 Mr. Dooley explained the funds are made available through the State Department of Human
29 Services and the grant deals with rental houses for repairs and making them eligible for low

31 income families.

20 City Controller, Marge Sweet, explained the ordinance transferred 5,000.00 in the Finance Department from
21 Services and Charges to Capital Outlay for computer equipment update in order to purchase it outright
22 instead of a lease purchase. The transfer also covers computer furniture for the Plan Department and tool
23 boxes for the inspectors along with printing charges for the Law Department.

25 There being no further comment, Councilmember Hankinson moved for engrossment, seconded by
26 Councilmember Parker and on unanimous voice vote the motion was carried.

48 President Brookbank announced Ordinance No. 65-1987 was on public hearing.

50 Chief Nimitz explained to the Council that legislation passed through both the Indiana House and Senate
51 allowed certain court fees on a per citation basis to be returned to local law enforcement for educational
52 purposes. He said the legislation originally allowed the funds to be carried over, but now unused funds
53 return to the Law Enforcement Training Fund. Chief Nimitz said they were lobbying to have the legislation
54 returned to the original version.

56 Councilmember Morris asked how the funds could be used and Chief Nimitz responded they could be used
57 for any type of training, schools, seminars, college credits, etc.

60 Councilmember Elstro and on unanimous voice vote the motion was carried.

62 Councilmember Elstro moved to suspend the rules and move Ordinance No. 65-1987 to third and final
