HomeMy Public PortalAbout09-09-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 9,2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., September 9, 2021, in the Council Chambers the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Matt Evans.Absent was Emily Palmer. Dakota Collins filled in for her as a liaison to the Board. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Kara Messler,Purchasing via Zoom; Suzanne Bias,Office Coordinator for the Mayor;Greg Stiens, Director of Public Works and Engineering; and, Media. APPROVAL OF MINUTES Mr.Evans moved to approve the minutes of September 2,2021, supported by Ms.Robinson.Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for September 10, 2021 in the amount of Six Hundred Ninety Six Thousand Four Hundred Thirty Five Dollars and ninety seven cents ($696,435.97), supported by Mr. Collins. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT-None PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS. -None BID OPENINGS • BID OPENING FOR A BENGAL BRUSH CUTTER WITH TRACTOR There was one bid submitted by Wright Implement in the amount of$158,549.90.This bid was taken under advisement. s Board of Works Minutes September 9,2021 BID AWARDS -None CONTRACTS • CONTRACT NO. 115-2021 —CHRIS TAYLOR He will provide services, advice, direction and assistance to the City with respect to the duties and work of the Information and Technology Department. Will not exceed$5,000.00 with an hourly rate of$29.54. Mr.Evans moved to approve, supported by Mr. Collins.Upon a vote viva voce,the motion carried. CHANGE ORDERS • CHANGE ORDER NO. 2 TO CONTRACT NO. 62-2020 —BUTLER FAIRMAN & SEUFERT—WHITEWATER GORGE CONNECTOR TRAIL—INDOT—R-41306 —DES 1702760 This is for the removal of a section of abandon storm sewer pipe and manhole that is located near station 17 + 25 of trail project. The company that is doing this work is United Construction Services. Not to exceed$2,946.00 Mr.Evans moved to approve, supported by Mr. Collins.Upon a vote viva voce,the motion carried. ADDENDUMS -None RESOLUTIONS -None PETITIONS -None MISCELLANEOUS • THE SIGNING OF THE TITLE PAGE FOR THE COMPLETE STREETS AND LOOP PROJECT TO BE INCORPORATED AS PART OF THE CONSTRUCTION DRAWINGS Mr. Evans moved to approve the signing of the letter, supported by Mr. Collins. Upon a vote viva voce,the motion carried. • FINDING OF FACTS AND DECISION ON THE PROTEST OF CONTRACT DETERMINATION BY TOWING ROTATION VENDOR PER RICHMOND CITY CODE 41.23 Board of Works Minutes September 9,2021 Each Board member read their finding of facts. The conclusion of all the Board members was that there was a breach of contract but saw no reason to terminate the contract. It was also mentioned that the next contract should have language more specific to address this particular situation. Mr. Evans moved to find the vendor to be in breach of the Towing Rotation contract while not terminating them from that rotation moving forward, supported by Mr. Collins.
