CITY OF RICHMOND, INDIANA, NOVEMBER 2,1987
1 The Common Council of the City of Richmond, Indiana met in regular session November 2, 1987 at the hour
2 of 7:30 P.M. in the Council Chambers in said City. President Brookbank presided with the following
3 Councilmembers present: Elstro,Williams, Parker, Hutton,and Morris. Absent: Hankinson,Whitesell and
4 Theobald. The following business was had to-wit:

10 APPROVAL OF MINUTES OF OCTOBER 19.1987

12 Councilmember Elstro moved to approve the minutes of the previous meetings as prepared, seconded by
13 Councilmember Hutton and on unanimous voice vote the motion was carried.

15 COMMUNICATIONS FROM THE MAYOR

17 Mayor Frank H. Waltermann spoke to the Council regarding the E 9-1-1 and an article in the November
18 Readers Digest. The article said only 25% of the population is covered by E 9-1-1 and thirty states have
19 adopted funding mechanisms.

21 Mayor Waltermann reported the audits had been received from the State Board of Accounts and they were
22 nearly perfect.

24 Mayor Waltermann also spoke on the importance of voting, especially in light of the 200 anniversary
25 celebration of the signing of the Constitution.

29 Councilmember Elstro asked if any response had been received on the correspondence regarding the
30 condition of the C&O tracks and Mr. Barden stated he was under the impression they were trying to vacate
31 portions of the tracks.

33 Mayor Waltermann explained to the Council that the CSX Lines have been granted a vacation around Peru
34 which will shut off Richmond, Muncie and Marion from Chicago. He said their ultimate goal is to vacate to
35 Richmond. Mayor Waltermann has contacted the Senators and Congressman about shutting off the
36 Chicago shipping and to be award of vacation of more tracks in Indiana. He said they also want to vacate
37 from Vincinnes to Cincinnati and cities will be forced to get short haulers to run competition.

43 The ordinance for control of vicious dogs will return on public hearing on November 16, 1987.

45 Councilmember Parker encouraged the Council to look over the amended ordinance included in their packets
46 and to consider passing it in its entirety as soon as possible.

48 President Brookbank also stated it needed to be looked over very carefully for consideration.

50 Councilmember Elstro stated it was a good start.

56 Councilmember Brookbank reported it was a good profit month and there was a full account of the Board
57 meeting published in the paper.

61 The regular monthly meeting scheduled for November 3, 1987 has been cancelled due to Elections.

65 President Brookbank welcomed the Richmond High School government students in attendance.

3 Peace Movement Presentation-Mr.Brian Williams

5 Mr. Brian Williams, representing the Bahai Faith,presented the Council a document on World Peace.

7 Mr.Williams stated that peace is not only possible,but inevitable. He said it is not enough to abolish nuclear
8 weapons and armies to achieve peace, but war like attitudes must also be changed by looking at the root
9 causes.

11 Mr. Williams informed the Council how peace can be obtain and the issues important to the Bahai Faith,
12 including abolishing prejudice, adjustments to poverty and wealth, abolish religious strife, equality among
13 the sexes and the education of the world populace.

15 Mr. Williams said the Bahai Faith of Richmond recognizes the Common Council as the regulatory agency of
16 the city and they ask that they read the literature and use it in future decisions.

18 Request to Appeal City Charter

20 Councilmember Elstro asked Mr. Barden how important it was to react to the State's request to appeal the
21 City Charter and Mr. Barden said the state can do it without consent of Council, but the ordinance is
22 important to recognize the existence of the previous charter as the legislative background of the City.

24 Barking Dogs

26 Mr. Ted Turner, 841 S.W. 18th Street approached the Council regarding barking dogs in his neighborhood.
27 Mr.Turner informed the Council there was an excess of dogs in his area and there is a lot of barking, etc. He
28 presented the Council with an ordinance from West Carrolton, Ohio on excessive barking for the
29 consideration of the Council.

35 Councilmember Morris moved to suspend the rules and read Ordinances No. 62 and 63-1987 on first reading
36 by title only, seconded by Councilmember Elstro and on unanimous voice vote the motion was carried.
