PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND,INDIANA,SEPTEMBER 21,1987
1 The Common Council of the City of Richmond, Indiana met in regular session September 21, 1987 at the
2 hour of 7:30 P.M. in the Council Chambers in said City. President Brookbank presided with the following
3 Councilmembers present: Elstro, Williams, Hankinson, Whitesell, Parker, Hutton, Morris and Theobald.
4 Absent:None. The following business was had to-wit:

12 Councilmember Hankinson moved to approve the minutes of the previous meetings as prepared, seconded
13 by Councilmember Hutton and on unanimous voice vote the motion was carried.

15 COMMUNICATIONS FROM THE MAYOR

17 Mayor Frank H. Waltermann presented the members of Council a slide presentation on his recent trip to
18 Serpukov, USSR. The trip was an effort towards solidifying relations with the Russian City for the Sister
19 Cities Program.

21 Mayor Waltermann also related to the Council that the ceremony for the celebration of the Bi-Centennial of
22 the Constitution went very well. He complimented Bob Johnstone and his committee for the celebration and
23 the sculpture placed on the lawn of the City Building. Mayor Waltermann said the bronze figure placed on top
24 of the boulder was designed by MaGaw of Boston and symbolized"We the People",with it free looking figure
25 holding the scales of justice in uplifted arms and the scales holding figures representing parts of the
26 Constitution. He said there would still be other projects presented in connection with the celebration and in
27 1989 the celebration would be for the 200th anniversary of the election of the first President and Congress
28 and the appointment of the first Supreme Court.

30 President Brookbank shared her experience at Vaile School for the celebration and that a message in one of
31 the balloons released has reached a prisoner in Lima, Ohio and been returned to the children, who will be
32 corresponding with the prisoner.

34 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY

36 President Susan Silberstein reported the Board had affirmed or modified Unsafe Building Orders on
37 properties located at 214 North 13th, 202 North 15th and 299 South Q Street. She said the Board had also
38 approved the advancement to Patrolman with the Richmond Police Department for Officers Baker, Branun
39 and Phillips and had approved the promotion of Michael Crawley to the position of Training Officer with the
40 Fire Department.

42 Ms. Silberstein told the Council the Board had set October 1, 1987 to receive bids for the rescue vehicle for
43 the Fire Department and had approve Joint Resolution No. 1-1987 with the Wayne County Commissioners to
44 name the property the City and County government offices are located on as Constitution Plaza.

46 Ms. Silberstein stated the Board had also approved the removal of parking on the west side of the 500 and
47 600 blocks of SW 2nd street and had agreed for the City to perform engineering services for the placement
48 of the traffic signal at the intersection of US 27 North and the Indiana University East entrance.

54 President Brookbank assigned Ordinance No. 51-1987 regarding the Street Tree Commission to the Parks
55 and Recreation Committee to be reported back to the Council Agenda on October 19, 1987.

59 President Brookbank assigned Ordinance No. 54-1987 regarding the control of vicious dogs to the Public
60 Safety Committee to be reported back to the Council Agenda on October 19;1987.

62 Councilmember Whitesell announced there would be a meeting of the Public Safety Committee on October 5,
63 1987 at 12:00 noon in the Community Room for discussion of the proposed ordinance.

3 Councilmember Morris announced the regular meeting of the Plan Commission set for September 22, 1987
4 had been cancelled due to a conflict of the petitioners.

10 Councilmember Hankinson moved to suspend the rules and read Ordinance No. 50, 51, 52, 53, 54, 55 and
11 56-1987 on first reading by title only, seconded by Councilmember Hutton and on unanimous voice vote the
12 motion was carried.

19 Councilmember Hankinson moved to suspend the rules and move Ordinance No. 50-1987 to second
20 reading,seconded by Councilmember Williams and on unanimous voice vote the motion was carried.

24 President Brookbank announced Ordinance No.50-1987 was on public hearing.

26 Mayor Waltermann explained the transfer was to cover the cost for the Mayor's Office for maintenance on
27 the telephone system and to cover long distance charges.

29 There being no further comment, Councilmember Hankinson moved for engrossment of Ordinance No. 50-
30 1987,seconded by Councilmember Williams and on unanimous voice vote the motion was carried.

32 Councilmember Hankinson moved to suspend the rules and move Ordinance No. 50-1987 to third and final
33 reading and read by title only, seconded by Councilmember Williams and on unanimous voice vote the
34 motion was carried.

12 MISCELLANEOUS BUSINESS

14 Councilmember Williams asked the Board of Works about the insulation storage problem at Glazers,
15 commenting the insulation was spreading everywhere and becoming a real nuisance.

17 Mr. Ralph Willis said he had sent a letter to the Manville people. He said they are zoned properly for the
18 storage and the haul to the landfill. He said they need to tighten up the ordinance. Mr. Willis said the
19 solution is to make it an environmental problem as a quasi landfill, but he did suspect that Manville could
20 tighten up their operations.
