HomeMy Public PortalAbout08-24-1987 - Special Meeting PROCEEDINGS OF A SPECIAL MEETING OF THE COM MON COUNCIL OF THE CITY OF RICHMOND.INDIANA.AUGUST 24.1987 1 The Common Council of the City of Richmond, Indiana met in special session August 24, 1987 at the hour of 2 7:30 PM in the Council Chambers in said City. President Brookbank presided with the following 3 Councilmembers present: Elstro, Williams, Hankinson, Whitesell, Hutton, Morris, and Theobald. Absent: 4 Hankinson. The following business was had to wit: 5 6 ORDINANCES 7 8 ORDINANCES ON THIRD READING 9 10 ORDINANCE NO.44-1987 11 12 Councilmember Morris moved to suspend the rules and read on third reading by title only Ordinance No.44- 13 1987,seconded by Councilmember Elstro and on unanimous voice vote the motion was carried. 14 15 The Clerk read on third and final reading by title only, Ordinance No. 44-1987 - AN ORDINANCE FOR 16 APPROPRIATIONS AND TAX RATES. (1988 BUDGET) 17 18 Proper Proof of Publication was presented to the Council for third and final reading. Councilmember Elstro 19 moved to accept and file the Proof of Publication, seconded by Councilmember Hankinson and on 20 unanimous voice vote the motion was carried. 21 22 Mayor Waltermann spoke to the Council regarding the 1988 budget ordinance and complimented City 23 Controller, Marge Sweet for a perfect job on both the 1987 and 1988 budgets. He told the Council he hoped 24 to have a balance from 1987 to turn over into 1988. 25 26 Ordinance No.44-1987 was adopted on the following call of the roll: 27 28 Ayes: Elstro,Williams, Hankinson,Whitesell, Hutton, Morris,Theobald and Brookbank (8) 29 Nays: None 30 Absent: Parker 31 32 ORDINANCES AT COMMITTEE OF THE WHOLE 33 34 Councilmember Morris moved to bring Ordinance No.45-1986 from the Committee of the Whole to second 35 reading on September 8, 1987, seconded by Councilmember Whitesell and on unanimous voice vote the 36 motion was carried. 37 38 ADJOURNMENT 39 40 There being no further business,on a motion duly made and seconded the meeting was adjourned. 41 42 43 44 45 Jane Brookbank, President 46 47 48 49 ATTEST: 50 Mary Merchanthouse, City Clerk 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 1 1 1
