HomeMy Public PortalAbout07-27-1987 i q PROCEEDINGS OF A SPECIAL MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND.INDIANA.JULY 27.1987 1 The Common Council of the City of Richmond, Indiana met in special session July 27, 1987 at the hour of 2 8:15 PM at the Richmond Power&Light Service Building in said City. President Brookbank presided with the 3 following Councilmembers present: Elstro, Williams, Parker, Hutton, Morris, and Theobald. Absent: 4 Whitesell and Hankinson. The following business was had to wit: 5 6 ORDINANCES 7 8 ORDINANCES ON FIRST READING 9 10 ORDINANCE NO.42-1987 11 . 12 Councilmember Morris moved to suspend the rules and read on first reading by title only Ordinance No. 42- 13 1987,seconded by Councilmember Hutton and on unanimous voice vote the motion was carried. 14 15 The Clerk read on first reading by title only, Ordinance No. 42-1987 - AN ORDINANCE RATIFYING THE 16 SALARIES,WAGES AND POSITIONS FOR APPOINTED OFFICERS AND EMPLOYEES OF THE RICHMOND 17 SANITARY DISTRICT FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1988 AND ENDING DECEMBER 31, 18 1988,AS ADOPTED BY THE BOARD OF SANITARY COMMISSIONERS. 19 20 Councilmember Elstro moved to suspend the rules and move Ordinance No. 42-1987 to second reading, 21 seconded by Councilmember Hutton and on unanimous voice vote the motion was carried. 22 23 The Clerk read Ordinance No.42-1987 on second reading. 24 25 President Brookbank announced Ordinance No.42-1987 was on public hearing. 26 27 Speaking for Ordinance No. 42-1987 was Jerry Geier, President of the Board of Sanitary Commissioners. 28 Mr. Geier stated there is a big difference in the operations of the Sanitary District now compared to three 29 years ago and that Mr. Willis and Mr. Judge deserve the credit. He said they are now holding down the 30 number of employees and stressing training. He said they have upgraded their employees and the positions 31 need qualified persons. Mr.Geier said the salaries in the proposed ordinance are assigned to positions and 32 of the persons and if they are not earned,they are not paid. He added with the upgrading of equipment, etc. 33 they are now getting more work out with less employees. 34 35 Also speaking was Mr.Jerald Judge, Sanitary District Administrator. Me.Judge informed the Council that he 36 had heard there were questions on the proposed salaries and that the increase was basically a 5%based on 37 the Consumer Price Index. He said they were wanting to upgrade some high paid positions and did not feel 38 now was the time to cut salaries or dump on employees. 39 40 Mr.Judge said the cash balance of the Sanitary District was zero in 1984 and now is approximately 182,000. 41 He said the sewer maintenance is now doing preventive maintenance and the sewer separation project, 42 solid waste is reducing routes, doing more work and he did not feel it would be fair for them to take a cut in 43 pay. 44 45 Mr. Judge said the landfill in the process of getting approval to continue operations and the tax rate had 46 been solid for four years and it was a bad time to send a negative signal to employees. 47 48 Mr.Judge commented on the midpoint salary range established for job classifications and said he felt games 49 could be played with that by employees changing job descriptions to get more points. He asked the Council 50 to pass the ordinance and let them get the work from the employees. 51 52 Councilmember Morris commented on the fact that the operations are obviously better and there are less 53 employees. 54 55 Mr. Ralph Willis said he now has a lot of grievances written and he needs the latitude built into the salary 56 ordinance to keep people on their toes with appropriate funds for appropriate positions. 57 58 Councilmember Williams stated he never did buy the fact that if a person has been in a job a number of years 59 and new programs would be allowed to hurt that person. He said you must treat employees as people and 60 not mistreat. 61 62 Councilmember Parker asked if revisions had been made to the ordinance from the original ordinance 63 presented and Mayor Waltermann indicated there had not been, but he recommended three positions below 64 their midpoint be brought to the midpoint range. He said the Payroll Clerk should be brought to 13,835 and 65 the Word Processor Operator and Receptionist to 13,088. _66 o Special Common Council Minutes Cont'd July 27, 1987 Page 2 1 Mr. Willis suggested they be raised, since this was an oversight. 2 3 Councilmember Hutton moved to increase the salary for the position of Payroll Clerk to 18,835, seconded by 4 Councilmember Theobald and on unanimous voice vote the motion was carried. 5 6 Councilmember Morris moved to raise the salary for the position of Word Processor Operator to 13,088., 7 seconded by Councilmember Hutton and on unanimous voice vote the motion was carried. 8 g Councilmember Theobald moved to increase the salary for the position of Receptionist to 13,088., seconded 10 by Councilmember Hutton and on unanimous voice vote the motion was carried. 11 12 Councilmember Williams asked if the Council had the authority to change the ordinance and Mr. Barden 13 explained that state laws expressly gives Council control over salaries with the recommendation of the 14 Mayor. He said in other matters such as rate increases the Council only has the right to ratify the decisions 15 of the Sanitary Commissioners. 16 17 There being no further discussion, Councilmember Elstro moved for engrossment of Amended Ordinance 18 No.42-1987,seconded by Councilmember Hutton and on unanimous voice vote the motion was carried. 19 20 Councilmember Morris moved to suspend the rules and move Amended Ordinance No.42-1987 to third and 21 final reading and read by title only, seconded by Councilmember Elstro and on unanimous voice vote the 22 motion was carried. 23 24 The Clerk read Amended Ordinance No.42-1987 on third and final reading by title only. 25 26 Amended Ordinance No.42-1987 was adopted on the following call of the roll: 27 28 Ayes: Elstro,Williams, Parker, Hutton, Morris,Theobald, and Brookbank.
