President Brookbank presided with the following Councilmembers in 3 attendance: Elstro,Williams, Hankinson,Whitesell, Parker, Hutton, Morris and Theobald. Absent: None. 4 The following business was had to-wit: 5 6 ORDINANCES 7 8 ORDINANCES ON SECOND READING 9 10 AMENDED ORDINANCE NO.37-1987 11 12 The Clerk read on second reading Amended Ordinance No.37-1987-AN ORDINANCE SETTING TOTAL 13 REGULAR WAGES AND POSITIONS FOR APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF 14 RICHMOND, INDIANA EXCEPT FOR MEMBERS OF THE POLICE AND FIRE COLLECTIVE BARGAINING 15 UNITS, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1988 AND ENDING DECEMBER 31, 1988, 16 APPROVING THE ADDITIONAL COMPENSATION TO CERTAIN APPOINTED OFFICIALS OF THE CITY, 17 WHO PERFORM SERVICES,OTHER THAN GOVERNMENTAL,WHICH SERVICES ARE CONNECTED WITH 18 THE OPERATION OF THE MUNICIPALLY OWNED UTILITY OR FUNCTIONS. 19 20 President Brookbank explained that the ordinance was on public hearing and she would allow the public to 21 speak prior to comments from Council. President Brookbank asked that persons speaking on the Ordinance 22 in a prior meeting not speak unless they had additional information. 23 24 Councilmember Parker said he had some amendments to propose and asked that Council be allowed to 25 present proposed amendments for audience comments. 26 27 Councilmember Williams stated he would like to correct a news article where he was talking about the 28 proposed Park Department Bond issue and not allowing it to bankrupt the City. He said the comment was in 29 reference only to the bond issue and not the salaries. He said he would like to see the lower positions 30 brought up even if it did mean a large money increase and he feels there may be three or four positions 31 needing changed. 32 33 Councilmember Parker proposed the following amendment: All employees who are in their positions as of 34 December 31, 1987 shall receive a$300.00 annual increase. All positions that are indicated in Ordinance 35 371-1987 and are in excess of$300.00 may receive an increase of 10%not to exceed that amount indicated 36 in the ordinance or to exceed an annual increase of$1,200.00. 37 38 Councilmember Elstro indicated he had five proposed changes including reducing the salary of the Director 39 of Administrative Services to 23,000., reducing the salary of the Purchasing Director to 29,200., reducing 40 the salary of the Park Superintendent to 31,000., reducing the salary of the Assistant Superintendent to 41 23,000., and eliminating the position of Horticulturist at 20,000. 42 43 Councilmember Parker commented on the fact that there was no position of Assistant Park Superintendent 44 to base a salary increase on. 46 I Park Superintendent, Nancy MacCartney explained that the present Director of Planning was performing the 47 duties of Assistant Superintendent and the 1987 salaries showed the salary for that position. 48 49 Councilmember Hutton commented that she would like to see the Park Department Temporary Help budget 50 increased from 51,000. to 71,000.with the elimination of the Horticulturist position. 51 52 Councilmember Theobald said he would like to see the Secretary for the Economic Development Office 53 brought to 14,400. and Mayor Waltermann pointed out the mid point range on the position as refactored was 54 14,389 and requested the increase to held at that figure. 55 56 Director of Administrative Services, Delphia Sue Roberson told the Council that she would like to speak to 57 the position of the Director of Planning in the Parks and that the persons has assumed the role of the 58 Assistant Superintendent with additional responsibilities including personnel and land usage. She explained 59 the position was brought up from a PAT II to a PAT I and she felt the proposed salary was still not sufficient 60 for the new position. 61 62 Mr. Dean Bostrum, Director of Planning for the Park Department,told the Council that a study had been 63 conducted to set up an equitable personnel classification system to pay wages based on responsibility. He 64 said the Council was not taking a look at responsibility of the various positions. He commented that 65 Councilmember Parker's proposal would leave some 30 to 40 percent of the positions still below the mid a J(`e .Wial-GDriana unoikMinutes-CAntti July 22, 1987 Page 2 1 point. 2 3 Councilmember Williams commented that he did not know all the employees of the City and that personalities 4 had not been involved in any decisions by the Council. 5 6 President Brookbank stated she did receive a call from Mr. Simon asked her to relay to the Council that he 7 felt the Park Superintendent was very professional and the City was fortunate to have Ms. MacCartney as 8 Superintendent. 9 10 Mr. Vernon Runnels, Park Department employee, told the Council that from what he has heard this evening, 11 he feels the Council is very unfamiliar with the Park Department and its employees and what they do and 12 accomplish. He said it seems like it would be the responsibility of the Superintendent and the Park Board to 13 educate the Council to the duties of the park employees before they could judge salaries. 14 15 Councilmember Hankinson moved to accept Councilmember Parker's recommendation. The motion was 16 seconded by Councilmember Parker and failed on a voice vote. 17 18 Councilmember Elstro said he felt the recommendation would have hurt the lower classifications of job 19 positions. 20 21 Councilmember Elstro moved to set the salary for the Director of Administrative Services at 23,000. The 22 motion was seconded by Councilmember Hankinson. 23 24 The motion was adopted on the following call of the roll: 25 26 Ayes: Elstro,Williams, Hankinson, Parker and Theobald (5) 27 Nays: Whitesell, Hutton, Morris and Brookbank (4) 28 29 Councilmember Theobald moved to set the salary for the position of Secretary in the Office of Economic 30 Development at 14,189,seconded by Councilmember Hutton and on a call of the roll the motion was 31 adopted. 32 33 Ayes: Williams, Hankinson,Whitesell, Hutton, Morris,Theobald and Brookbank (7) 34 Nays: Elstro and Parker (2) 35 36 Councilmember Elstro moved to set the salary for the position of Purchasing Director at 29,200, seconded 37 by Councilmember Hankinson and on a call of the roll the motion was adopted. 38 39 Ayes: Elstro,Williams, Hankinson,Whitesell, Parker,Theobald and Brookbank (7) 40 Nays: Hutton and Morris (2) 41 42 Councilmember Morris suggested that the Council might receive comments or questions on the motion prior 43 to voting. 44 45 Councilmember Elstro moved to set the salary for the position of Park Superintendent at 31,000.,seconded 46 by Councilmember Hankinson the motion failed on a call of the roll: 47 48 Ayes: Elstro,Williams,Hankinson,and Parker (4) 49 Nays: Whitesell, Hutton, Morris,Theobald and Brookbank (5) 50 51 Councilmember Elstro moved to set the salary for the position of Assistant Park Superintendent at 23,000., 52 seconded by Councilmember Hankinson and on a call of the roll the motion passed. 53 54 Ayes: Elstro,Williams, Hankinson,Whitesell and Parker (5) 55 Nays: Hutton,Morris,Theobald and Brookbank (4) 56 57 Councilmember Hankinson moved to set the funds available for Temporary Help in the Park Department at 58 71,000. The motion was seconded by Councilmember Hutton. 59 160 Mayor Waltermann explained that he had made the decision to cut the original request of the Park for 61 71,000.to 51,000. as it had been in the previous year. 62 63 The motion to increase the Park Temporary Help budget failed on the following call of the roll: 64 65 Ayes: Williams, Hankinson, Hutton and Theobald (4) 66 Nays: Elstro,Whitesell, Parker, Morris and Brookbank (5) 61/7 eiai WewCeuneilMiatatte< Rt'd July 22, 1987 Page 3 1 Councilmember Hankinson moved to eliminate the position of Horticulturist from the salary ordinance.The 2 motion was seconded by Councilmember Elstro. 3 4 Councilmember Morris said she felt with the creation of the Street Tree Commission the Council should 5 consider this position and address the problems of street trees in the community seriously. 6 7 The motion to eliminate the position of Horticulturist passed on the following call of the roll: 8 g Ayes: Elstro,Williams, Hankinson,Whitesell,Theobald and Brookbank (6) 10 Nays: Parker,Hutton and Morris (3) 11 12 Councilmember Williams commented on the Mayor's salary being too low for the City of Richmond and feels it 13 needs to be raised regardless of political party and be kept comparable to other second class cities. 14 15 Councilmember said he might or might not agree,but that salary was not being considered in Ordinance No. 16 37-1987. 17 18 There being no further discussion, Councilmember Elstro moved for engrossment of Amended Ordinance 19 No.37-1987,seconded by Councilmember Parker and on unanimous voice vote the motion was carried. 20 21 Councilmember Hankinson moved to suspend the rules and move Amended Ordinance No.37-1987 to third 22 and final reading and read by title only,seconded by Councilmember Parker and on unanimous voice vote 23 the motion was carried. 24 25 The Clerk read Amended Ordinance No.37-1987 on third and final reading by title only. 26 27 Councilmember Whitesell said he did not agree with all actions take, but it is obvious the City needs a budget 28 set. He said the system to pass the salary ordinance was horrendous and it should not be dealt with in this 29 type of manner. He offered to help restructure the procedure. 30 31 Councilmember Elstro agreed,but also commented that it was needed for the budget. He said he still thinks 32 some department head salaries are too high said this was the worse salary procedure he had been through in 33 twenty years. 34 35 Councilmember Hankinson said he couldn't agree more with Councilmember Whitesell and that asking nine 36 members of Council to know all the city employees and jobs was impossible. He said he did not feel this was 37 the proper format and he knows the employees are dedicated and deserve the raises, but the taxpayers that 38 pay the bill also deserve consideration. 39 40 Councilmember Morris commented she agreed with Councilmember Hankinson on not knowing employees 41 and jobs,but added that the Mayor, City Controller and Department heads do know the employees and. She 42 said this Ordinance was the first serious attempt to bring positions to a good level and she commended the 43 Mayor and his commitment to the employees. She stated the raises would not cause a tax increase. 44 45 Councilmember Williams said it was wrong to wait too long before bringing up positions, it should be done 46 every year to prevent such spreads salary ranges from developing.
