Driscoll, Town Manager Date: December 7, 2017 RE: Agenda Item — Approval of Gift Expenditures As you know, the Honorable Town Council approved a Resolution dedicating a memorial to fallen firefighter Joseph A. Toscano at the August 8, 2017 Town Council Meeting (see attached excerpt from the August 81h Town Council Minutes and Resolution). I am pleased to inform you that Watertown Savings Bank has graciously donated a Gift of Funds in the amount of $2,000 to fund the purchase of a sign and refreshments for the dedication ceremony to be held sometime in or around March 2018. . Pursuant to Massachusetts General Laws Chapter 44, Section 53A, any expenditure of gifts of funds needs the approval of the Town Manager and Town Council. I respectfully request the attached Resolution approving this gift expenditure be placed on the December 12, 2017 Town Council Agenda for your consideration. Reich, Esquire, KP Law Resolution # I R — 2017 - Resolution approving the Acceptance and Expenditure of Gifts of Funds WHEREAS: From time to time, this community is the beneficiary of a gift donated towards improving the quality and spirit of its inhabitants lives; and, WHEREAS, on March 17, 2017 Firefighter Joseph A. Toscano responded to the call to duty in his service to the residents of the City known as the Town of Watertown; and WHEREAS, this call to duty would prove to be Firefighter Toscano's "last alarm"; and I WHEREAS, Firefighter Toscano bravely and selflessly sacrificed his life protecting the safety of the residents of this community; and WHEREAS, this ultimate sacrifice in the line of duty demonstrated Firefighter Toscano's dedication to his job and this community; and WHEREAS, such sacrifice is deserving of commemoration by a grateful community; and WHEREAS, the corner of Merrifield Avenue and Bigelow Avenue will be dedicated in honor of Firefighter Joseph A. Toscano; and WHEREAS, Watertown Savings Bank has graciously donated a Gift of Funds in the amount of $2,000 to fund the purchase of a sign and refreshments for the dedication ceremony to be held sometime in or around March 2018. NOW THEREFORE BE IT RESOLVED: that the Town Council of the City known as the Town of Watertown, hereby accepts and appropriates, pursuant to Massachusetts General Laws Chapter 44, Section 53A, a monetary gift in the amount of $2000 from Watertown Savings Bank, Council Member I hereby certify that at a special meeting of the Town Council for which a quorum was present, the above resolution was adopted by a vote of for, against and _present on December 12, 2017. Council Clerk Mark Sideris, Council President Excerpt from August 8, 2017 Town Council Minutes Consideration and Action on Dedication of a Memorial for Firefighter Joseph A. Toscano at the Corner of Merrifield Avenue and Bigelow Avenue. President Sideris read the Resolution. Councilor Piccirilli moved to approve the Resolution dedicating a memorial to Firefighter Joe Toscano; Councilor Kounelis seconded the motion. Councilor Kounelis made a statement favoring the motion. The motion was adopted unanimously on a voice vote. President Sideris requested that the Town Manager work with Councilor Kounelis to set a date for the dedication and unveiling of the plaque memorializing Firefighter Toscano. TOSCANO RESOLVED: WHEREAS, on March 17, 2017 Firefighter Joseph A. Toscano responded to the call to duty in his service to the residents of the City known as the Town of Watertown; and WHEREAS, this call to duty would prove to be Firefighter Toscano's "last alarm"; and WHEREAS, Firefighter Toscano bravely and selflessly sacrificed his life protecting the safety of the residents of this community; and Lisa J. Feltner, WHEREAS, this ultimate sacrifice in the line of duty demonstrated Firefighter Toscano's District 13 Councilor dedication to his job and this community; and Kenneth M. woodland, WHEREAS, such sacrifice is deserving of commemoration by a grateful community. District D Councilor NOW THEREFORE, BE IT RESOLVED that the Town Council of the City known as the Town of Watertown gratefully acknowledges the ultimate sacrifice made by Firefighter Joseph A. Toscano; and FURTHER BE IT RESOLVED, that the Town Council of the City known as the Town of Watertown hereby dedicates the corner of Merrifield Avenue and Bigelow Avenue in the honor of Firefighter Joseph A. Toscano and hereby requests that the Town Manager direct the installation of appropriate signage in recognition thereof. f!
