HomeMy Public PortalAbout09-16-2021 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, SEPTEMBER 16, 2021 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., September 16, 2021, in the Council Chambers the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk; Police Chief Michael Britt; Elijah Welch, Sanitation Engineer,via Zoom; Greg Stiens,Director of Public Works and Engineering; Suzanne Bias, Office Coordinator for the Mayor;Bill Henry,Code Enforcement; Derek Hill, Director of Code Enforcement; Deputy Fire Chief Andy Buckler; and, Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of September 9, 2021, supported by Mr. Evans. Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for September 17, 2021 in the amount of One Hundred Eight Thousand Seven Hundred Thirty Four Dollars and sixty two cents ($108,734.62), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for September 10, 2021 in the amount of Eight Hundred Twenty Eight Thousand Five Hundred Ninety Nine Dollars and thirty one cents ($828,599.31), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Mr. Evans moved to approve a special Payroll Claims for Payment run for September 10, 2021 in the amount of One Thousand Four Hundred Sixty One Dollars and fifty four cents ($1,461.54), supported by Ms.Palmer. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None Board of Works Minutes September 16,2021 REQUESTS • NEW HANDICAP SIGN 644 South 10th Street Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • STREET CLOSURES Richmond Sanitary District Elijah Welch The Richmond Sanitary District is completing a large sanitary sewer interceptor replacement project along Sheridan Street and NW& SW 1st Street,which will help eliminate and/or reduce sanitary sewer overflows within the basin. This project is required as part of the City of Richmond's Combined Sewer Overflow Long Term Control Plan(CSO LTCP). Brackney, Inc., the contractor, has requested to close a small part of Sim Hodgin Parkway during the siphon construction to keep both the public and the workers safe and to allow for the room needed to complete the work. Phase 2 Closure: Sim Hodgin Parkway between SW 1st Street and Bridge Avenue. The official detour would use Bridge Avenue, Ft Wayne Avenue, Richmond Avenue,NW 5th Street, West Main Street and NW/SW 1st Street. Signage would be per MUTCD. Closure is anticipated to begin September 27, 2021 weather permitting and last approximately 4 weeks. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. Reynolds Plumbing Board of Works Minutes September 16,2021 Starting on September 27, 2021 thru October 1, 2021 they are requesting to close North 13th Street from North"A" Street to Main Street between 7 a.m. to 5 p.m. to install storm sewer for Circle U building at 19 North 13th Street. Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. Biketourberfest Brian Schleeper Cardinal Greenway On Saturday October 2, 2021 they are requesting traffic control at South 2nd Street and East Main Street from 8:45 to 9:20 a.m. during the start of the ride. Traffic control requested at Waterfall Road 9 to 9:45 a.m., Union Pike 9 to 9:45 a.m., Industries Road from 9 to 9:45 a.m. during crossing. These are dangerous crossings for the riders and they feel an officer is essential at these locations. Street closing on South 2nd Street between Wayne County Division of Family Services and Well Care Health from 8:30 to 9:30 a.m. for the safety of the riders. Street closing between 2nd and 3rd Street(between jail and"D" Street 8:45 to 9:30 a.m. or until all riders enter onto the trail. This event was cancelled due to COVID. BID OPENINGS -None BID AWARDS -None CONTRACTS • CONTRACT NO. 111-2021 —RICHMOND POWER& LIGHT This is a reimbursement agreement between the City and Richmond Power&Light for the "Complete Streets Loop Project"DES #1702769. The estimated cost of the installation of the new street lights is $213,951.81. INDOT will be paying 80% of the cost and the City will fund 20% of the cost. Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • CONTRACT NO. 113-2021 —ALPINE MAINTENANCE GROUP,INC. They will provide air system cleaning services for the ductwork and the heating and air conditioning(HVAC) systems located at the Richmond Municipal Building. Not to exceed $19,776.00 Board of Works Minutes September 16,2021 Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 114-2021 —CLARK DIETZ (Complete Streets Loop,Phase II) (Des. No. 1702769) The will provide right of way engineering and right of way services. Not to exceed $11,210.00. INDOT will cover 80% of the cost and the City will cover the other 20% of the cost. Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 117-2021 —MIKESELL EXCAVATING,INC. This is for an emergency removal of a garage located at 952 Butler Street. Not to exceed$2,900.00 Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. CHANGE ORDERS • CHANGE ORDER NO. 3 TO CONTRACT NO. 103-2020 — BRUMBAUGH CONSTRUCTION,INC Because of unforeseen changes needed during the building of the new Fire Training Facility there was additional work needed to be done for the Monument pad and sidewalk. Not to exceed$4,038.13 Ms.Palmer moved to approve, supported by Mr.Evans.Upon a vote viva voce,the motion carried.
