HomeMy Public PortalAbout05-18-1987 609 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, MAY 18,1987 1 The Common Council of the City of Richmond, Indiana met in regular session May 18 1987 at the hour of 2 7:30 P.M. in the Council Chambers in said City. President Pro-tern Whitesell presided with the following 3 Councilmembers present: Hankinson, Parker, Morris and Theobald. Absent: Elstro,Williams, Brookbank 4 and Hutton. The following business was had to-wit: 5 6 REPORT ON ABSENCES 7 8 President Pro-tem Whitesell reported that Councilmembers Elstro and Hutton were absent due to Richmond 9 Power & Light business, Councilmember Williams is ill and Councilmember Brookbank is on personal 10 business. 11 12 APPROVAL OF MINUTES OF MAY 4,1987 13 14 Councilmember Hankinson moved to approve the minutes of the previous meetings as prepared, seconded 15 by Councilmember Parker and on unanimous voice vote the motion was carried. 16 17 COMMUNICATIONS FROM THE MAYOR 18 19 Mayor Frank H. Waltermann reported he had attended a meeting in Greensburg of the Private Industries 20 Council on May 12, 1987. He stated the speaker was Mr. David Kolzow,formerly with Fantas Corporation. 21 Mayor Waltermann said Mr. Kolzow spoke on successful economic development and mentioned 50 to 75 22 things communities should be doing for economic development. Mayor Waltermann informed the Council 23 that Richmond's Economic Development Office was doing the right things. He said on existing businesses 24 he would like to maintain and update a data base and work closely with the County for funding to assist 25 existing businesses and industry. 26 27 Mayor Waltermann informed the Council that there are only 500 industries of over 100 employees looking for 28 new locations in a year over the entire United States. He said between 1981 and 1986 there were eight to ten 29 million jobs lost through plant closings and 8%to 10%of the manufacturing jobs are lost in each community 30 each year. 31 32 He said CIP intends to do a survey for economic development in this region with the central issues being 33 retention and marketing. Mayor Waltermann indicated it was stressed a community must look for the needs 34 of the prospect and stress the quality of life with each person having a responsibility to put forth a good 35 image for the community. 36 37 Mayor Waltermann commented on the All-America City award and that the ceremony this morning had been 38 good and the award richly deserved because it honors each and every citizen in the community. 39 40 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 41 42 President Susan Silberstein reported the Board had awarded the bid for three (3) street sweepers on a five 43 year lease purchase agreement and would be receiving bids for a railroad spur. She stated they also 44 received sealed quotes for the sale of the Rose View Transit buses and has approved requests for the White 45 River State Park games. Ms. Silberstein also stated that she had been appointed as the Plan Commission 46 representative from the Board of Works. 47 48 Councilmember Parker asked if Ms. Silberstein was aware when N.W. 7th Street would be paved and Ms. 49 Silberstein stated she would get the information from Mr.Willis. 50 51 Mr.Jerald Judge reported the work on N.W.7th was scheduled for this week dependent on weather. 52 53 REPORTS FROM SPECIAL COMMITTEES 54 55 COMMITTEE OF THE WHOLE 56 57 58 Councilmember Whitesell reported on the tour of the Fire Department and that it was a very good and informative tour. He said there were no more tours scheduled currently,but two more would be scheduled for 59 June or July. 60 61 REPORTS FROM STANDING COMMITTEES 62 63 PLAN COMMISSION 64 65 Councilmember Morris reported on the retreat for the Master Plan Central Committee indicating it was very IV Common Council Minutes Cont'd May 18, 1987 Page 2 1 good with good attendance. She said initial goals were established and she was very pleased with the 2 committee appointments and their participation. 3 4 5 REPORTS FROM OTHER COUNCIL COMMITTEES 6 7 HUMAN RELATIONS ORDINANCE 8 9 Councilmember Morris reported the Citizen Advisory Committee for the Human Relations Ordinance would be 10 meeting on May 21, 1987 at 7:00 PM in the Board of Works Room and would hear from the director of the 11 Muncie Human Relations Commission and a representative from the Indianapolis Prosecutor's Office. She 12 invited the Council to attend and indicated the meeting should be very informative. 13 14 MISCELLANEOUS BUSINESS 15 16 Student Government Classes 17 18 President Pro-tem Whitesell welcomed the government students from Richmond High School to the Council 19 meeting and explained they would be viewing a slightly different Council meeting this evening since 20 business could not be formally conducted on Ordinances unless six (6) members were in attendance. He 21 said Resolutions could be acted upon, but formal action on Ordinance would not continue past the first 22 reading of the Ordinance. 23 24 RESOLUTIONS 25 26 Councilmember Hankinson moved to suspend the rules and add Resolutions No.5-1987 and No. 6-1987 to 27 the agenda, seconded by Councilmember Parker and on unanimous voice vote the motion was carried. 28 29 Councilmember Hankinson moved to suspend the rules and read Resolutions No. 3, 4, and 6-1987 by title 30 only,seconded by Councilmember Theobald and on unanimous voice vote the motion was carried. 31 32 RESOLUTION NO.3-1987 33 34 The Clerk read by title only Resolution No.3-1987-A RESOLUTION OF THE COMMON COUNCIL OF THE 35 CITY OF RICHMOND, INDIANA. 36 37 Speaking for Resolution No. 3-1987 was Mr. Andrew Cecere, Attorney at Law, 101 South 10th Street, 38 Richmond, Indiana. Mr. Cecere congratulated the City and its citizens on the occasion of the All-America 39 City award and said he was glad that outsiders concurred with his opinion of the City. 40 41 Mr. Cecere informed the Council Resolution No.3-1987 was concerning a bond issue and was an asset for 42 the employment situation in the City of Richmond. He said it would also take care of a vacant building within 43 the City and once again make it a going concern. 44 45 Mr. Cecere said he had been contacted by Mr.Alvin Staley of Southern Coffin & Casket Company and Mr. 46 Roger Sevedge of Arcto Casket Company, two of the largest distributors of metal caskets regarding 47 establishing a manufacturing arm. He said the plant would be located in the Disney-Vista building at 1238 48 Rich Road and would be for the manufacturing of metal caskets. He said there would be 30 regular 49 employees upon opening of the plant with a payroll of 450,000.00 and it would expand to 50 to 60 employees 50 with a payroll of 750,000.00 per year. 51 52 Mr. Cecere indicated it was a$2,000,000.00 bond issue for the acquisition of the building and land and the 53 renovation of facilities and purchase of equipment. 54 55 Mr. Cecere introduced Mr.James R.York who would be manager of the plant and informed the Council they 56 would be glad to answer any questions. 57 58 The Economic Development Commission acted favorably upon the bond issue at a public meeting on May 59 15, 1987. 60 61 There being no further discussion, Resolution No.3-1987 was adopted on the following call of the roll: 62 63 Ayes: Hankinson,Whitesell, Parker, Hutton and Theobald (5) 64 Nays: None 65 Absent: Elstro,Williams,Brookbank and Hutton (4) I Common Council Minutes Cont'd May 18, 1987 Page 3 1 RESOLUTION NO.4-1987 2 3 The Clerk read by title only Resolution No. 4-1987-A RESOLUTION CONFIRMING RESOLUTION NO. 2- 4 1987. 5 6 Speaking for Resolution No.4-1987 was Mr. Dan Dooley, Planning Director. Mr. Dooley informed the Council 7 I the resolution confirms Resolution No. 2-1987 setting the time limitations for filing for a deduction from the 8 assessed value of property that has been rehabilitated or redeveloped in an Economic Revitalization Aea. 9 10 Mr. Dooley stated a public hearing and time to receive remonstrances was legally advertised and no 11 remonstrances were received. 12 13 Ms. Silberstein informed the Council the public hearing had been properly advertised. Councilmember Parker 14 moved to accept and file the Proof of Publication, seconded by Councilmember Morris and on unanimous 15 voice vote the motion was carried. 16 17 There being no further discussion, Councilmember Hankinson moved for adoption of Resolution No.4-1987, 18 seconded by Councilmember Parker and on unanimous voice vote the motion was carried. 19 20 RESOLUTION NO.5-1987 21 22 President Pro-tern Whitesell requested Mayor Waltermann to read Resolution No.5-1987 in its entirety. 23 24 25 RESOLUTION NO.5-1987 26 27 A RESOLUTION TO DECLARE"ALL AMERICA CITY" DAY IN THE CITY OF RICHMOND,INDIANA 28 29 WHEREAS, the City of Richmond has been awarded the title of"All-America City'; and, 30 31 WHEREAS, this pinnacle of success was attained by all segments of our community; school children, 32 laborers, business leaders,organizations,families and media working as a team;and, 33 34 WHEREAS, our Community has received the acknowledgment and recognition which it richly deserves as 35 we work together and turn our problems into successes;and, 36 37 WHEREAS, the designation of"All-America City"denotes that we, as a Community, have the strength 38 and vision that will carry us into a prosperous future;and, 39 40 WHEREAS, the City of Richmond now serves as a role model for all communities in Indiana to follow. 41 42 NOW THEREFORE BE IT RESOLVED by the Richmond Common Council and Mayor Frank H.Waltermann 43 that May 18, 1987 be hereby proclaimed ALL-AMERICA CITY DAY in the City of Roses, and all Citizens are 44 asked to celebrate their success in attaining this award. 45 46 Councilmember Hankinson moved for adoption of Resolution No. 5-1987, seconded by Councilmember 47 Parker and on unanimous voice vote the motion was carried. 48 49 President Pro-tern Whitesell added the congratulations of the Common Council and pledged their support . 50 He stated this was a banner day in Richmond with the All-America City Award and new business being 51 announced. 52 53 I RESOLUTION NO.6-1987 54 55 The Clerk read by title only Resolution No. 6-1987 - A RESOLUTION AUTHORIZING THE CITY OF 56 RICHMOND TO MAKE FULL APPLICATION FOR AN INDUSTRIAL DEVELOPMENT INFRASTRUCTURE 57 PROGRAM GRANT,AND AUTHORIZING THE MAYOR TO SIGN AND SUBMIT SUCH APPLICATION TO THE 58 INDIANA DEPARTMENT OF COMMERCE. 59 60 Speaking for Resolution No. 6-1987 was Mr. Richard Freeman. Mr. Freeman added his congratulations for 61 the All-America City Award. Mr. Freeman informed the Council the grant was for 66,615.00 for the 62 construction of a railroad spur to the Richmond Gear building for Mid-Continent Paper Converters and was 63 through the Indiana Department of Commerce. He said Mid-Continent would be making a 1,000,000.00 64 investment in the City and would be employing 62 persons within twenty-four(24) months. 65 Common Council Minutes Cont'd May 18, 1987 Page 4 1 Mr.William McDermott, Economic Development Director, also spoke in support of Resolution No.6-1987 and 2 added that it was nice to see three resolutions on the Agenda dealing with honors for the City or economic 3 development. 4 5 Councilmember Morris congratulated Mr. McDermott on his recent successes with bringing additional 6 industry to the City. 7 8 There being no further comment, Councilmember Hankinson moved to adoption of Resolution No. 6-1987, 9 seconded by Councilmember Parker and on unanimous voice vote the motion was carried. 10 11 ORDINANCES 12 13 ORDINANCES ON FIRST READING 14 15 President Pro-tem Whitesell reminded the Council they would only be able to act on the Ordinances on first 16 reading at this meeting and they would return for public hearing on June 1, 1987. 17 18 Councilmember Hankinson made a motion to suspend all action on Ordinances 26, 27, 28, 29 and 30-1987 19 and leave on first reading for June 1, 1987. 20 ' 21 Councilmember Parker commented that persons in attendance should be allowed to speak to ordinances at 22 this meeting. 23 24 President Pro-tern Whitesell stated there were Ordinance that could be referred for other action at this 25 meeting and persons would be allowed to comment on the Ordinances at this meeting. 26 27 Councilmember Hankinson's motion to suspend action died for lack of a second. 28 29 Councilmember Morris moved to suspend the rules and read Ordinances No.26,27,28, 29 and 30-1987 on 30 first reading by title only,seconded by Councilmember Parker and on unanimous voice vote the motion was 31 carried. 32 33 ORDINANCE NO.26-1987 34 35 The Clerk read on first reading by title only Ordinance No. 26-1987 - AN ORDINANCE AMENDING 36 ORDINANCE NO. 61-1987 RATIFYING THE SALARIES, WAGES, AND POSITIONS FOR APPOINTED 37 OFFICERS AND EMPLOYEES OF THE RICHMOND SANITARY DISTRICT FOR THE FISCAL YEAR 38 BEGINNING JANUARY 1, 1987 AND ENDING DECEMBER 31, 1987 AS ADOPTED BY THE BOARD OF 39 SANITARY COMMISSIONERS. 40 41 Public hearing will be June 1, 1987. 42 43 There was no public comment on the Ordinance. 44 45 ORDINANCE NO.27-1987 46 47 The Clerk read on first reading by title only Ordinance No.27-1987-AN ORDINANCE AMENDING AMENDED 48 ORDINANCE NO.53-1987(1987 SALARY ORDINANCE FOR THE CITY OF RICHMOND, INDIANA OR THE 49 FISCAL YEAR BEGINNING JANUARY 1, 1987 AND ENDING DECEMBER 31, 1987). 50 51 Public hearing will be June 1, 1987. 52 53 There was no public comment on the Ordinance. 54 55 TRANSFER ORDINANCE NO.28-1987 56 57 The Clerk read on first reading by title only Ordinance No.28-1987-AN ORDINANCE TO TRANSFER WITHIN 58 THE GENERAL FUND. 59 60 Public hearing will be June 1, 1987. 61 62 There was no public comment on the Ordinance. 63 64 ORDINANCE NO.29-1987 65 Common Council Minutes Cont'd May 18, 1987 Page 5 1 The Clerk read on first reading by title only Ordinance No.29-1987-AN ORDINANCE AMENDING CHAPTER 2 154 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS THE 3 ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, PROVIDING FOR THE REZONING OF 4 PROPERTY LOCATED AT 1 EAST MAIN STREET,RICHMOND, INDIANA FROM 0-1 GREENBELT TO C-4 5 GENERAL BUSINESS DISTRICT. 6 7 President Pro-tem Whitesell announced Ordinance No. 29-1987 was assigned to the Plan Commission for 8 public hearing. 9 10 ORDINANCE NO.30-1987 11 12 The Clerk read on first reading by title only Ordinance No.30-1987-AN ORDINANCE TO ANNEX TO THE CITY 13 OF RICHMOND, INDIANA CERTAIN CONTIGUOUS TERRITORY,ADJACENT AND ABUTTING THERETO, 14 DESCRIBING THE SAME, PROVIDING FOR THE PUBLICATION THEREOF,AND FIXING THE TIME WHEN 15 THE SAME SHALL TAKE EFFECT. 16 17 Public hearing will be June 1, 1987. 18 19 Speaking on Ordinance No.30-1987 was Mr.Frank Otto of 1546 Idlewild Drive.
