INDIANA., MARCH 2. 1987 1 The Common Council of the City of Richmond, Indiana met in regular session March 2, 1987 2 at the hour of 7:30 P.M. in the Council Chambers in said City. President Brookbank pre- 3 sided with the following Councilmembers present: Williams, Elstro, Whitesell, Parker, 4 Hutton, Morris and Theobald. Absent: Hankinson. The following business was hahad to- 5 wit: 6 7 APPROVAL OF MINUTES OF FEBRUARY 17. 1987 8 9 Councilmember Hutton moved to approve the minutes of the previous meetings as pre- 10 pared, seconded by Councilmember Whitesell and on unanimous voice vote the motion was 11 carried. 12 13 COMMUNICATIONS FROM THE MAYOR 14 15 Mayor Waltermann is attending the National League of Cities Conference in Washington 16 D.C. this week. 17 18 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 19 20 Police Department 21 22 Susan Silberstein reported the retirement from the Police Department of Lt. Denzel Wil- 23 liams and the approval of advancement to Patrolman of Officers Richard D. Thalls, Andre 24 L. Gordon and Rick L. Ervin. 25 26 The Board also adopted newly revised Police Dept. Rules and Regulations. The most recent 27 revision was in 1972. 28 29 Other 30 31 The Board. agreed to petition the Plan Commission to change the name of No. 10th Street 32 from No. G to Sim Hodgin Parkway to "Chester Boulevard" in order to eliminate confusion 33 with the already existing No. 10th Street. This request came from Councilmember Parker. 34 35 The Board will receive bids for street materials and bituminous material and 4 mini- 36 trucks for the motor pool on March 26, 1987, bids for a street sweeping contract will be 37 received on April 2, 1987. 38 39 The Board affirmed an order to remove an unsafe accessary building at 338 Pearl Street 40 and set April 9, 1987 for unsafe building hearings at 1826 E. Main St. , 105-107 So. 13th 41 St. and 218-220 No. 14th St. 42 43 44 45 REPORTS FROM SPECIAL COMMITTEES 46 47 COMMITTEE OF THE WHOLE 48 49 Councilmember Whitesell announced the following tentatively set meetings of the Commit- 50 tee of the Whole to tour various City Departments and review their operations: 51 52 Street Department- March 9, 1987, 7:00 P.M. 53 Housing Authority - April 16, 1987 at 7:00 P.M. at Sycamore Square 54 Park Department - April 18, 1987 at 9:00 A.M. 55 56 Happy Birthday 57 58 At this point in the meeting, a person entered Council Chambers (dressed in an old hat, 59 sunglasses, leopard striped pants, a tattered sweater and painted face) carrying a bunch of 60 large balloons and proceeded to the rear of Councilmember Hutton and proceeded to ask 61 everyone to join in singing "Happy Birthday" to Sally Hutton. 62 63 64 65 484 Common Council Minutes Cont'd March 2 , 1987 Page 2 1 2 MISCELLANEOUS BUSINESS 3 4 President Brookbank welcomed students from Centerville High School Government Class. 5 6 Street Tree Commission 7 8 Mr. Carl Reynolds, 1124 Salisbury Rd. So., Chairman of the Street Tree Commission, ad- 9 dressed the Council stating that he is disappointed in a proposed amendment to the Street 10 Tree Ordinance, being Ordinance No. 7-1987. He stated that this amendment has not been 11 presented to the Street Tree Commission for any input. 12 13 Mr. Ken Barden addressed the complaint stating that there has been a communications 14 problem with the Commission and that he has spoken with Attorney Robert Delaney con- 15 cerning the proposed amendment. He stated that revisions will be made and presented to 16 the Commission. Mr. Barden also stated that the Street Department is presently imple- 17 ! menting a program of tree cutting on city streets. 18 ' 19 Mr. Reynolds stated that the next Street Tree Commission meeting is March 25, 1987 at 20 7:00 P.M. in the Board of Works Room in the Municipal Building. 21 22 ORDINANCES 23 24 ORDINANCES ON FIRST READING 25 26 ORDINANCE NO. 10-1987 27 28 Councilmember Elstro moved to suspend the rules and read Ordinance No. 10-1987 on 29 first reading and read by title only, seconded by Councilmember Williams and on a unani- 30 mous voice vote the motion was carried. 31 32 The Clerk read on first reading ORDINANCE NO. 10-1987_AN ORDINANCE AMENDING 3 3 CHAPTER 154 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 2325-1968, COMMONLY 34 KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, PROVIDING 35 FOR THE REZONING OF PROPERTY LOCATED AT 1201 NORTH "E" STREET FROM M-1 LIGHT 36 INDUSTRIAL DISTRICT TO M-1 SU AND PROVIDING FOR THE SPECIAL USE OF SAID PROP- 37 ERTY AS A COMBINATION SERVICE STATION, CONVENIENCE STORE AND CAR WASH. 38 ', 39 President Brookbank assigned Ordinance No. 10-1987 to the Plan Commission. 40 41 UNFINISHED BUSINESS 42' 43 Councilmember Whitesell reminded the Council that Mayor Waltermann is supposed to 44 present a report on the clean up of problem properties. He requested that the Mayor be re- 45 minded of this and expects a report at the next meeting. 46 47 Ken Barden stated that the Sanitary Board had a special meeting concerning this problem 48 and a report would be forthcoming. 49, 50 ADJOURNMENT 51 52 There being no further business, on a motion duly made, seconded and passed, the meeting 53, was adjourned. 54 55 56. 57 58 Jane R.
