CITY OF RICHMOND,INDIANA, FEBRUARY 17,1987
1 The Common Council of the City of Richmond, Indiana met in regular session February 17, 1987
2 at the hour of 7:30 P.M. in the Council Chambers in said City. President Brookbank presided
3 4
with the following Councilmembers present: Elstro, ,Whitesell,Parker, Hutton, Morris and
Theobald. Absent:Williams and Hankinson. The following business was had to-wit:

6 APPROVAL OF MINUTES OF FEBRUARY 2,1987

8 Councilmember Whitesell moved to approve the minutes of the previous meetings as prepared,
9 seconded by Councilmember Hutton and on unanimous voice vote the motion was carried.

11 COMMUNICATIONS FROM THE MAYOR

13 Mayor Frank H.Waltermann informed the Council that he had attended a meeting of the Greater Richmond
14 Progress Committee and they had approved a Resolution regarding Indiana University East and asking the
15 General Assembly to appropriate the funding for their newly approved four year degrees. Mayor
16 Waltermann stated that he was encouraging the Common Council to also approve a Resolution to be
17 forwarded to the Speaker of the House in support of the funds being appropriated. He stated that industrial
18 prospects coming into our community ask about degrees available and without four year programs available
19 many persons do not finish their education since they are unable to get to the Indianapolis Campus. Mayor
20 Waltermann added that quality education was also very important in the area of economic development.

22 Mayor Waltermann thanked Councilmember Elstro for his motion to transfer funds from RP&L to the Civil
23 City to fund the Economic Development Office.

25 Mayor Waltermann informed the Council that he was still working with Chief Nimitz on E 9-1-1 and
26 encouraged the Council to pass the Ordinance on the revenue sharing appropriation for the purchase of the
27 9-1-1 equipment.

29 Councilmember Morris moved that the Council authorize the Mayor to prepare a Resolution in the name of
30 31
the Council in support of the funding for Indiana University East and to forward the document to the Speaker
of the House,seconded by Councilmember Parker and on unanimous voice vote the motion was carried.

33 REPORTS FROM SPECIAL COMMITTEES

35 COMMITTEE OF THE WHOLE

37 Councilmember Whitesell announced the following tentatively set meetings of the Committee of the Whole to
38 tour various City Departments and review their operations:

40 Street Department-March 9, 1987 at 7:00 P.M.
41 Housing Authority-April 16, 1987 at 7:00 P.M. at Sycamore Square
42 Park Department-April 18, 1987 at 9:00 A.M.

44 Councilmember Whitesell said he would give other dates for meetings as soon as the various departments
45 respond.

47 SOUTH SIDE RESIDENTS MEETING

49 Councilmember Morris reminded the Council and the news media of the meeting set for residence of the
50 South side on February 25, 1987 at 7:00 P.M. in the Board of Works Room. She added that Mayor
51 Waltermann would be in attendance along with the Chief of Police or a Major.

53 Councilmember Morris asked the media to help notify the residents of the meeting.

55 LITTER AND DEBRIS COMPLAINTS

57 Councilmember Whitesell asked Mayor Waltermann if he could have the appropriate department talk with
58 the Council regarding litter and debris problems and the proper procedures for expediting the clean up of
59 problem properties.

61 Mayor Waltermann stated he would and that he would also be returning to the Council in the near future to
62 amend the Salary Ordinance to add an inspector to handle litter complaints and issue citations.

64 Councilmember Elstro asked what was happening to complaints after they were forwarded to the City
65 Attorney and Mr. Barden stated they do follow up on complaints and the Sanitary Board was also addressing

1 the problems with litter.

3 Mayor Waltermann stated that with the larger sealed trash containers now being used in some areas of town
4 the problem of blowing trash has been reduced and if the City would go to uniform sealed containers a major
5 portion of this problem would be addressed.

7 MISCELLANEOUS BUSINESS

9 Humane Society Committee

11 President Brookbank announced that Councilmembers Parker, Hutton and herself would be serving on a
12 committee working with Violet Nelson for a Humane Society. Councilmember Parker will chair the Committee
13 and and local veterinarian would be asked to also assist.

15 Urban Enterprise Association Director Named
16
17 President Brookbank announced that Casey Foley had been named as Director of the Urban Enterprise
18 Association.

26 The Clerk read on second reading Appropriation Ordinance No.8-1987-AN ORDINANCE TO APPROPRIATE
27 WITHIN THE FEDERAL REVENUE SHARING FUND.

29 Mr. Barden examined the Proofs of Publication and found them to be in order. Councilmember Morris moved
30 to accept and file the Proofs of Publication,seconded by Councilmember Whitesell and on unanimous voice
31 vote the motion was carried.

33 President Brookbank announced Ordinance No.8-1987 was on public hearing.

35 There being no public comment, Councilmember Morris moved for engrossment of Ordinance No. 8-1987,
36 seconded by Councilmember Whitesell and on unanimous voice vote the motion was carried.

38 Councilmember Whitesell moved to suspend the rules and move Ordinance No. 8-1987 to third and final
39 reading and read by title only, seconded by Councilmember Morris and on unanimous voice vote the motion
40 was carried.

42 The Clerk read on third and final reading by title only Appropriation Ordinance No. 8-1987.

54 Councilmember Morris moved to suspend the rules and read Ordinance No.4-1987 on third and final reading
55 by title only, seconded by Councilmember Whitesell and on unanimous voice vote the motion was carried.

57 President Brookbank invited comments or questions from the Council.

59 Councilmember Elstro asked Public Works Director, Ralph Willis,what information he had for the Council on
60 leasing versus contractual services for street sweeping.

62 Mr. Willis addressed the capitalization of the equipment and the cost of leasing, purchasing, repairing,
63 replacing and indicated he would need a 50,000.00 annual commitment from the Council to lease the
64 equipment along with the cost of the maintenance.

1 Councilmember Elstro asked how they would charge on a curb mile when many curbs would be inaccessible.

3 Mr. Willis showed the Council the route maps, zones and schedules as proposed. He explained that they
4 would be sweeping one side of the street in the mornings and the other side in the afternoons to encourage
5 the public to
6 assist in the cleaning by giving them the opportunity to move their cars. He said the route maps would be
7 made available to the public prior to the start of the sweeping season which would be from April 15th to
8 September 25th.

10 Mr. Willis stated that it would not be necessary to sweep in October with leaf pick up, but the specifications
11 would be designed to allow rental of a sweeper for a last minute cleanup if the weather would permit
12
13 Mr. Willis stated the cost of contracting the sweeping for the time established would be 62,000.00 plus
14 14,000.00 for the rental for the clean up.

16 Councilmember Parker asked who would assume the liability of the sweeper and Mr. Willis indicated the
17 contractor when they were sweeping and the City when we would be renting the equipment.

19 Councilmember Elstro asked about renting the equipment and why we could not do that rather than contract
20 the services and Mr.Willis said that the companies were not willing to rent equipment for long periods of time,
21 but they would do lease purchase agreements. He said he had talked with contractors interested in using
22 local labor.

24 Councilmember Parker asked what would happen with a sweeper breakdown and Mr.Willis stated they would
25 request three machines on the job and would use Friday for a catch up day along with the week end if that
26 would be necessary.

28 Councilmember Hutton asked who would supervise the services and Mr. Willis stated the specifications
29 would be very specific and it would be administered through the Department of Public Works. He said they
30 are using Federal Specifications as performance standards and if they fail the performance standard they
31 would not get paid.

33 Councilmember Whitesell stated he was in favor of the contract and asked if this was a one year contract.

35 Mr. Willis stated it would be a minimum of four years to entice the contractors to bid and he would prefer the
36 contract be for five years.

38 Mr. Barden informed the Council that the State Legislator was looking into allowing longer contracting periods
39 for cities.

41 Councilmember Elstro asked what would happen if the City was not satisfied and Mr. Willis stated he would
42 fire the contractor on a default.

44 Councilmember Morris congratulated Mr.Willis on the thoroughness of his presentation.

46 There being no further comment,Appropriation Ordinance No.4-1987 was adopted on the following call of the

53 Councilmember Elstro stated that he voted for the Ordinance, but would be taking a look at the program and
54 letting Mr.Willis know if was unhappy.
