HomeMy Public PortalAbout08-04-1986 38 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 4, 1986 1 The Common Council of the City of Richmond, Indiana, met in regular session 2 August 4, 1986 at the hour of 7:30 P.M. in the Council Chambers in said 3 City. President Bodiker presided with the following Councilmembers present: 4 Elstro, Williams, Brookbank, Whitesell, Parker, Hutton and Morris. Absent: 5 Hankinson. The following business was had to-wit: 6 7 PLEDGE OF ALLEGIANCE 8 9 SILENT DEVOTIONS 10 11 APPROVAL OF MINUTES OF JULY 21, 1986 12 13 Councilmember Morris moved to approve the minutes of the previous meeting 14 as prepared, seconded by Councilmember Brookbank and on unanimous voice 15 vote the motion was carried. 16 17 COMMUNICATIONS FROM THE MAYOR 18 19 Mayor Frank H. Waltermann encouraged citizens to become involved in taking 20 care of their own properties to assist in the beautification of the 21 community. He stated that if all citizens worked together to make the 22 City more beautiful, will also help to sell the City for economid 23 development. 24 25 Councilmember Williams asked about enforcement of the building ordinance 26 regarding the securing of buildings and why it has not been enforced on 27 the old Jaffee building. 28 29 President Bodiker stated that he was in agreement with the Mayor and that 30 absentee landlords need special attention on property maintenance. 31 32 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 33 34 Board of Works President, Susan Silberstein,informed the Council that 35 the Board had ordered an unsafe property at 1029 Sheridan Street repaired 36 and had set August 14, 1986 for fourteen (14) inoperable vehicle hearings. 37 38 Ms. Silberstein added that the Board had approved the hiring of a new 39 Firefighter and approved advancements in both the Police and Fire Departments. 40 41 Ms . Silberstein commented that the Board would be accepting bids for leaf 42 loaders and had awarded bids for street improvement projects . She 43 indicated that the Board had also adopted new Rules and Regulations for 44 the Fire Department and received the new Personnel Policy for City 45 employees. 46 47 Councilmember- Elstro asked about the G Street Bridge and if it could be 48 swept and some repairs made to holes along the gutters and sidewalks. 49 50 Public Works Director Ralph Willis stated that the City had barricaded 51 the bridge to make only two (2) lanes of traffic in cooperation with the 52 County. He stated that he was afraid the bridge could not be swept without 53 disturbing the concrete even more and perhaps causing more concrete to 54 fall. He said that he would see about doing it by hand and that hopefully 55 rejuvination of the bridge could start within a year. 56 57 Councilmember Morris asked about the safety of pedestrian traffic on the 58 bridge and Mr. Willis stated that he felt the condition of the bridge 59 was serious enough to suggest finding another route, but that it was 60 strictly a judgment call. Mr. Willis stated that the County was buying 61 some time for funding to replace the bridge. 62 63 Councilmember Parker asked what would be the largest hole in the bridge 64 and Mr. Willis indicated from 12" to 24" long and 4" to 8" in width. 65 He stated they were not large enough to fall through, but a leg could 86 Common Council Minutes Cont 'd August 4, 1986 Page 2 1 get caught in one. 2 3 Councilmember Parker asked if it were possible to repair the holes for 4 safety and Mr. Willis stated he would try to do some repair and would get the 5 bridge cleaned up during the week. 6 7 REPORTS FROM SPECIAL COMMITTEES 8 9 Councilmember Brookbank reminded the• Council of the Committee of the Whole 10 dates set for August 6th, 7th, 13th and 14th for budget hearings and August 11 28, 1986 set for Ordinance No. 59-1986 and hazardous materials. 12 13 REPORTS FROM STANDING COMMITTEES 14 15 Reid Hospital 16 17 Councilmember Brookbank reported that the net income in June was 454,462.00 18 and that representatives from Reid Hospital were going to Washington, D.C. 19 to talk with Congressman Sharp and Senator Lugar regarding losing Medicare 20 funds on rural referral center. 21 22 Plan Commission 23 24 Councilmember Morris reported that the Plan Commission had hired the firm of 25 Howard Needles Tammen & Bergendoff as consultants on the Master Plan and that 26 she had appointed Mona Rodefeld to represent the Plan Commission on the Stree: 27 Tree Commission. 28 29 MISCELLANEOUS BUSINESS 30 31 Street Tree Commission Appointment 32 33 Councilmember Hutton presented the name of Gerry Raderstorf to represent the 34 Council for a one (1) year term on the Street Tree Commission and so moved 35 to approve the appointment of Mr. Raderstorf and Ms. Rita Stout as Mayor 36 Waltermann's two (2) year term appointment, seconded by Councilmember 37 Williams and on unanimous voice vote the motion was carried. 38 39 Police Merit Commission Appointment 40 41 Councilmember Hutton presented the name of Mr. David Wetherall for the Police 42 Merit Commission. Mr. Wetherall lives at 309 South West 4th Street and is 43 associated withthe Salem Friends Church and the West Richmond Friends . 44 45 Councilmember Hutton moved to approve Mr. David Wetherall to the Police Merit 46 Commission to fill the unexpired term from the Clergy for the balance of 1986, 47 seconded by Councilmember Morris and on unanimous voice vote the motion was 48 carried. 49 50 Approval to attend IACT Fall Seminar 51 52 Councilmember Brookbank moved to approve the expenses of the members of 53 Common Council attending the meeting of the Indiana Association of Cities and 54 Towns from September 14, 1986 to September 18, 1986, seconded by Councilmembe 55 Morris and on unanimous voice vote the motion was carried. 56 57 AGENDA-ADDITION 58 59 Councilmember Whitesel1: moved to suspend the rules and place Ordinance No. 60 61-1986 on third reading, seconded by Councilmember Hutton and on unanimous 61 voice vote the motion was carried. 62 63 ORDINANCT 64 �.. 65 ORDINANCES ON FIRST READING 8 _ Common Council Minutes Cont 'd August 4, 1986 Page 3 1 Councilmember Morris moved to suspend the rules and read Ordinances No. 2 62, 63, 64, and 65-1986 on first reading by title only, seconded by Council- 3 member Whitesell and on unanimous voice vote the motion was carried. 4 5 TRANSFER ORDINANCE NO. 62-1986 6 7 The Clerk read on first reading by title only Transfer Ordinance No. 62- 8 1986 - AN ORDINANCE TO TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUND. 9 10 Councilmember Morris moved to suspend the rules and move Transfer Ordinance 11 No. 62-1986 to second reading, seconded by Councilmember Whitesell and 12 on unanimous voice vote the motion was carried. 13 The Clerk read Ordinance No. 62-1986 on second reading. 14 President Bodiker announced that Ordinance No. 62-1986 was on public hearing 15 16 Councilmember Parker asked about the sweeper rental fee and how long it 17 would cover and Mr. Hillard stated it would pay for rental of July and 18 August. Mr. Hillard stated that renting the sweepers gives the City the 19 opportunity to actually try the equipment prior to any purchase decisions . 20 21 Councilmember Hutton asked if they were going to rent sweepers during leaf 22 clean-up and. Mr. Hillard indicated that they would not be able to afford 23 that, but that they are getting leaf loaders and hopefully can trail the 24 loaders with the existing Pelican sweeper. 25 26 President Bodiker commented on being able to transfer rental funds from 27 gasoline and Mr. Hillard stated that gasoline costs have been cut in half. 28 29 There being no further discussion, Councilmember Williams moved for 30 engrossment, seconded by Councilmember Parker and on unanimous voice vote 31 the motion was carried. 32 33 Councilmember Morris moved to suspend the rules and move Ordinance No. 34 62-1986 to third and final reading and read by title only, seconded by 35 Councilmember Whitesell and on unanimous voice vote the motion was carried. 36 37 The Clerk read on third and final reading by title only, Transfer Ordinance 38 No. 62-1986. 39 40 Transfer Ordinance No. 62-1986 was adopted on the following call of the 41 roll: 42 43 Ayes: Elstro, Williams, Brookbank, Whitesell, Parker, Hutton, Morris, 44 and Bodiker (8) 45 Nays: None 46 Absent: Hankinson (1) 47 48 ORDINANCE NO. 63-1986 49 50 The Clerk read on first reading by title only Ordinance No. 63-1986 - AN 51 ORDINANCE VACATING A CERTAIN 50 FOOT EASEMENT RESERVED FOR USE AS A FUTURE 52 ROADWAY WITHIN THE HENLEY HILLS SUB-DIVISION SECTION 2 IN THE CITY OF RICHMO D, 53 INDIANA LOCATED BETWEEN LOTS 35 AND 36. 54 55 President Bodiker assigned Ordinance No. 63-1986 to the Plan Commission 56 and to also be advertised for public hearing by Council. 57 58 ORDINANCE NO. 64-1986 59 60 The Clerk read on first reading by title only Ordinance No. 64-1986 - AN 61 ORDINANCE FOR APPROPRIATIONS AND TAX RATES FOR 1987. 62 63 President Bodiker assigned Ordinance No. 64-1986 to the Committee of the 64 Whole for hearings and to also be advertised for public hearing. 65 388 Common Council Minutes Cont 'd August 4, 1986 Page 4 1 ORDINANCE NO. 65-1986 2 3 The Clerk read on first reading by title only Ordinance No. 65-1986 - AN 4 ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 5 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, 6 INDIANA, PROVIDING FOR THE REZONING OF PROPERTY LOCATED IN THE 1200 BLOCK OF 7 SOUTH 21ST STREET FROM R-2 DISTRICT TO R-2 SU SPECIAL USE DISTRICT AND 8 AUTHORIZING THE SPECIAL USE OF SAID PROPERTY FOR INSTALLATION OF A MANUFACTURED 9 HOME. 10 11 President Bodiker assigned Ordinance No. 65-1986 to the Plan Commission for 12 public hearing. 13 14 ORDINANCES ON THIRD READING 15 16 ORDINANCE NO. 61-1986 17 18 Councilmember Whitesell moved to suspend the rules and read Ordinance No. 19 61-1986 on third reading by title only, seconded by Councilmember Brookbank 20 and on unanimous voice vote the motion was carried. 21 22 The Clerk read on third and final reading by title only Ordinance No. 16-1986 - 23 AN ORDINANCE RATIFYING THE SALARIES, WAGES AND POSITIONS FOR APPOINTED OFFICERS 24 AND EMPLOYEES OF THE RICHMOND SANITARY DISTRICT FOR THE FISCAL YEAR BEGINNING 25 JANUARY 1, 1987 AND ENDING DECEMBER 31, 1987, AS ADOPTED BY THE BOARD OF 26 SANITARY COMMISSIONERS. 27 28 Ordinance No. 61-1986 was adopted on the following call of the roll: 29 30 Ayes: Elstro, Williams, Brookbank, Whitesell, Parker, Hutton, Morris and 31 Bodiker (8) 32 Nays: None 33 Absent: Hankinson (1) 34 35 ADJOURNMENT 36 37 There being no further business, on a motion duly made, seconded and passed, 38 the meeting was adjourned. 39 40 41 Richard Bodiker, President 42 43 ATTEST: 44 Mary Merchanthouse, City Clerk 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
